About this file

This is a Request for Proposals (RFP) issued by the Auraria Higher Education Center (AHEC), a consortium of three Colorado institutions—University of Colorado Denver, Metropolitan State University of Denver, and Community College of Denver—for design/build lump sum services to install a solar photovoltaic (PV) array on the Auraria Library roof. The project involves designing and constructing approximately 600+ kilowatts (kW) of solar capacity on the library's 82,500 square-foot roof, with the greatest generation capacity achievable within budget constraints. The RFP follows a two-step process: Step I requires prequalification submittals due February 4, 2019 at 2:00 PM (eight hard copies to AHEC Procurement Services); Step II involves interviews scheduled for March 11, 2019, with sealed cost proposals due March 8, 2019 at 2:00 PM. A mandatory pre-submittal conference and site tour occurred on January 14, 2019 at 1:30 PM at Auraria Library. Contract award was projected for March 15, 2019, with anticipated design start April 17, 2019, and construction start/finish dates to be determined. The D/B entity must include a 10-year maintenance program covering inverter replacement and defective component repairs within the lump sum cost.

The total approved budget is $1,034,409, with a maximum allowable contract cost of $970,000 for all turnkey design, engineering, and installation services. Cost proposals will be scored on a cost-per-kilowatt-generated basis and weighted at 60 percent of the final evaluation, while qualifications account for 40 percent. Minimum qualifications require firms to demonstrate design and construction experience on at least two 500+ kW solar projects completed within the prior four years using Colorado-based expertise, demonstrated Design/Build contracting experience on similar projects, and bonding capability up to $2,000,000. Funding for this Auraria Sustainable Campus Program project derives from student referendum fees designated for reducing campus reliance on fossil fuels. The system must comply with Carlisle EPDM roofing manufacturer guidelines to preserve the existing 20-year no-dollar-limit warranty, maintain all required code compliance through AEC-West Code Consultants, and integrate with the campus's Energy CAP metering and monitoring system. AHEC retains all Renewable Energy Credits (RECs) generated by the system.

Auraria Sustainable Campus Program Library Roof Solar Array

Auraria Higher Education Center

I. GENERAL INFORMATION

A. BACKGROUND INFORMATION

The Auraria Campus is comprised of three College institutions -- University of Colorado Denver, Metropolitan State University of Denver and Community College of Denver. The students of these institutions, as part of the Auraria Sustainable Campus Program (SCP), have funded this Photovoltaic (PV) Solar Array project.

The Auraria Higher Education Center (AHEC) has a history in sustainability and is interested in reducing the environmental impact of campus electricity use. AHEC has made a commitment to 100% renewable electricity by 2030 and complete carbon neutrality by 2050. A more complete description of the goals and expectations set forth for this project by the SCP is provided in Appendix C.

The Auraria Campus is fed from two feeders that come from two different transformers at Xcel’s Zuni Substation. The two feeds (2217 and 1308) come into the Auraria Campus in the Holly Parking Lot to an Xcel Energy Automatic Throw Over (ATO) Switchgear. The ATO facility is designed to accommodate a future demand of 16,920 kW. In August 2017 the campus peak demand reached 8,083 kW. In January and in December of 2017 the peak demand came in at 5,678 kW.

Once the feeds leave the ATO the equipment becomes AHEC equipment. The two feeds are then routed into two Manual Throw Over (MTO) switchgear facilities, i.e. the Arts Building MTO and the Holly Lot MTO. There are two switchgears (A and B) in the Arts MTO. A and B each supplies three 200 amp circuits. And each of these circuits are limited by fuses, load break junctions/elbows and the conductor size which is 2/0 AWG copper.

The Arts Building MTO feeds the Library Building from Circuit 2A which originates from Xcel’s 2217 Feeder and from Circuit 2B that originates from Xcel’s 1308 Feeder. The 2A circuit serves the MDC1 transformer in the Library, and the 2B circuit serves MDC2 transformer which provides power to the remainder of the building. The Arts 2A circuit also powers the Arts Building and the Old Science Wing, the North Chiller Plant, and Transformer MDS1 that serves the New Science Building. The 2B circuit also currently serves Transformer MDS2 of the New Science Wing in addition to the Library. The electrical distributions are presented in a flow chart for further clarification in Appendix F.

The proposed solar array system will feed back into Auraria’s electrical infrastructure and be coordinated with the required safeguards to prevent damages or incidents to the campus electrical infrastructure.

The monthly totals in Fiscal Year (FY) 16/17 for the Library transformers were:

The existing Auraria Library roof covering is a new (2016) Carlisle EPDM system with a 20-year No Dollar Limit (NDL) warranty and the warranty must be considered and maintained with the installation of this new PV system. All the roof protection safeguards and requirements must be included in the cost of the project.

AHEC requires the awarded company to include in the cost of the project a 10-year maintenance contract, including replacement of the inverter and any other PV System defective or failed components.

