DIVISION 1 - GENERAL
SECTION 01010 - SUMMARY OF WORK
PART 1 - GENERAL
1.1 - Description
Work consists of constructing two accessible restroom buildings, installing new roof surfaces, walkways and hydrants. Work items include: minor demolition, clearing, excavation, aggregate, concrete, asphalt, framing, roofing, siding, plumbing, electrical and finish work.
1.2 - Location
From Portola Ca. heading in an easterly direction on Hwy. 70, approximately 4 miles from Portola turn left on Cty.
Rd. 112. Continue on Rd. 112 for approximately 8 miles until you see the sign for Grizzly or Grasshopper Campground. Turn left, this is the project site.
1.3 - Contractor Use of Premises
The project is located in a remote site which does not have any security or surveillance. The contractor may store materials and equipment at the site at a location designated by the Contracting Officer. The contractor is responsible for all security.
1.4 - Work Progress Schedule
The Contractor shall submit a work schedule in compliance with Local Special Specification Section G-Progress Schedule.
PART 2 - COORDINATION OF THE WORK
2.01 - Location
This project is located within the Plumas National Forest Boundary which is a highly used outdoor recreation area, with public safety a major item of consideration.
PART 3 - USE OF GOVERNMENT FACILITIES
3.1 - Camping, Storage, and Sanitation Facilities:
A. Camping shall be agreed to in writing by the Beckwourth Ranger District Ranger, before camping will be permitted on National Forest lands. No camping will be permitted in developed campgrounds when open to the public.
B. Request for equipment and materials storage areas must be approved in writing by Contracting Officer prior to use.
C. Sanitation facilities, a minimum of 1 each, shall be provided and maintained at the Contractor's expense.
Facilities shall be Chemical or other approved type.
D. Safety and Health - All safety precautions will be in accordance the California Construction Safety orders, U.S.
Occupational Safety and Health Regulations. See Part C, Section C15, Clause 52-236-07 Permits and Responsibility.
E. Construction Limits and Storage Areas - The project is within a developed recreation site and it is extremely important to preserve the natural conditions of the area. The Contractor shall confine all operation to the limits of the work or areas established by the government. The contractor shall be required to restore all disturbed areas to their natural conditions. Storage and maintenance of equipment shall be confined to the equipment yard.
F. Products - Brand names or approval equals. Throughout these specifications, brand name or equal are listed.
Section C13, Clause 52.236-05 Material and Workmanship will apply to each and every such reference.
PART 4 - MEASUREMENT AND PAYMENT
This item is considered incidental to other items of construction and no separate measurement and payment shall be made.

SECTION 01026 - METHOD OF MEASUREMENT
PART 1 - GENERAL
1.1 - Description
This section defines the terms associated with the method of measurement for determining final payment under the terms of the contract.

PART 4 - MEASUREMENT AND PAYMENT
The following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:
Designed Quantities (DQ) - These quantities denote the final number or units to be paid for under the terms of the contract. They are based on the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings and the presentation in the contract.
Actual Quantities (AQ) - These quantities are determined from measurements of completed work.
Acre (Acre) - This method of measurement computed by square footage and divided by average square foot per unit.
Lump Sum Quantities (LSQ) - This quantity denotes one complete unit of work as required by or described in the contract, including necessary materials, equipment and labor for compliance with diagrams shown on the drawings.
Each (EA) - This method of measurement denotes one complete unit of work or one or more parts.
Linear Foot (LF) - This method of measurement denotes actual linear measurement of work centerline.
Cubic Yard (CY) - This method of measurement computed by the average and area method from measurements made longitudinally along a centerline and reference line.
Ton (ton) - The method of measurement use for net certified scale weights, or weight based on certified volumes.
Short ton consisting of 2,000 pounds.
Square Yards (SY) - The method of measurements is the length horizontally along the centerline of roadway and parallel to the survace

DIVISON 1 - GENERAL
SECTION 01041 - PROJECT COORDINATION
1.1 - Description
This Section specifies administrative and supervisory requirements necessary for project coordination including, but not necessarily limited to:
A. Coordination B. Contractor's personnel C. General installation provisions D. Cleaning and protection
1.2 - Coordination
The Contractor shall coordinate construction activities included under various sections of the specifications to assure efficient and orderly installation, connection and operation of each part of the work.
Schedule construction activities in the sequence required where installation of one part of the work is dependent on installation of other components, either before or after its own installation.
Where availability of space is limited, coordinate installation of different components to assure maximum accessibility for required maintenance, service and repair.
Make adequate provisions to accommodate items scheduled for later installation.
1.3 - Operations Schedule
Prepare and submit Operations Schedule outlining the coordination for installation of products or materials fabricated off-site and documenting utilization of limited space for efficient installation of different components.
The Operations Schedule shall indicate required installation sequences.
Comply with requirements contained in Section 01300
Submittals or each individual section where submittals for products are required.

