About this file

This is an Addendum No. Two to a Design-Build Request for Proposal issued by the Auraria Higher Education Center (AHEC) for the Library Roof PV Solar Array Installation project (Solicitation No. AHEC-19915-R). The addendum addresses questions and clarifications submitted by prospective bidders and modifies the original RFP timeline. The project involves the design and installation of a photovoltaic solar array on the library roof, including structural analysis of roof capacity, temporary power provisions for critical building loads during outages, and a 10-year maintenance contract. The revised schedule indicates that shortlisted firms were announced on February 14, 2019, with email questions due February 21, 2019, responses issued February 25, 2019, sealed cost proposals due March 8, 2019, and interviews scheduled for March 11, 2019. Construction is intended to occur during summer months when campus activities are lowest, with no liquidated damages specified for project completion timing. The design-build entity will utilize the State's lump sum agreement template, though AHEC indicated flexibility in not enforcing provisions deemed unnecessary for solar PV projects.

Key clarifications include confirmation that the roof can sustain outages of four hours or less without generator backup between 11 PM and 6 AM, with longer outages requiring a 480V 3-phase 80-kilowatt generator and a formal Methods, Operations, and Procedures document. The addendum removes the requirement for AHEC to fund inverter replacement and other defective component repairs within a 10-year maintenance contract; instead, bidders must recommend appropriate scope and frequency of maintenance services. The structure must accommodate analysis of roof capacity to support PV panel weight combined with existing water ponding conditions of up to eight inches. AHEC will not monetize the 30 percent federal solar panel investment tax credit. One-line electrical diagrams for the library building dated 2015 were provided as attachments. Any exceptions to AHEC Design and Construction Standards require review and approval through a standards variance process, with an additional question and clarification phase available for shortlisted firms.

Auraria Higher Education Center Solicitation No. AHEC-19915-R Auraria Sustainable Campus Program Library Roof PV Solar Array Installation

ADDENDUM NO. TWO

Auraria Sustainable Campus Program Library Roof PV Solar Array Installation

Solicitation No. AHEC-19915-R

RFP QUESTIONS AND CLARIFICATIONS

January 24, 2019

This document contains all questions/clarifications submitted by the deadline specified in the RFP. The following adds to, supplements, amends or clarifies by way of explanation, portions of the RFP for the above named project. This addendum will be attached to and become part of the Contract Documents and submitted with the D/B Lump Sum Agreement.

1) Please provide a copy of the Carlisle warranty provisions that relate to installing an solar PV system

RESPONSE: There is only one provision in the warranty relating to solar panels:

This Warranty shall be null and void if any of the following shall occur:

(a) If, after installation of the Carlisle Total Roofing System by a Carlisle Authorized Roofing Applicator there are any alterations or repairs made on or through the roof or objects such as, but not limited to, structures, fixtures, solar panels, wind turbines, roof gardens or utilities are placed upon or attached to the roof without first obtaining written authorization from Carlisle;

2) If selected to provide a Cost Proposal, will we have the opportunity to ask additional question specific to the costing exercise?

RESPONSE: Yes. The RFP schedule is hereby amended as follows:

Interview Short List Announced February 14, 2019 at 5:00PM Date Email Questions (Clarifications) Due February 21, 2019 at 5:00PM Date Email Responses Issued February 25, 2019 at 5:00PM Sealed Cost Proposal (Evaluation and Award: Step II) Due March 8, 2019 at 2:00PM Interviews March 11, 2019 Please note: shortlisted firms must send their questions/clarifications to:

kristin.anzara@ahec.edu

ADDENDUM NO. TWO 2

3) Is there ability to take exception to terms within the D/B lump sum agreement that are not applicable to solar PV projects or negotiate those specific terms for approval?

RESPONSE: Any changes would have to be reviewed and approved by the State Architect’s

Office and the State Attorney General’s Office which would adversely affect the schedule and will not be positively received. Based on the schedule impact, the campus will not modify the D/B lump sum agreement; however, it should be noted that AHEC does not make it a practice to require services that are not needed to be performed just because the State Boilerplate Agreement has the services listed. We have and will exercise the “In cooperation with the Principal Representative, the Design/Build Entity shall” clause.

