About this file

This document is Amendment #2 to a fixed-price solicitation (Number 5400028143) issued by the South Carolina Department of Transportation (SCDOT) for an on-call traffic signal contract. The solicitation seeks qualified contractors to provide traffic signal installation, repair, modification, maintenance, and replacement services through a three-year work order-based contract from June 16, 2025 to June 15, 2028. A pre-bid conference is scheduled for April 15, 2025 at 9:00 AM, with offers due by May 20, 2025 at 2:30 PM. The award will be posted on June 24, 2025, and contractors will be required to provide a four-person crew with specialized equipment capable of completing individual work orders within 30 calendar days.

The amendment addresses multiple contractor questions and clarifies pricing, line items, and contract terms. Key changes include revising maximum pricing for years two and three to reflect anticipated inflation, adding new line items such as Double Ped Station Bracket Adapter and Additional Video Detection Cable, and increasing prices for specific items like PVC conduit and concrete sidewalk installations. The contract will use a fixed-price model with established line item maximums, and contractors may indicate their willingness to work in specific geographic areas. SCDOT has also developed internal provisions to handle unforeseen circumstances and additional work not explicitly covered in the original solicitation, which will require various levels of departmental approval.

NOTE: In addition to the providing Answers to submitted Questions below, a new version of the Pricing Worksheet has been posted (Pricing Worksheet V2) to align with the Answers herein. The prior version has been removed and should not be used.

Pricing Worksheet V2 has separate tabs for each of the three (3) years, a change from the previous version which had all years on a single tab. This change was made to accommodate changes increasing the allowed maximum for each line item.

QUESTION #1:

Pertaining to an emergency call out: It was said that it is necessary to have a PO in hand prior to working, but what if SCDOT offices are closed?

SCDOT RESPONSE TO QUESTION #1:

Field Offices shall issue a blanket PO which will allow for initial response and provision of services, which may be updated at the soonest possible opportunity to reflect the specific situation.

QUESTION #2:

Is it possible to split mobilization into district specific line items instead of milage? (Milage Pay items are rarely if ever used.)

SCDOT RESPONSE TO QUESTION #2:

Line items 1, 2, 3, 4, and 5 have been revised to clarify intended use. See examples below.

Example 1:

A purchase order has one location, it is 60 miles between location of material and worksite, and it’s going to take 2 trips to transport the material to the worksite. The purchase order should have the below line items for mobilization.

0. Location 1

0. Line item 1

0. Line item 3 x 2 Example 2:

If a purchase order has multiple locations, location 1 is 101 miles between material and worksite, and it’s going to take 1 trip to transport the material to the worksite and location 2 is 300 miles between material and worksite and it’s going to take 3 trips to transport the material to the worksite. The purchase order should have the below line items for mobilization.

0. Location 1

1. Line item 1

1. Line item 4

0. Location 2

2. Line item 1

2. Line item 5 x 3

QUESTION #3:

Is the Maximum price for all 3 years or just the first year?

SCDOT RESPONSE TO QUESTION #3:

The maximum price concept applies to all 3 years. However, the maximum prices allowed for year 2 and year 3 have been revised on the pricing worksheet to reflect anticipated inflation.

QUESTION #4:

Can a Double Ped Station Bracket Adapter be a line item instead of incidental? (This item cost as much as a ped station.)

SCDOT RESPONSE TO QUESTION #4:

Yes, a Double Ped Station Bracket may be a line item. Line item 130 - FURNISH & INSTALL DOUBLE PED STATION BRACKET ADAPTER has been added.

QUESTION #5:

Can there be a section for “likeness” of equipment be matched? (IE signals may be two different manufactures but on the QPL and we are told we must match existing.)

SCDOT RESPONSE TO QUESTION #5:

Please see Equipment Compatibility (found on page 15 of the solicitation) is amended as follows:.

EQUIPMENT

a. Contractor Supplied Equipment

i. The Contractor shall furnish all new equipment, including incidental items; used, refurbished equipment will not be accepted.

ii. Compatibility

1. To insure compatibility, any additional equipment required to complete a work order, shall be purchased by the Contractor from the same Manufacturer as the original item.

2. When installing equipment where some existing equipment is being retained, the Contractor shall provide the same type of equipment, as is remaining, for visual compatibility.