PART 3 - EXECUTION
3.1 - General Installation Provisions
Inspection of Conditions - Require the installer of each major component to inspect both the substrate and conditions under which work is to be performed. Do not proceed until unsatisfactory conditions have been corrected in an acceptable manner. Obtain satisfactory test results for compactive efforts required by individual specifications.
Manufacturer's Instructions - Comply with manufacturer's installation instructions and recommendations, to the extent that those instructions and recommendations are more explicit or stringent than requirements contained in contract documents.
Inspection of Materials - Inspect materials or equipment immediately upon delivery and again prior to installation.
Reject damaged and defective items.
Execution of Work - Provide attachments, connection devices and methods necessary for securing work. Secure work true to line, plumb and level.
Visual Effects - Provide uniform joint widths in exposed work. Arrange joints in exposed work to obtain the best visual effect. Refer questionable choices to the Contracting Officer for final decision.
Measurements - Recheck measurements and dimensions, before beginning each installation.
3.2 - Cleaning and Protection
Apply protective covering where required to ensure protection from damage or deterioration.
Frequently clean and maintain completed construction areas through the remainder of the construction period. Adjust and lubricate operable components to ensure operability without damaging effects.

DIVISON 1 - GENERAL
SECTION 01043 - JOB SITE ADMINISTRATION
PART 1 - GENERAL
1.1 - Description
The work of this section consists of traffic control, storage and protection of construction materials, coordination of the various work trades, safety, security, dust control, parking control, and protection of finished work.
1.2 - MEASUREMENT AND PAYMENT:
No separate measurement or payment will be made for the work specified in this section.

PART 3 - EXECUTION
3.1 - TRAFFIC CONTROL
The Contractor shall control traffic in and out of the project site. Coordinate traffic flow as needed with the Contracting Officer.
3.2 - STORAGE AND PROTECTION OF CONSTRUCTION MATERIAL
A. The Contractor shall:
1. Store products to be used in the work in such a manner as to protect the products from damage.
2. Maintain packaged materials with seals unbroken and labels intact until time of use.
B. The Contracting Officer may reject as non-complying any damaged product or material.
C. The Contracting Officer will designate a storage area within the project site. The storage of materials and equipment shall be confined to this area.
3.3 - COORDINATION OF WORK TRADES
The Contractor shall coordinate all work trades to insure completion of the project within the contract time.
3.4 - SAFETY
Safety for all persons on the job site shall be the responsibility of the Contractor. Signs identifying the jobsite as a hard hat area shall be posted by the Contractor around the perimeter of the project.
3.5 - SECURITY AND WORK SITE ACCESS
A. The Contractor, at all times, shall be responsible for providing security for his equipment and materials delivered to the jobsite at all times.
B. The Contractor will have access to the project site during normal work hours or as approved by the Contracting Officer.
3.6 - CONSTRUCTION VEHICLES
The Contracting Officer will designate an area for construction related vehicle parking. The Contractor will be required to keep all construction related vehicles in this area.
3.7 - PROTECTION OF GOVERNMENT PROPERTY
The Contractor shall not damage the other buildings trees and Government property at the job site.

SECTION 01060 - SPECIAL CODES AND STANDARDS
1.1 - SCOPE
This section describes the codes and standards which apply to the work in this contract. Additional codes and standards may apply as specified elsewhere in the specifications.

1.3 - DEFINITIONS
Administrative Authority as used in the Uniform Mechanical Code, the Uniform Plumbing Code and the National Electrical Code, International Building Code and Uniform Fire Code will be the Contracting Officer.

SECTION 01505 - MOBILIZATION
1.1 - Description
This section consists of preparatory work, bonding and operations necessary for the movement of personnel, equipment, supplies and incidentals to the project site and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

PART 4 - MEASUREMENT AND PAYMENT
The accepted quantities will be paid for at the contract unit price for item 01505 Mobilization.
Progress payments will be made as follows:
The Government will pay to the Contractor in the first progress payment the total premium paid by the Contractor to obtain bonds. This payment shall not be in addition to the contract price and will be included in Item 01505 - Mobilization.
When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
Upon completion of all work on the project, any unpaid amount for Item 01505 (01) - Mobilization, will paid.
The total of all payments will not exceed the original contract amount for item 01505 (01), Mobilization.

