Solicitation AG_DPRO_S_12_9980 Amendment 1 Question and Answers

Q1. We are services broker/prime contractor and we do not hold a Processed Commodities Storage

Agreement (PCSA). As we do not everyday handle these type services but rather use local service providers to do the hands on work while we act as administrators, only our subs will have this agreemnet in hand.

Is it saisfactory that the sub, not us, hold this agreement?

A1. Question relates primarily to Section L, paragraph L.16, and Section C, Indicator 3., Performance Standard A. , and Section H, paragraph H.23. Yes the subcontractor, instead of the prime contractor, may hold the Processed Commodities Storage Agreement. However, in that event, the offeror must additionally demonstrate to the Government that the prime contractor has adequate financial resources to perform the proposed contract. See section H paragraph H.25.

Q2. Section L.11 of the above referenced solicitation indicates that the offeror must submit as part of its technical proposal past performance information (provided by a customer of the offeror – Past

Performance Questionnaire). Can the past performance questionnaire requirement be waived for incumbent contractors?

A2. Question relates to Section L., paragraph L.11. No.

Q3A. How soon after contract award will the offeror / contractor begin receiving inbound loads at the designated warehouse facility?

A3A. Inbound loads to the designated warehouse facility will tentatively begin 1 month after contract award.

Q3B. Approximately when will outbound shipments to the recipient agencies commence?

A3B. Outbound deliveries to Recipient Agencies (RA's) will tentatively begin 1½ to 2 months after contract award.

Q4. The Instructions indicate that proposals are to be sent to a second location, i.e. Alexandria, VA, however it appears that ONLY the technical proposal(s) are to be sent to FNS in VA. Can you verify that

ONLY the technical proposal(s) are to be sent to FNS in VA and that offerors are NOT to send pricing proposal(s)?

A4. Question relates to Section L., paragraph L.25. FNS in VA is to receive only technical proposals – no price proposals shall be sent to FNS.

Q5. The formatting instructions indicate that a standard 3‐ring binder is to be used for each of the two volumes submitted for each zone. Can you confirm that for each zone an offeror submits will require its own set (2 each) of 3‐ring binders?

A5. Question relates to Section L, paragraph L.13 Yes, for each Zone, the two volumes must be in separate 3‐ring binders.

Q6. In addition, if an offeror is submitting for two different zones and the technical proposal for the second zone offered on is incorporated by reference, does the offeror need to submit that in its own 3‐ ring binder?

A6. Question relates to Section L. paragraph 9. No, as space in the binder allows, a 3‐ring binder can contain the proposal of more than one Zone. For clarity, an additional labeled divider tab should separate each Zone in a Volume’s 3‐ring binder.

Q7. I would like to ask if solicitation # AG DPRO-12-9980 might be broken up in to separate parts of the country?

A7. The geographical area is broken up into three (3) separate parts of the country, referred to as zones. See the Section C, paragraph C.3., and the Maps of FNS Recipient Locations in Section J, Attachment A.
