Electrical at Laupahoehoe Science & Education Center Pre-bid meeting July 10, 2013 Notes by Susan Litteral, PSW Assistant Station Engineer

Hirayama Electric was the only bidder who attended.

I explained how this was the second of 2 bid packages for the site and gave them a set of the plumbing plans. I gave a brief narrative how this contract was to install conduits and pull wires in the trenches excavated by the plumbing contractor. Most questions were generic questions about the project; my answers were solely to direct them to the appropriate location on the plans or contract documents so they could read the answers.

There were also a few specific questions as follow:

1. Note 10 requires installing conduit and wire for communications. It looks like these are to end at the pull boxes near each building. Do we want to modify the contract asking for the contractor to extend each service the short distance to each building, terminating in a capped riser?

2. The electrical sub panel at the warehouse already has 2 5/8” grounding rods. Do we want to delete the requirement for new ground rods from the contract?

3. The round house already has a 5/8” ground rod. Do we want to change the requirement to only add one additional rod?

4. The current electrical connection in the pump house is just the fuse panel from the original solar power system. There is no way to add additional connections or properly service the current uses in that building. Do we want the contractor to install a regular sub-panel in the pump house so that lights, power and any water treatment system upgrades can be easily implemented?

5. Note 9 states that ‘solar pump, panel, and package shall be supplied by the government’. The contract documents indicate there are no Government supplied materials.

6. Sheet 5 details the solar pump installation. Is the 4” x 12’ (L) Schedule 80 Galv. Steel Pipe supplied by the government as p art of the ‘package’ or is the contractor responsible for supplying the pipe?

7. Is there a detail for the grounding requirements for the solar pump installation?

Facilities responses to the questions:

1. We do not want any junctions. Please bid the contract as shown on the plans.

2. New grounding rods are not needed at the shop;

3. Only one new grounding rod will be required to be installed at the Round House. Connect to both rods.

4. Replace the last sentence in Note 1 to read: “Install a service disconnect and 50 Amp panel in Pump House. Complete one 220 Amp and 2 - 20 Amp circuits. Reconnect existing services (pump and outlets). Install 3 each, individually switched, light fixtures as follows:

a. On exterior of pump house, located to illuminate the water pump and the walkway to the house. Fixture shall have a minimum of 2 9W LED bulbs. Light shall not have a photosensor.

b. On or near ceiling inside the main pump house at a central location to provide ambient lighting in the room. Fixture shall have a minimum of 1 13W LED bulb

c. On or near ceiling in back room of pump house at a central location to provide ambient lighting in the room. Fixture shall have a minimum of 1 13W LED bulb”

5. See attached list of Government supplied materials for the solar pump installation.

6. The mounting pipe will not be supplied by the Government.

7. Reference the listed NEC 690.5 code.