SECTION 01720 - PROJECT RECORD DOCUMENTS
PART I GENERAL
1.1 –SCOPE
The work of this Section shall Include but not be limited to maintaining and preserving a complete and accurate record of all changes in the project record documents as herein specified.
1.2 - PURPOSE
The purpose of the final Project Record Documents is to provide accurate information regarding all aspects of the work, both concealed and visible, to enable future modifications of the work to proceed without lengthy and expensive site investigation.
1.3 - MEASUREMENT AND PAYMENT
A. No separate measurement or payment will be made for the work specified in this section.
B. The Contracting Officer's approval of the current status of the "Job Set" of the Project Record
Documents, as hereafter specified, will be a prerequisite to the Contracting Officer's approval of requests for progress payments.
C. No final payment will be made until the Contractor provides the Contracting Officer with an approved set of Final Project Record Documents as hereafter specified.
PART 2 PRODUCTS
2.1 - PROJECT RECORD DOCUMENTS
A. Job Set: Upon receipt of the Notice to Proceed, secure one complete set of all documents from the Contracting Officer to be used as the "Job Set." The first set of these documents will be provided to the Contractor at no cost.
B. Final Project Record Documents: At a time nearing the completion of the project, secure one complete set of documents (if needed) from the Contracting Officer to be used as the "Final Project Record Documents." One set of these documents will be provided to the Contractor at no cost.
PART 3 EXECUTION
3.1 - CHANGES OR DEVIATIONS
A. As the work progresses keep a complete and accurate record of changes or deviations from the Contract Documents and the Shop Drawings, indicating the work as actually installed. Changes shall be neatly and correctly shown on the respective portion of the affected document with appropriate supplementary notes.
B. Accuracy of the records shall be such that future search for items shown or modifications may rely on the information recorded.
C. Date all entries and note all entries by circling the area or areas affected. Use an erasable colored pencil to clearly, neatly and consistently describe the changes by graphic line and note. In the event of overlapping changes use different colored pencils. Show the vertical and horizontal location of Items concerned and show the final physical location of Items schematically shown on the Drawings.
D. All entries shall be made within 24 hours of the completion of the work involving the change or deviation.
3.2 DOCUMENT PROTECTION
A. The Job Set of the Record Documents shall be stored in a safe location on the job site and shall be protected from deterioration, loss, or damage until the completion of the work or transfer of the recorded information to the Final Project Record Documents.
B. The Job Set of the Record Documents shall be used for the recording of changes and deviations only.
C. 3.03 REVIEW AND SUBMITTAL:
D. The Contractor shall make the Job Set of the Record Documents available to the Contracting
Officer, for his review, at all times during the progress of the work. The Contractor shall make all changes and corrections necessary to the Job Set of the record Documents as directed by the Contracting Officer. The Contractor shall transfer all recorded Information from the Job Set to the Final Project Record Documents upon completion of the work.

SECTION 01741 - MANUFACTURER’S WARRANTIES
PART I GENERAL
1.1 SCOPE
The work of this Section consists of the assignment of manufacturer’s warranties for products incorporated into the work.
1.2 - MEASUREMENT AND PAYMENT
No separate measurement or payment will be made for the work specified in this section.
PART 2 PRODUCTS
2.1 - QUALITY ASSURANCES
Warranties for the following shall be provided if applicable:
A. All plumbing items.
B. All electrical items, equipment, and controls.
C. Metal roofing.
D. Finish hardware.
E. All other products not specified herein but for which the manufacturer provides a warranty.
1.1 - WARRANTY REGISTRATION
All warranties shall be executed in the name of Andrea Seiler, Facilities Contracting Officer, Plumas National Forest, 159 Lawrence Street Quincy, CA 95971. The Contractor shall file the original copy of each manufacturer's warranty in a loose-leaf binder. Copies of warranties shall be included with the Operations and Maintenance Manuals as specified elsewhere herein. The binder shall be given to the Contracting Officer at or prior to the Final Inspection.

DIVISION 2 – SITE WORK
SECTION 02050 - REMOVAL, DISPOSAL AND CLEAN-UP
1.1 - Description
The work to be performed under this section consists of providing all necessary materials, equipment and labor for the removal and disposal of all items as specified and SHOWN ON THE DRAWINGS. Containers and materials not incorporated in the work, developed from the construction operations and the cleanup work shall also be included in the disposal work.

3.1 - Removal, Disposal and Clean-up
All materials designated to be removed shall become property of the contractor. The contractor shall remove the material off Federal lands in a timely manner.
During removal, disposal or application of cleaning materials, the contractor shall protect all existing improvements and vegetation from cleaning solvents, overspray, damage, etc. The contractor shall take immediate action to correct any damages caused by their operations.