Again, there will be another question and answer phase if you would like to know whether a particular provision is likely to be enforced or not.

4) Section 1.B.8 of RFP states: “The D/B Entity will be responsible for providing temporary power to critical building loads during the outages.” Can you provide a general order of magnitude for the critical loads that will need back up power? Do you know what size generator is required to supply the building’s critical loads?

RESPONSE: The Library Building can sustain outages of short duration of 4 hours or less without generator back-up providing the outage takes place between 11 PM and 6 AM.

The Library must be given 2 week notice, a formal Methods, Operations and Procedures (MOP) must be submitted, and approved that details times, duration, steps to be taken, action items, and all responsible parties including their contact information. Outages of longer duration will be permitted between 11 PM and 6 AM, but the MOP should include a 480V 3PH 80KW generator to provide critical load power and lighting to multiple locations within the building during outages.

5) Section 1.B.9 of RFP states: “The D/B Entity must provide a 10-year maintenance contract that includes replacement of the inverter and any other PV system defective or failed components will be included in the cost of the project.” Further, section 4.A.6 states “Describe scope of services and frequency of services that are to be provided with 10 year maintenance program”. The scope and frequency of services of an O&M contract is customizable to the level of service desired by AHEC and is cost dependent on that scope of service. Aside from maintenance contract details outlined in Section 1.B.9, can you provide a desired minimum scope for the 10 year O&M?

RESPONSE: Section 1.B.9 is hereby removed from the RFP.

9. The D/B Entity must provide a 10-year maintenance contract that includes replacement of the inverter and any other PV system defective or failed components will be included in the cost of the project.

ADDENDUM NO. TWO 3

And Section 4.A.6 is hereby revised to read:

6. 10 YEAR MAINTENANCE CONTRACT

Describe your recommendations for scope of services and frequency of services that should be provided in a 10 year maintenance program.

How many maintenance contracts does the company currently have in place at this time?

6) Some of the technical specifications from Appendix E: AHEC Design and Construction

Standards of the RFP are not requirements for constructing a solar array according to best practices, although they may be considered best practices for other types of electrical work. Fully adhering to the specifications is not a problem, but it will add cost that could be avoided. Is there any room to get approval to take exception to any of the AHEC design and construction standards?

RESPONSE: Another Email Question and Clarification opportunity has been added for the shortlisted firms. AHEC will be happy to review and discuss specific requirements or specifications that are identified that you feel do not add value or do not really relate to installing solar panels. If the proposed modifications are accepted, the awarded D/B entity will be required to complete a standards variance process to document accepted changes.

7) When the new roof covering was installed in 2016, was a structural analysis conducted?

If so, can you provide the reserve capacity after the new roof was installed?

RESPONSE: Martin and Martin Engineering did run calculations for the ponding of water on the roof. The roof drains are undersized for major storm events and at the low points on the roof there can be up to 8-inches of ponding. No calculations have been done for the weight of new PV panels combined with the ponding. All cost proposals should assume that the roof capacity will need to be analyzed as part of the design process and those calculations will need to be submitted to AEC-West for review. All cost proposals should assume that the roof has the capacity to support the additional weight of the PV system.

8) Timeline for Construction start/finish is TBD. Is it the intention of AHEC to complete the installation in 2019, and will liquidated damages be assessed should the project not reach substantial completion before the end of 2019?

RESPONSE: It is desired that the work occur during the summer when campus activities are lowest. In the Interview Phase of the selection process the Design Build Teams will need to submit their proposed schedule and that will be an important factor of consideration;

however, there will be no liquidated damages related to when the project is finished.

ADDENDUM NO. TWO 4

9) Is AHEC intending to monetize the 30% federal tax credit and if so how?

RESPONSE: No, AHEC is not intending on taking advantage of the Federal Solar Panel Investment Tax Credit.

10) Can you please provide a current single line drawing for the Library building?

RESPONSE: Yes, the 2015 Electrical One-Lines Diagrams have been included in this Addendum.

Attachments: E2.01 One Line Diagram, E2.02 One Line Diagram, and Revised RFP document (with all above noted changes and edits to page 1 of the Cost Proposal Form).
