About this file
This is a Request for Information (RFI) issued by the State of Tennessee Department of Finance & Administration - Strategic Technology Solutions seeking vendor information on an AI-powered virtual avatar assistant for the Digital Business Gateway Portal. The initiative aims to create a multilingual, avatar-based platform that serves as a single-entry point for individuals and entrepreneurs registering new businesses in Tennessee. The platform will integrate conversational AI across state agency systems including the Secretary of State, Department of Revenue, Department of Labor & Workforce Development, and Department of Commerce & Insurance to automate and simplify the business registration journey. Key functionality includes multilingual voice and text support, natural language processing, automated agency account creation, data propagation to eliminate redundant data entry, integrated registration flows for name search, business structure registration, EIN assignment, tax registration, unemployment insurance, and professional licensing. Written questions are due by 2:00 PM on Thursday, November 20, 2025, with state responses provided by Tuesday, December 2, 2025. RFI responses are due by 2:00 PM on Wednesday, December 10, 2025. Responses must not exceed 15 pages, use minimum 12-point font on standard 8.5" x 11" pages, and be submitted in English. The state reserves the right to request demonstration presentations from selected respondents.
Vendors must provide comprehensive information including company background, technical capabilities, deployment strategies, security and privacy controls, analytics and reporting features, scalability and integration approaches, training processes, ethical AI practices, usability testing methodologies, and measurable key performance indicators. Cost submissions should include detailed breakdowns for all project phases (discovery, design, implementation, testing, deployment, support), major cost drivers, hourly or daily service rates by resource type, licensing and subscription fees, hosting options, maintenance costs, and pricing for future enhancements. All state data must remain within the United States with access limited to US-based resources only; software from foreign adversaries as defined by the U.S. Secretary of Commerce is prohibited. The RFI explicitly states that responding does not create contract rights, does not obligate the state to proceed with procurement, and does not obligate respondents to participate in any future solicitations. The state will not reimburse vendors for response preparation costs, and RFI responses will remain confidential until after evaluation of any subsequent procurement documents.