DIVISION – SITE WORK
SECTION 02110 – SITE CLEARING
PART 1 – GENERAL
1.1 - SCOPE
This section consists of providing all necessary materials, equipment and labor to perform site preparation work as shown on the drawings and specified herein. The work includes:
A. Protection of existing trees and vegetation
B. Removal of specified trees if necessary IF APPROVED BY THE CONTRACTING OFFICER
C. Limb existing trees if necessary
D. Clearing and grabbing for accessible walkway

1.2 - PROJECT CONDITIONS
Protection of existing Trees and Vegetation: Protect existing trees and other vegetation indicated to remain in place, against unnecessary cutting, breaking or skinning of roots, skinning or bruising of bark, smothering of trees by stockpiling construction materials or excavated materials within drip line. Provide temporary guards to protect trees and vegetation to be left standing.
Provide protection for roots over 1-1/2 inch diameter that damaged during construction operations. Coat cut faces with emulsified asphalt, or other acceptable coating, formulated for use on damaged plant tissues. Temporarily cover exposed roots with wet burlap to prevent roots from drying out; cover with earth as soon as possible.
Repair or replace trees and vegetation indicated to remain that are damaged by construction operations, in a manner acceptable to Contracting Officer.

PART 3 – EXECUTION
3.1 – SITE CLEARING
General: Remove, shrubs, grass and other vegetation, improvements, or obstructions as required to permit installation of new construction. Remove similar items elsewhere on site or premises as specifically indicated.
“ Removal” includes digging out and off-site disposing of stumps and roots.
Cut minor roots and branches of trees indicated to remain in a clean and careful manner, where such roots and branches obstruct installation of new construction.
Topsoil: Topsoil is defined as friable clay loam surface soil found in a depth of not less than 4 inches. Satisfactory topsoil is reasonably free of subsoil, clay lumps, stones, and other objects over 2 inches in diameter, and without weeds, roots, and other objectionable material.
Remove heavy growths of grass from areas.
Where existing trees are indicated to remain, leave existing topsoil in place within drip line to prevent damage to root system.
Clearing and Grubbing: Clear site of trees, shrubs, and other vegetation, except for those indicated to be left standing.
Completely remove stumps, roots, and other debris protruding through ground surface.
Use only hand methods for grubbing inside drip line of trees indicated to remain.
Fill depressions caused by clearing and grubbing operations with satisfactory soil material, unless further excavation or earthwork is indicated.
Place fill material in horizontal layers not exceeding 6 inches loose depth, and thoroughly compact to a density equal to adjacent original ground.
3.2 – DISPOSAL OF WASTE MATERIALS
Dispose of all clearing slash and stumps off government property.

DIVISION 2 - SITE WORK
SECTION 02200 - EARTHWORK
A. This section consists of providing all earthwork and related work. Earthwork shall include but not be limited to the following:
1. Excavation to levels and lines required for foundation and other subgrade work.
2. Fill and backfill to grades indicated.
3. Removal of unsuitable subgrade material and replacement with acceptable material, including hauling.
4. Compaction.
5. Rough and finish grading to levels and lines indicated.
6. Finish grading.
7. Excavation for installation of restroom as SHOWN ON THE DRAWINGS.

1.2 - VERIFICATION OF CONDITIONS
A. The Contractor shall, prior to beginning work, examine the existing conditions as to the nature and location of the work, the formation of the ground, the nature of subsoil conditions, groundwater conditions, nature and extent of materials or existing improvements to be encountered and any and all determinable matters that can affect the work.
1.3 - DEFINITIONS
A. Excavation consists of removal of material encountered to subgrade elevations indicated and subsequent disposal of materials removed.
B. Unauthorized excavation consists of removal of materials beyond indicated subgrade elevations or dimensions without specific direction of the Contracting Officer.
A. Additional Excavation: When excavation has reached the required subgrade elevations, Contractor shall notify Contracting Officer, who will make an inspection of conditions. If Contracting Officer determines that the bearing material at required subgrade elevations are unsuitable, excavation shall continue until suitable bearing materials is encountered and all excavated material will be replaced as directed by
PART 2 - PRODUCTS
2.1 - BACKFILL
A. General: All fill material shall be approved by the Contracting Officer. Excavated materials from the site may be used if approved. Imported fill shall be nonexpansive and predominantly granular soil or soil rock mixture which is free from organic matter and deleterious substances and which does not contain materials over two inches in greatest dimension.
B. Bedding material for placement below vault and concrete travelway shall conform to ASTM C 33 for crushed aggregate (Grading C) and shall meet the follow gradation requirements:

2.2 - SELECT AND NON-SELECT BACKFILL
A. Select Backfill: Select backfill shall consist of hard, durable granular soil or a soil-rock mixture. It shall be non-expansive, free draining, free of organic matter and deleterious substances. It shall contain no lumps or particles larger than 1/2 inch and only 30 percent of material shall exceed 1/4 inch. Material shall be obtained by screening of excavated or borrow material, or from an approved source.
B. Non-select material shall be of the same quality as above, excepting it shall contain no particles or lumps in excess of 6 inches in greatest dimension and only 15 percent greater than 2 inches.
C. Native backfill, where designated, shall be excavated native material replaced at 95 % compaction.
3.1 - EXCAVATION
A. Contractor shall verify all actual site conditions, levels and grades prior to beginning work and inform the Contracting Officer as to any discrepancies that exist.
3.2 - EXCAVATION AND DISPOSAL
A. General excavation shall be made to dimensions and elevations indicated or implied on the drawings.
Excavation for concrete sections to be formed shall be sufficient in width to allow for convenient construction and removal of forms.
B. All material to be excavated shall be unclassified and included in earth fills, gravels, boulders, debris and any other materials encountered in excavation and grading operations. The contractor shall remove all materials to the depth and extent indicated on the drawings or specified herein.
C. Unsuitable material not having the required bearing capacity or that has been disturbed or weakened by construction activity shall be completely removed and replaced with compacted backfill material or concrete to the required levels. The unsuitable material removed shall be disposed of as directed by the Contracting Officer.
D. All excavated material shall be utilized as needed in embankments (fills) prior to the Contractor removing material from the borrow source.
3.3 - BACKFILL AND COMPACTION
A. General: The contractor shall backfill excavation as promptly as work permits, but not until the completion of the following:
1. Removal of concrete formwork.
2. Removal of trash and debris from excavation.
3. Backfilling against foundation walls shall not be started until conditions have been inspected and approved by the Contracting Officer. No backfill shall be placed until the foundation walls have cured sufficiently to develop the strength necessary to withstand, undamaged, the pressure that will result from backfilling and compaction operations.
4. Where self-propelled or power mechanical compaction is used, the uncompacted thickness of each lift of structural backfill shall be not more than 12 inches loose depth. Where hand-operated mechanical compaction is used, the structural backfill shall be placed in layers not more than 4 inches loose depth.
5. Rollers shall not be operated within two feet of structural walls unless otherwise approved by the Contracting
Officer. Care shall be exercised in placing backfill.
6. Fill material shall be placed and compacted at a moisture content suitable for compaction. No fill material shall be placed when free water is standing on the surface of the area where the fill is to be placed and no compaction of fill will be permitted with free water on any point of the surface of the fill to be compacted.
Any fill containing organic materials or other unacceptable material previously described shall be removed and replaced with approved fill material prior to compaction.
7. Unless otherwise specified, all backfill not accessible to roller compaction shall be compacted by power tampers or vibratory compactors or other approved means to the same degree of compaction specified for roller compaction.
8. In areas where field density test results indicate less than the required degree of compaction, or in areas where previously accepted compaction has been disturbed, the backfill shall be replaced and compacted to obtain the required results at no additional cost to the Government.
9. If in the process of fulfilling the backfill requirements of the specification, a deficit of material results, the
Contractor shall import and place suitable materials as specified elsewhere herein.
3.4 - PLACEMENT AND COMPACTION FOR STRUCTURES
A. Place backfill and fill materials in layers not more than 12 inches in loose depth for material compacted by heavy compaction equipment, and not more than 4 inches in loose depth for material compacted by hand-operated tampers.
B. Before compaction, moisten or aerate each layer as necessary to provide optimum moisture content.
Compact each layer to required percentage of maximum dry density or relative dry density for each area material classification. Do not place backfill or fill material on surfaces that are muddy, frozen, or contain frost or ice.
C. Place backfill and fill materials evenly adjacent to structure required elevations. Prevent wedging action of backfill against structure by carrying material uniformly around structure approximately same elevation in each lift.
D. Control soil and fill compaction, providing minimum percentage of density specified for each area classification indicated below. Correct improperly compacted areas or lifts as directed by Contracting Officer if soil density tests indicate inadequate compaction.
1. Percentage of Maximum Density Requirements: Compact soil to not less than the following percentages of maximum density, in accordance with AASHTO T-180:
a. Under pavement compact top subgrade and each layer of backfill or fill material to at least 95 percent maximum density.
b. Native trenching compact top 6 inches of subgrade and each layer of backfill or fill material to at least 90 percent maximum density.
c. Under walkways, compact top 6 inches of subgrade and each layer of backfill or fill material to at least 95 percent maximum density.
2. Moisture Control: Where subgrade or layer of soil material must be moisture conditioned before compaction, uniformly apply water to surface of subgrade or layer of soil material. Apply water in minimum quantities as necessary to prevent free water from appearing on surface during or subsequent to compaction operations.
3.5 - EMBANKMENT AND BORROW PLACEMENT
A. Embankment shall be layered placed, except over rock surfaces, in which case material may be placed by end dumping to the minimum depth needed for operation of spreading equipment. Each embankment layer shall be leveled and compacted before placement of subsequent layers. Hauling and spreading equipment shall be operated uniformly over the full width of each layer.
B. Earth embankment shall be placed in horizontal layers not exceeding 6 inches loose material and compacted.
Material shall be at a moisture content suitable for attaining the required compaction. Embankments subgrade and the top 1 foot of excavation sections shall be compacted to at least 95 percent of the maximum density as determined by AASHTO T-180, Method C. Where material containing large amount of rock is used to construct embankments, the layers may be of sufficient thickness to accommodate the material involved. A solid embankment with adequate compaction shall be constructed by working smaller rock and fines in with larger rocks to fill the voids. Contractor shall operate hauling and spreading equipment uniformly over the fill width of each layer as the embankment material will be determined during the progress of the work in accordance with T-191, T-205, and T-217; or T-238, and T-239.
3.6 - STORAGE OF EXCAVATED MATERIALS
A. Stockpile excavated materials acceptable for backfill and fill where directed. Place, grade, and shape stockpiles for proper drainage.
3.7 - EXCAVATION FOR STRUCTURES
A. Conform to dimensions and elevations shown within a tolerance of plus or minus 0.10 foot, and extending a sufficient distance from footings and foundations to permit placing and removal of concrete formwork, installation of services, and other construction and for inspection.
3.9 - GRADING
A. General: Uniformly grade areas within limits of grading under this section, including adjacent transition areas and excavated and filled areas. Smooth finished surface within specified tolerances and compact with uniform levels or slopes between points where elevations are indicated or between such points and existing grades.
B. Pavements: Shape surface of areas under pavement to line, grade, and cross-section, with finish surface not more than 1/2 inch above or below required subgrade elevation. Finished surfaces and surfaces to receive paving and aggregate base shall be reasonably smooth, compacted and free from surface irregularities that would affect drainage.
C. Grading Surface of Fill Under Building Slabs: Grade smooth and even, free of voids, compacted as specified, and to required elevation. Provide final grades within a tolerance of 1/2 inch when tested with a 10-foot straightedge.
D. Compaction: After grading, compact subgrade surfaces to the depth and indicated percentage of maximum or relative density for each area classification.
3.10 – BARRIER ROCKS
Rock used as barriers shall be hard angular rock meeting the following requirement for durability absorption ratio, greater than 23. Foundation beds and slopes shall be approved before placing rocks. Rocks shall be machine placed to provide a well-keyed mass..