QUESTION #6:

Can Camera Wire be a separate line item in LF? (Currently the line item is written to include 150’ lead in with no way to get paid for overage.)

SCDOT RESPONSE TO QUESTION #6:

Camera Wire as a separate line item appears this is on the existing bid item sheet. Line item 144 - FURNISH & INSTALL ADDITIONAL VIDEO DETECTION CABLE TO CROSS ROADWAY.

QUESTION #7:

PVC price isn’t enough to cover punching windows for loops. This is basically directional drilling and you have to dig a waist deep or deeper hole to get the conduit tied in on the back side of the sidewalk. Can the pay go up or a separate line item specifically for windows for loops?

SCDOT RESPONSE TO QUESTION #7:

The allowable maximum price has been increased for the following line items

· Line item 24 - FURNISH & INSTALL 1.0" SCHEDULE 80 PVC CONDUIT

· Line item 25 - FURNISH & INSTALL 2.0" SCHEDULE 80 PVC CONDUIT

· Line item 26 - FURNISH & INSTALL 3.0" SCHEDULE 80 PVC CONDUIT

QUESTION #8:

Will SCDOT consider adding a cost plus item to cover items that aren’t covered or cost considerably more than the items on the contract like sidewalks, thermo, paving or items like tree removal or trimming?

SCDOT RESPONSE TO QUESTION #8:

Based on various questions received, SCDOT has developed internal provisions to cover items that are not on the bid item list or cost more than what was originally anticipated. The use of these provisions will require various levels of SCDOT approvals prior adding them to a purchase order. In addition, the price has been increased for the following line items:

· Line item 232 – CONCRETE SIDEWALK 4" UNIFORM

· Line item 233 – C&G - CONC.CURB & GUTTER (2'-0") VERT.

· Line item 235 – Concrete Median (for at-grade pass-through of raised medians)

QUESTION #9:

Will SCDOT penalize contractors for not working in some areas?

SCDOT RESPONSE TO QUESTION #9:

This is an on-call contract. Contractors may indicate they are unable or unwilling to accept work in locations no convenient to their business.

QUESTION #10:

Can we have additional line items added for differing foundation conditions? We have some areas that need to be slurry drilled and cased, this requires additional equipment, time, labor and materials. We have areas that have rock, that require additional time, labor and equipment and we have areas where we must hand dig or soft excavate large portions of due to how close we are being asked to put them against utilities. On the locations where we do have to do soft excavation many times we uncover unmarked lines and the hole must be moved. There is no pay item for that. It is happening more and more with the increase in underground utilities.

SCDOT RESPONSE TO QUESTION #10:

SCDOT has developed internal provisions to cover the contractor for unforeseen circumstances such as the examples described in your question. The use of these provisions will require various levels of SCDOT approvals prior adding them to a purchase order.

QUESTION #11:

Can SCDOT on the additional years do a blanket inflationary increase to whatever the inflation rate was for the past year? If inflation was 1.9% then raise the amount by 1.9%. If it was 8% then raise it 8%.

SCDOT RESPONSE TO QUESTION #11:

The maximum prices allowed for year 2 and year 3 have been revised on the pricing worksheet to reflect anticipated inflation.

QUESTION #12:

Can we go over the max allowance on the additional years?

SCDOT RESPONSE TO QUESTION #12:

The maximums pricing allowed for year 2 and year 3 have been increased. Pricing worksheets submitted as a part of an Offeror’s bid shall not exceed the maximum prices established. Offers which exceed line item maximums will be found to be nonresponsive and may be rejected.

QUESTION #13:

Can SCDOT limit the project to a single intersection or at least county? Instead of having 1 loop 6X6 in one county and an hour away a few more loops. The minimum Mob and Traffic would help cover the cost on that 1 loop.

SCDOT RESPONSE TO QUESTION #13:

Please see response to question 2, above.

QUESTION #14:

Would the state consider leaving the bid for on call pricing as its current state with no maximums and getting bids from vendors on a each location basis With pricing volatility still in a unsure state I think it would be more advantageous ???

SCDOT RESPONSE TO QUESTION #14:

Pricing for this solicitation will continue under the fixed price model, with line item maximums, as advertised.