B. INTRODUCTION/DESCRIPTION OF PROJECT

AHEC and the selected firm will enter into one or more contracts involving a qualified supplier to facilitate the purchase of renewable electricity by AHEC. For this RFP renewable electricity will be defined as electricity generated by solar resources. It is the expectation of AHEC that any renewable electricity ultimately procured pursuant to this work will be delivered using firm or non-interruptible transmission service to the host electric utility for delivery to the final end use. AHEC is interested in long-term power on site (behind the meter) solutions to provide renewable electricity. In addition, it is a requirement that AHEC retains ownership of any RECs attributed to the contract(s).

This project will entail the following:

1. Design, Electrical Engineering, and Installation of a solar PV system on the 82,500 square foot Auraria Library roof with the greatest generation capacity that is possible within the fixed budget.

2. The system provided must feed back into Auraria’s electrical infrastructure and be coordinated with the required safeguards to prevent damages or incidents to the campus electrical infrastructure.

3. System must include metering to monitor kW and kWh PV system production and tie the meter into the campus wide metering system and Energy CAP (the software system that the Campus uses to track energy use and cost).

4. The Design/Build (D/B) Entity must submit and acquire Code Compliance from AEC-West Code Consultants, along with scheduling and complying with all of the required inspections by AEC West, or State Electrical.

Rev. 7/2015

5. The D/B Entity must comply with the Roofing Manufacturer’s Guidelines to keep the Carlisle 90 mil Ethylene propylene diene terpolymer (EPDM) roofing systems warranty (20 Year NDL) in place. All the roof protection safeguards and requirements must be included in the cost of the project.

6. The D/B Entity must comply with AHEC Design and Construction Standards (see Appendix E).

7. The D/B Entity must schedule needed building or campus electrical system outages during off hours when the campus is not in operation.

8. The D/B Entity will be responsible for providing temporary power to critical building loads during the outages.

9. The D/B Entity must provide a 10-year maintenance contract that includes replacement of the inverter and any other PV system defective or failed components will be included in the cost of the project.

AHEC intends to select a D/B Entity who will design, manage and construct the project as described within. The process to be used in the selection of the firm is comprised of two steps:

STEP I is the Submittal of Prequalification (Submittal) as described in Section II.

STEP II is the Interview/Cost Proposal as described in detail in Section III.

A Jury Panel of individuals who will be involved in the project and/or understand the required services associated with Design/Build Contracting will evaluate responses to this RFP for both steps.

Upon completion of the evaluation of the Submittals of Prequalification, a limited number of teams will be invited to the interviews.

Sealed Cost Proposals will be required only from those teams who are interviewed and must be submitted as indicated in this RFP. Both qualifications and cost will be considered in the final ranking of teams with qualifications given 40% of the value of the weighted criteria and costs in the sealed Cost Proposal given 60%. (Costs will be scored on a cost per kW provided basis.)

The SCP has established a $1,000,000 budget for the turnkey design and construction of the Auraria Library Solar Array project.

PROJECT CONCEPT, PROGRAM EXPECTATIONS

Auraria Sustainable Campus Program: Goal Context

Why now?

1. We are currently out of compliance with a climate commitment that all three institutions on this campus signed in 2007. It is a primary responsibility of the ASCP to keep moving toward these goals in an efficient manner. Installing the proposed short‐term solar arrays would decrease our greenhouse gas emissions in our target areas by 2% in time for our first 2020 benchmark.

Through our programming over the past 10 years, we have reduced our emissions by 1.26%. The solar project alone would bring that up to 3.26%.

2. In addition to the climate commitment, our program is also beholden to the student referendum where the students voted to have their fees spent on ‘reducing our campus’ reliance on fossil fuels’ primarily.

3. Auraria’s roofs are only going to get older. As they age, this lowers the lifespan of solar and decreases financial favorability of the investment. We should capitalize on our new (library) or soon‐to‐be‐replaced roofs to maximize profit margin.

4. The ASCP has not made significant progress toward our mission statement in regard to GHG emission reductions since 2013 and is simultaneously sitting on a large quantity of money

(specifically in the renewable energy budget) that we need to invest in a high‐impact project.

5. Solar is popular among our constituents, high‐impact, and a visible achievement that would increase our credibility with students and contribute to our identity as a sustainable college campus (which will become increasingly marketable to prospective students decisions to attend school on this campus in the coming years).

6. This project will pay for itself, its maintenance, and is projected to provide an annual surplus to the ASCP budget which will then be used toward energy efficiency projects campus‐wide.

The ASCP suggests the following priorities be followed for our current Phase 1 project:

● Phase 1: Short Term/Immediate (1‐2 years)

○ Library rooftop: Based on multiple quotes, it is expected that we can install 600 ‐ 712 kW

(DC) on the Library roof, producing up to 967,072 kWh…