SECTION 02510 - HOT BITUMINOUS PAVEMENT
A. A. This section consists of providing all necessary materials, equipment and labor for a complete placement of hot bituminous pavement on a prepared surface and placement of barrier rocks as SHOWN ON THE DRAWINGS, and has been approved in writing by the CONTRACTING OFFICER. It includes all incidental excavation, aggregate and asphalt.

1.2 - SUBMITTALS
A. General: Submit the following according to Conditions of Contract and Division 1 Specification Sections.
B. Mix design reports of proposed asphalt mix shall be as specified in Part 2 of this Section.
2.1 - ASPHALT MATERIAL
A. The Bituminous mixtures shall be composed of a mixture of aggregate, mineral filler, additives and bituminous material.
B. Prior to producing bituminous mixtures, the contractor shall submit, in writing, a proposed job mix-formula from each mixture to the Contracting Officer for use in setting the job mix-formula to be used with the proposed materials. The proposed job mix shall be submitted at least 15 days prior to the start of mixing operations. For bituminous mixtures, the proposed job mix-formula shall be based on a mix-design run on aggregates, crushed or otherwise, produced for the project and by using bituminous material that will be furnished for the project. The Contracting Officer shall be notified of the time the samples will be taken and shall be supplied duplicate samples of each material.
I. Hot bituminous mixtures - The mix-design shall be run in accordance with (a), (b) or (c) as follows:
(a) Marshall Method. The stability and flow tests shall run in accordance with AASHTO T 245 with the following exceptions:
(1) All specimens shall be compacted by applying 75 blows of the compaction hammer to both ends of the specimen. The number of sets of specimens required shall be sufficient to fully develop curves of bituminous content versus mix properties.
(2) A density and void analysis shall be done in accordance with procedures described in the latest edition of the Asphalt Institute Manual Series No. 2 (MS-2).
(3) The Contracting Officer shall be furnished a laboratory report giving all the items required in AASHTO T 245.
(b) Hveem Method
(1) Specimens shall be prepared in accordance with AASHTO T 247. The stability and cohesion tests shall be run in accordance with AASHTO T 246. The number of sets of specimens required shall be sufficient to fully develop curves of bituminous content versus mix properties.
(2) The Contracting Officer shall be furnished a laboratory report giving all the items required to be reported in AASHTO T 246. In addition, the report shall include values for mixing and compacted temperatures determined in accordance with procedures given in AASHTO T 245.
II. Currently certified job mix formula being produced by a plant for use by the State of California or County
Government agency is acceptable to the Contracting Officer. The job mix-formula submitted by the contractor shall conform to the following:
(a) The percentage of aggregate passing each specified sieve, based on the dry weight of aggregate.
These percentages shall be within the range of the following for grading B.

