About this file

This is Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Public Safety (SCDPS) for promotional items. The solicitation (5400026758) was originally scheduled to open on April 3, 2024, at 2:00 PM but was amended to move the opening date to April 4, 2024, at 2:00 PM. The amendment addresses 24 vendor questions and adds Attachment A with product examples. SCDPS seeks a single vendor capable of supplying all items, which include 5,000 full-color imprinted koozies (traditional size), 2,500 paper fans (approximately 8" x 8" with wooden handles and two-sided full-color imprints), 1,000 cotton bandanas (minimum 21" x 21"), 5,000 four-pack crayon boxes, 3,000 sunscreen units (1.5 to 2 ounces, SPF 50+), 5,000 vanilla-flavored beeswax lip balms with SPF on carabiner clips, 2,000 clear backpacks with multiple color trim options, 1,500 latex-free first aid kits with carabiner attachments, and 3,000 universal cell phone cases. All items must be delivered by May 1, 2024, for SCDPS events. Award was posted on April 5, 2024, and offers were held open for a minimum of 30 calendar days after the opening date.

The solicitation allows for submission through South Carolina's online procurement system at www.procurement.sc.gov. No pre-bid conference or site visit was required. Items should be packaged for shipment in bulk rather than individually packaged. SCDPS has a loading dock available for delivery and does not require a Certificate of Insurance at the time of delivery. State vendor preferences do not apply per Section 11-35-1524(E)(5). Offerors were required to acknowledge receipt of amendments and provide their business information, including type of entity, home office address, and payment address. The amendment specified that all terms and conditions not modified by the amendment remain unchanged from the original solicitation, with the procurement officer identified as Megan Leath (803-896-7735, MeganLeath@scdps.gov) available for clarification on any questions or uncertainties.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY

CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU

REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE

PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS

CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES DO NOT APPLY PER SECTION 11-35-1524 [E](5).

AMENDMENTS TO SOLICITATION (JAN 2004)

The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov (b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged. [02-2A005-1]

The purpose of this Amendment is to move the Opening Date, answer vendor questions and to add Attachment A.

OPENING DATE/TIME WAS: 04/03/2024 02:00 PM

NEW OPENING DATE/TIME: 04/04/2024 02:00 PM

Vendor Question 1: Could you kindly confirm whether we are required to bid on all items?

SCDPS Answer: This Solicitation will be awarded to one Offeror as stated on Page 14 of the Solicitation. Since this will only be awarded to one Offeror, you must be able to bid on all items.

Vendor Question 2: How are you wanting the items to be packaged? I don’t understand this part in the proposal.

SCDPS Answer: Items should be packaged for shipment how they normally should be - we just require that the items are not individually packaged. This prevents us from having to unpack each individual item as we are handing them out.

Vendor Question 3: When referring to “Full Color Imprint” - How many different colors are being imprinted (logo)?

SCDPS Answer: Full color imprint covers the entire koozie. An example of koozies with full color imprint can be seen on Attachment A. They do not have to be the exact same item, just similar.

Vendor Question 4: Does DPS have a truck level dock or a lift gate? Also, does DPS require Certificate of Insurance at the time of delivery?

SCDPS Answer: SCDPS has a loading dock. SCDPS does not require Certificate of Insurance at the time of delivery for this Solicitation.

Vendor Question 5: Some of these products in these quantities will have a lead-time longer than 30 days. Will you permit a longer delivery time for certain items?

SCDPS Answer: All items must be able to be delivered no later than May 1, 2024 so that SCDPS will have them in time for events we will be attending.

Vendor Question 6: What color(s) are you looking for as the base Koozie color?

SCDPS Answer: Since this is Full Color imprint there is no base color.

Vendor Question 7: Should we assume a traditional shape/size koozie, or are you looking for ones designed for tall cans (i.e. white claw) or bottles, or would you like to see options for all 3 versions?

SCDPS Answer: Just a traditional shape/size koozie is requested. A few examples of what we are looking for can be seen on Attachment A. They do not have to be the exact same item, just similar.

Vendor Question 8: Do you want all 5000 to be the same color? What color?

SCDPS Answer: All will be full color imprinted. Artwork will be provided after Award.

Vendor Question 9: Is there a thickness requirement or gauge of material for the koozies?

SCDPS Answer: No.

Vendor Question 10: Are the paper fans printed on 1 side or 2 sides? Also, what size is the fan?

SCDPS Answer: The fan should be around 8” x 8” with a wooden handle. Also it will be full color imprint on two sides.

Vendor Question 11: Can you describe the fans that you want? A traditional folding fan, or more of the style that is a thicker paper, which may or may not include a wooden stick handle?

SCDPS Answer: We are looking for a basic paper fan (non-folding) that is square with round edges and a wooden handle. The fans will be a two sided full color imprint. A few examples of what we are looking for can be seen on Attachment A. They do not have to be the exact same item, just similar.

Vendor Question 12: Can you provide an image of the bandanas you are looking for? Type of fabric? The description is limited and an image will let me know the type of printing you are considering so I can price accordingly.

SCDPS Answer: The fabric must be cotton. An example of what we are looking for can be seen on Attachment A.

They do not have to be the exact same item, just similar.

Vendor Question 13: Does the bandana have a size?

SCDPS Answer: No, we are only looking for a 4-pack of crayons.

SCDPS Answer: The sunscreen should be 1.5 to 2 ounces and at least SPF50.

Vendor Question 17: Do you prefer a beeswax or petroleum based lip balm?

SCDPS Answer: Beeswax.

Vendor Question 18: Do you have a flavor preference for the lip balms, and do you want them to include SPF protection or not?

SCDPS Answer: Vanilla with SPF.
