About this file

This document is a Solicitation Amendment issued by the State of Maine Department of Health and Human Services for RFP #202601009 regarding the evaluation of Maine's Rural Health Transformation Program. The amendment revises the scope of work to outline a phased approach for comprehensive data and evaluation services designed to assess the impact of RHTP funding. Phase 1 involves finalizing measure calculation methodology and data collection procedures in accordance with CMS guidance, including provider survey design and establishment of data collection cadence. Phase 2 requires assessment of Maine's Performance Year 1 RHTP plan, culminating in a public-facing dashboard and annual program assessment report that synthesizes quantitative data with feedback from Department partners and program beneficiaries. Phase 3 encompasses ongoing collection and tracking of required program measures, assistance with annual CMS submissions, and development of annual program assessment reports with dashboard updates. The contract period runs from June 1, 2026, through May 31, 2028, with two optional renewal periods extending through May 31, 2031. Proposals are due March 25, 2026, at 4:00 p.m., with written questions due by March 9, 2026.

Evaluation will be conducted on a 100-point scale with Organization Qualifications and Experience weighted at 35 points, Proposed Services at 40 points, and Cost Proposal at 25 points, using a mathematical formula that awards the lowest bidder maximum cost points with proportionally fewer points for higher bids. Bidders must submit cost proposals as a total fixed amount covering the initial two-year period and both renewal periods, with separate budget schedules required for each phase. The RFP does not specify set-aside designations, organizational eligibility restrictions, or disadvantaged enterprise requirements. No incumbent contractor has been identified. The Department reserves the right to negotiate with the highest-ranked bidder and may withdraw the award to negotiate with the next-ranked bidder if an acceptable contract cannot be finalized. Specific budget or award value ranges are not disclosed in available RFP materials.

Revised Language in Solicitation

1. Part I, A. last paragraph is revised to read:

Under this RFP, the Department is seeking comprehensive data and evaluation services designed to assess and quantify the impact of RHTP funding, ensuring a transparent and community-centered approach. The Department anticipates the awarded Bidder will provide evaluation services through a phased approach, specifically:

1. Phase 1 – The awarded Bidder will assist the Department in finalizing measure calculation methodology and data collection in accordance with final guidance and approval from CMS. The awarded Bidder will provide input into which data years are most appropriate based on data availability and measure definitions; design and conduct provider surveys for applicable metrics; and establish the cadence through which the data will be requested and collected to produce measures.

2. Phase 2 – The awarded Bidder will assess the impact of Maine’s Performance Year 1 RHTP plan. These efforts will culminate in a public-facing dashboard and an annual program assessment report. In addition to conducting a quantitative assessment, the awarded Bidder will synthesize commentary and feedback from Department partners and program beneficiaries for inclusion in the annual program assessment report.

3. Phase 3 – The awarded Bidder will collect and track required program measures; assist in the development of annual submissions to CMS for rescoring; and assess RHTP impact and develop corresponding annual program assessment reports and update public-facing dashboard.