(b) The percentage of bituminous material to be added, based on the total weight of mixture.
(c) The temperature of the mixture leaving the mixer.
(d) The temperature of the mixture placed on the road. This is defined as the time immediately preceding initial compaction of the mixture.
(e) The kind and percentage of additives to be used.
(f) The kind and percentage of mineral filler to be used.
(g) The percentage of water, based on the total dry weight of mixture.
(h) Emulsions only -- the percentage of total fluids at compaction, based on the total dry weight of the mixture.
(i) For dense graded hot mix, the maximum specific gravity of bituminous paving mixtures as determined by AASHTO T 209.
In addition, except for emulsion mixes, the job mix-formula, as submitted by the contractor, shall conform to the following:

For aggregates having maximum sizes over 1- inch AASHTO T 165 will be modified to use 6 - inch by 6 - inch cylindrical specimens. The 6 - inch cylinders will be compacted by the procedures outlined in AASHTO T 167 modified to employ 10 repetitions of a molding load of 1,400 pounds per square inch with no appreciable holding time after application of the full load.
The mixture shall have a minimum dry retained strength of 200 psi.
Should a change in source of material be proposed, or should a job mix-formula prove unsatisfactory, a new job mix-formula shall be established by the contractor.
The contractor shall supply penetration/viscosity/temperature relationships for the bituminous material to be used in the work along with a certification from the supplier as to their accuracy. If the supplier finds it desirable or necessary to change crudes or blends of crudes, new relationships must be supplied along with a sample to use in running a new mix-design 15 days prior to delivery of material from the changed source of materials. The penetration and viscosity values shall be determined at the temperatures and by the procedures specified in AASHTO T 226.
After reviewing the contractor's proposed job mix-formula, the Contracting Officer will determine a job mix-formula with single values for (a) through (i) above, and so notify the contractor in writing.
PART 3 - EXECUTION
3.1 - Hauling and Placing asphalt
Plants used for the preparation of hot bituminous mixtures shall meet the requirement in AASHTO M 156.
A. Hot Mixes. The bituminous mixture shall not be placed when weather conditions prevent the proper handling or finishing of the mixture, when the base course is frozen, or when the average temperatures of the underlying surface upon which the bituminous mixture is to be placed are less than those specified in the following table:

Placement during rain or other adverse weather conditions or when foundation contains standing water or flowing water, shall not be permitted.
B. Immediately before placing the bituminous mixture, the existing surface shall cleaned of loose or deleterious material.
3.2 - Asphalt mixture shall be transported from the mixing plant to the point of use in vehicles with tight, clean, smooth metal beds that have been thinly coated with a material to prevent the mixture from adhering to the beds.
Truck beds shall be drained prior to loading.
3.3 - The mixture shall be spread and struck off to the grade and elevation established. Bituminous pavers shall be used to distribute the mixture. Maximum compacted lift thickness shall be 4 inches unless otherwise as SHOWN ON
THE DRAWINGS.
A. The longitudinal joint in one layer shall offset that in the layer immediately below by approximately 6 inches.
Transverse joints in succeeding layers and in adjacent lanes shall be offset at least 10 feet.
B. Compaction shall be performed with vibratory or non-vibratory steel-wheel rollers and pneumatic-tire rollers.
(1) Rolling shall begin at the sides and proceed longitudinally parallel to the road edge, each trip overlapping 6 inches or two times the pavement depth, whichever is greater, gradually progressing to the edge.
(2) Initial breakdown rolling shall be accomplished while the mix temperature exceeds 250 degrees Fahrenheit. Rolling shall be completed while mix temperature exceeds 175 degrees Fahrenheit.
4.1 - Measurement Measurement will be to the unit of measure as shown in the Schedule of Items.
4.2 - Payment Payment will be made at the contract unit price, for a completed walkway trail and barrier rocks as designated in the Schedule of Items under Item 02510.

