About this file

This is an agenda item and budget ratification document from New Smyrna Beach Utilities (NSBU) regarding the Field Street Transmission Line Rebuild Project (ITB No. 02-25) in Volusia County, Florida. The project involves the reconstruction of approximately 2.5 miles of a 115kV wood pole transmission line located between 415 North Glencoe Road and Field Street Substation, including replacement of 35 transmission poles and associated 23kV distribution infrastructure across the corridor. The Engineering Department received Commission approval for the project on June 24, 2024, in the original amount of $1,500,000. Eleven bid packages were received and evaluated, with the bid opening and evaluation completed prior to this January 27, 2025 agenda item. The project is designed to reduce outage time on the Field Street Transmission Line, which energizes the Field Street substation supplying approximately 50% of NSBU customers. Construction work must be completed prior to the 2025 storm season, with the transmission line to be de-energized and all work performed between February through March 21, 2025.

Haugland Energy Group was selected as the lowest qualified bidder at a contract amount of $1,129,419.00. The original FY25-FY26 budget for this project was $3,000,000, with $1,500,000 initially allocated in June 2024 based on preliminary estimates. The construction bid came back approximately 20% higher than the initial estimate; therefore, NSBU staff is requesting a budget increase of $400,000, bringing the new overall project cost to $1,900,000. The budget sheet details line items for mobilization/demobilization, general conditions, silt fence, matting, restoration, maintenance of traffic, backfill material, transmission pole installation (43 poles), guy pole installation (3 poles), pole framing for transmission and distribution infrastructure, conductor transfers, material removal and disposal, and a $100,000 project contingency. The project funding is part of NSBU's broader Modernization and Reliability Plans under the Capital Improvement Plan for fiscal years 2025 and 2026.

Budget Ratification (Increase) w/Award - TSM Field Street Transmission Project with Award of ITB No. 02-25

The Engineering Department was granted Commission approval for the rebuild of the transmission line east of N.

Glencoe Road between Smyrna Substation and Field Street Substation on June 24, 2024 (AI 3-i) in the amount of $1,500,000.00. The transmission poles and materials in this corridor have reached their end of life and require replacement. The project entails replacing 35 poles and equipment across a 2.5 mile stretch of transmission line. The replacement of these poles with current hurricane rated poles and modern materials will significantly reduce the outage time on the Field Street Transmission Line which energizes our Field Street substation which supplies approx. 50% of NSBU customers. The construction work was advertised for bid and eleven (11) bid packages were received. The submittals were evaluated and the lowest qualified bid was from Haugland Energy Group (Haugland). Staff has reviewed the proposal and checked references and determined Haugland has the necessary experience required for this project. Staff recommends approval of ITB No. 02-25 to Haugland in the amount of $1,129,419.

The original FY25-FY26 budget for this project was $3,000,000. as part of NSBU's Modernization/Reliability Plans.

In June 2024, Engineering requested $1,500,000. for this work based off of best-estimate information at that time. The construction bid came back approximately 20% higher than initial estimate. Staff is requesting an increase in budget, in the amount of $400,000., bringing this project to a new overall cost of $1,900,000.

Engineering estimates that this construction will be completed prior to the 2025 storm season.

A motion to approve/ratify the overall budget for the TSM Field Street Transmission Line Rebuild Project in a new total overall project amount of $1,900,000.00 (increase of $400,000.), with award of ITB No. 02-25 to Haugland Energy Group in the amount of $1,129,419.00. Prior authorization, as referenced above, for the GM-CEO or his designee to execute all project documents is ongoing.
