Most buildings located on the site have completely or partially collapsed; potential hazardous material (including, but not limited to asbestos, lead paint, Polychlorinated Biphenyls (PCBs), Mercury, used oil, CFCs, Halons and other refrigerants) containing components are scattered throughout the site and mixed with the charred debris.
Refer to documents entitled “Supporting Documentation for Camp 16” and “Environmental Evaluation” for additional site information.
C.1-1 Scope of Work
The contractor shall provide the labor, materials, equipment and supervision for survey of hazardous materials, abatement of hazardous materials and complete demolition and debris removal at the site. The contractor shall obtain all permits required to perform the work. The contractor shall also provide characterization of the soil at the site to determine if any of the hazardous material burned in the Station Fire contaminated the soil. The soil shall be characterized to determine the lateral and vertical extent of contamination. The work also consists of completing a Hazardous Materials Inventory for the four buildings designated for demolition. The inventory shall identify hazardous materials and hazardous building components that must be removed prior to the demolition of the four buildings.
A determination shall be made during the inventory process as to whether the asbestos identified is friable, non-friable or will become friable during demolition activities.
The work consists of performing demolition of the four (4) buildings designated in the Schedule of Items and on the Site Plan. These buildings include:

All utility services shall be disconnected and capped. The work also consists of characterization of the soil with the Perimeter, to determine if it has been contaminated by the hazardous materials found in the structures at the site. The work also includes conducting a full inventory of the hazardous materials and hazardous building components present in the buildings to be demolished, preparation of a demolition plan based upon Federal, State and local laws and regulations governing hazardous materials and hazardous building components found in four buildings to be demolished and abatement of the hazardous materials/hazardous building components required to be removed prior to demolition.