1.1 - Description

2.1 - Aggregate Base
Aggregate shall consist of crushed stone or crushed gravel, combined with a filler of fine mineral matter. The combined aggregate shall conform to the gradation shown below. Aggregate shall be free of clay, vegetative matter or other deleterious substance. Contractor shall submit a certification statement from the commercial source that aggregate meets the grading requirements stated below.

3.2 - Compaction
All lifts shall be compacted to 90 percent of the maximum density as determined by AASHTO T-180, Method C.
The top 6 inches shall be compacted to at least 95 percent of the maximum density as determined by AASHTO T-180, Method C.

SECTION 02222 - EXCAVATING, BACKFILLING, AND COMPACTING FOR
UTILITIES
PART 1 GENERAL
This work consists of trench excavation, backfilling and compaction for utilities.
1.2 - MEASUREMENT AND PAYMENT:
No separate measurement for payment will be made for work specified in this section.
2.1 BEDDING MATERIAL
A. Sand shall be clean free flowing granular material, free of vegetative matter with 100 percent finer than the No. 4 sieve, and with no more than six percent passing the No. 200 sieve.
B. Clean naturally rounded aggregate with a mix of particle sizes not less than 1/8 inch or greater than 1/2 inches. This material is commonly called pea gravel.
PART 3 EXECUTION
3.1 - GENERAL
Trenching shall be performed to the lines, grades, and dimensions AS SHOWN ON THE DRAWINGS to provide the minimum required cover and separation between lines. Excavation shall be considered unclassified regardless of material encountered.
3.2 - EXISTING UTILITIES
Prior to beginning trenching, the Contractor shall locate all existing underground utilities intersecting or parallel to the trench. Existing utilities shall be located by means of an electronic pipe and cable locator and the location identified by spray painting the ground surface.
3.3 - RESPONSIBILITY FOR UTILITIES
Any existing underground utilities SHOWN ON THE DRAWINGS or made know to the Contractor damaged by the work shall be repaired or replaced at no additional cost to the Government .
3.4 - SAW CUTTING
Before trenching through concrete, asphalt concrete, chip sealed or oiled areas, the edges of all trenches shall be neatly saw cut to sharp clean vertical edges.
3. 5 - EXCAVATED MATERIAL
Trench excavation shall be placed in a neat pile adjacent to the trench a sufficient distance to prevent cave-ins. Spoils pile shall not obstruct traffic. Excess excavation or excavation not suitable for backfill shall be disposed of off Government property.
3.6 - BEDDING
All pipes shall be bedded in sand or crushed rock AS SHOWN ON THE DRAWINGS.
3.7 - BACKFILL
Native material may be used as backfill AS SHOWN ON THE DRAWINGS provided it contains no rocks larger than 3 Inches in the greatest dimension. Native backfill shall be compacted In 12 inch loose measure lifts to 90 percent of AASHTO T-180 Method C or D. In paved areas a one sack sand/cement slurry shall be used in paved unless approved otherwise.
3. 8 - CONCRETE (if applicable)
Concrete shall be replaced when trenching through concrete walkways. Concrete shall conform to the requirements of Section 03300.
3.09 SAFETY:
A. Trenches four feet in depth or greater shall be sloped or shored as required by the California State Division of Safety and Health.
B. Contractor shall erect barriers around trench excavations to prevent accidents. Lights shall be placed from sunset to sunrise of the next day until excavation is entirely backfilled.

SECTION 02675 – WATER LINE DISINFECTION
The work consists of cleaning, flushing, and disinfecting waterlines and appurtenances in compliance with AWWA Standards and as specified herein.
1.2 - CODES AND STANDARDS:
A. The following codes and standards will apply to work in this Section.
1. AWWA Manual M20, "Water Chlorination, Principles and Practices."
2. AWWA Standard C-651, “Disinfecting Water Mains.”
3. AWWA Standard C-652, “Disinfection of Water Storage Facilities.”
1.3 - MEASUREMENT AND PAYMENT
No separate measurement or payment will be made for the work of this Section. All materials and work for this Section will be considered incidental and included in the payment of each restroom.
2.1 - DISINFECTING AGENT
Disinfecting agent shall be calcium hypochlorite or sodium hypochlorite (liquid chlorine) to produce a stock solution of known concentration.
3.1 - PRELIMINARY FLUSHING
Before disinfection, the main shall be flushed thoroughly with water. Flushing shall be done after the pressure test has been made. Develop a minimum velocity in the main of at least 2.5 feet per second.
