About this file
This is a Design/Bid/Build Scope of Work document for the Colorado Department of Transportation (CDOT) for the Alamosa Facility Grading & Drainage Improvements project located at 1205 West Avenue, Alamosa, CO 81101. The project involves grading, drain pan installation, and culvert installation designed to carry storm water into a detention area on CDOT property and through a neighboring property's easement, ultimately directing water into a county road drainage ditch. The work includes demolishing existing asphalt, installing concrete drain pans, regrading a portion of the site, constructing a concrete headwall, culvert, and manhole to manage storm water flow. A mandatory pre-bid meeting will be held, and all project documents will be available on Bidnet.
The contractor will be responsible for obtaining a Right-of-Way permit from Alamosa County and coordinating with the geotechnical engineer of record, Kumar & Associates, Inc., for excavation, compaction observation, and testing. The project has a small potential for encountering petroleum products or hazardous materials, with specific protocols outlined for such discoveries. The contractor must locate all utilities prior to site disturbance, using both the Utility Notification Center of Colorado and a private locating service. While local building permits are not required, code reviews and one final inspection will be paid for by CDOT, with any additional inspections due to failed initial reviews to be covered by the contractor.

Design/Bid/Build Scope of Work Alamosa Facility Grading & Drainage
Improvements
Project #26570 April 16, 2025
PROJECT LOCATION:
1205 West Avenue, Alamosa CO 81101
PROJECT DESCRIPTION:
Qualified contractors are invited to bid on grading, drain pan installation and culvert installation at the Colorado Department of Transportation (CDOT) Alamosa facility located at 1205 West Avenue, Alamosa CO 81101.
This project is designed to carry storm water into a detention area on CDOT property and drainage channel through a neighboring property (within an easement for this purpose) and eventually enter the ditch south of Road 8 S via a new culvert below the road. The project consists of demolishing portions of existing asphalt, installation of concrete drain pans and regrading a portion of the site. It also entails installation of a concrete headwall, culvert and manhole off CDOT property to assist in bringing storm water flow offsite and into the county road drainage ditch. All work shall be conducted in accordance with the design drawings and project specifications.
The project has a small potential to encounter petroleum products or hazardous materials. If known or suspect contaminated soils or groundwater is encountered during project excavation, the Contractor shall immediately halt work at that location and the CDOT Property Management Environmental Specialist shall be contacted: David Mendel (720) 642-0537. If necessary, special handling procedures, as outlined in Section 250 of CDOT’s Standard Specifications for Road and Bridge Construction, shall be implemented as directed by the CDOT Property Management Environmental Specialist and shall be paid for as a change order to the project. Section 250 can be found here:

SCOPE OF SERVICES:
The following documents will be available on Bidnet and summarized at a mandatory pre-bid meeting: Drawings and Specifications by the contracted Civil and Structural Engineer Anderson & Hastings. Additionally, a geotechnical report prepared by the geotechnical engineer of record Kumar & Associates, Inc, will be provided as part of the Specification.
The Scope of Work, Bid Drawings and Specification should all be referenced during bidding and any contradictory information should be brought to the attention of CDOT; misunderstanding of any of the Bid Drawings, Specification and/or Scope of Work will not be grounds for change orders after the bid question period.
The Contractor is responsible for obtaining (and paying for) Permits from Alamosa County for ROW permit (for work in Road 8S). By Statute, local building permits are not required. Code reviews (including framing and insulation) and one final code review inspection for each building shall be paid for by CDOT. Any additional code review inspections due to the original inspection not passing will be paid for by the Contractor.
CDOT requires that the geotechnical engineer of record who provided the Geotechnical Report, Kumar & Associates, Inc, or any mutually agreeable certified geotechnical engineer, perform the independent excavation and compaction observation and all testing required, as specified. The Contractor is to contract, at its cost, with the geotechnical engineer of record for all testing, including sub-grade testing, concrete testing, and observation costs.
Prior to any site-disturbing activities, the Contractor will be responsible for locating all utilities. The Contractor shall notify the Utility Notification Center of Colorado (UNCC) to conduct locates for buried utilities. A private locating service shall also be contacted to mark any privately-owned buried utilities that were not identified by the UNCC One-Call system.
