About this file

This document is a Right-of-Way (ROW) Access Permit application and detailed conditions manual issued by Alamosa County Road and Bridge Department located at 8663 County Road 109 in Alamosa, Colorado. The permit provides comprehensive guidelines for contractors and utility service providers seeking to perform work within county right-of-way, including installation, repair, or maintenance of utilities such as water, sewer, electric, gas, telecommunications, and fiber infrastructure. The document outlines specific requirements for permit application, including a $250 base permit fee, additional fees for improved roadways and specific installation types, mandatory insurance requirements, traffic control plans, inspection procedures, and strict regulations for excavation, utility protection, and restoration of county-owned infrastructure.

The permit details an extensive fee structure with costs varying by project type, linear footage, and specific installation methods. Notable financial considerations include additional fees for improved roadways ($50), appurtenances at $25 each, and drilling/boring fees ranging from $0.10 to $0.25 per linear foot depending on total distance. The county imposes significant fines for non-compliance, such as $500 per day for working without a permit, $100 per day for working outside permitted hours, and $150 per hour for county-performed right-of-way restoration. Contractors must provide proof of insurance, submit engineered plans, maintain a 4-foot radial distance from county utilities, and complete detailed logging and documentation of all installations. The permit emphasizes worker safety, utility protection, and restoration of county infrastructure to original or better condition.
