Camp 16 Demolition RFIs 05 April 2017

1. Contractor requests to have this become a SCA contract. Is this approved?

YES, this contract solicitation will be reissued as a SERVICE contract, with SCA labor rates ONLY.

2. The solicitation refers to both Davis Bacon Act (DBA) and Service Contract Act (SCA) wage requirements.

3. If this is a SCA contract, will the bonding requirements be applicable?

Yes, a 100% Performance bond and 100% Payment Bond are still required.

4. Please clarify if the following Wage Determination is correct for this project: Wage Determination WD 96-0223 (Rev.-36) - first posted on www.wdol.gov on 01/05/2016 Hazardous Waste Pickup/Disposal Services.

Use the wage determination included in the solicitation and its amendments, WD 96-0223 (Rev.-36).

5. Is removal of the 5,000-gallon underground storage tank (UST) and associated piping located northwest of the former Kitchen included in the scope of work for this solicitation?

Yes

6. If so, are as-built drawings available for the UST No

7. How much product should the contractors assume will require removal from the tank?

Contractor is required to do everything required to comply with contract requirements. The Government does not provide an estimate for what is required to comply.

8. Is removal of the large propane tank located north of the Main Inmate Dormitory included in the scope of work for this solicitation?

Anything outside the perimeter (footprint) of the 4 selected buildings is NOT part of this contract, unless Contractor needs to remove it for its own safety and efficiency. Coordinate with COR if there are any questions.

9. Please clarify the extent of demolition included in the scope of work. Is it limited to the footprint of the buildings, or is the contractor responsible for the removal additional structures/objects between the buildings?

It is limited to the footprint (perimeter) of the 4 selected buildings]

10. Does the United States Forest Service (USFS) have as-built drawings for the four buildings (1306, 2720, 1305 and 1375) slated for survey and abatement of hazardous materials and demolition? If so, can these as-built drawings be provided for review?

None available.

11. Are as-built drawings of the site showing the locations of existing utilities available?

12. Please provide contractor with all as-build drawings specific to utility especially water, power, and gas We do not have any as-built plans showing utility connections for water, power or gas.

13. Please provide any available boring logs and/or soil lithology known to exist at the Site.

14. Are the inspection reports referenced in Attachment D-Environmental Evaluation Study (portions) available?

None available. The study was not conduced by the US Forest Service.

15. Are there any days or hours that contractor cannot perform work?

The area is remote enough that work can be performed all days. However, work will be restricted to daylight hours, as the effect of night work has not been evaluated for wildlife disturbance. Contractor cannot request or expect inspection by Government staff outside regular business hours and on Federal Holidays. Work days and hours may also be restricted due fire conditions (see Fire Plan), or other events that precludes work on site.

16. Is there a vehicle weight load maximum on road #3N17?

Any vehicle that can be driven legally on Interstate Freeways, can be driven on 3N17. The Forest Service may allow other, heavier, tire-mounted vehicles provided the contractor mitigates for damage (e.g. lower tire pressure, steel boards to protect fragile areas of the road, repair of pavement if damage is caused by non-Highway vehicles. No track mounted vehicles are allowed on the paved portions of 3N17.

17. Please provide the quantity of water that the Forest Service can supply daily for use by the contractor.

The forest service does not commit to providing any quantity of water. The Mill Creek station may make water available by courtesy, subject to meeting their own water needs.

18. Is the existing water tank on site available for use by the contractor? If yes, how many gallons per day are we allowed?

Any water tank on site belongs to SoCal Edison. Contractor can contact SCE for permission to use water. Do not access the tank or use water without specific written permission of SCE.

19. Is there a local source of water available for use on this project? If not, where is the closest source of water (hydrant, reservoir, other) for use during construction activities (dust control, etc.)?

No, there is no local source of water within the forest that can support a project of this nature.

Contractor is responsible for finding closest source of water, from outside the Forest. Water from inside the Forest cannot be used, except in limited amounts from Mill Creek Station, pending sufficiency for its other needs (e.g. firefighting). You should plan on trucking in water for this project.

The Government will provide a limited amount of water as a courtesy.

20. Will any power company be working onsite during the performance period of this contractor?

SoCal Edison has on-going restoration and final activities related to the construction of the TRTP transmission towers. They will not be able to provide usable power to the site for this project.

21. Please confirm all asphalt and roadways are to remain in place and are not part of the selective demo.

Confirmed. All asphalt and roadways are to remain in place and are not part of the selective demo.

22. Contractor is to remove the decorative hard scape of the landscaping? Please confirm or deny. This would be fireplace in center area of building, rock wall at site approach, fencing surrounding the whole site?

Contractor is required to remove anything that is part of, or within the perimeter of the selected buildings. Decorative hardscape, such as rock walls, do not have to be removed. However, the intent of the contract is to remove as much of the debris and hazmat as possible. If removing the decorative wall entirely or partly will allow more debris or hazmat to be removed at the same contract price, propose it in your bid and the USFS will evaluate the request.

23. Will any other contractors need access to this site during performance time of this contract? If yes who and what times do they need access, does contractor get advance notice of this from the USFS – USDA government?

Many contractors and special use permittees use 3N17. They may use 3N17 at any time without notice to you. They cannot hinder your use of 3N17, and you cannot hinder their use of 3N17. However, the only activity close to Camp 16 is the restoration efforts by SoCal Edison, and their activities at the site should not affect this work.

24. Are there any recycling goals and or requirements with regards to this contract?

Recycling is encouraged, but all material (recycled or otherwise) shall be removed off-Forest. Material cannot be recycled and left in place. But the main purpose of this contract is to remove as much debris and hazmat as possible. Recycling (with disposal off-Forest) is suggested only if recycling funds or efforts will not reduce funds or efforts otherwise available for hazmat cleanup. California has a waste diversion policy of 50% and the recently adopted waste diversion goal of 75%. Some unincorporated counties require 75%. The contract will require you to abide by all State laws. Check State and County requirement and follow the more stringent of the two as far as recycling/waste diversion goals and requirements.

25. With regards to the site and the soil characterization, contractor seeks direction on how far beyond the structure, how many feet beyond the structure, does the government seek the analysis done?

All work currently required by this contract is limited to the area inside the perimeters of the selected buildings.

26. What are the photographic records that the government would like the contractor to perform? i.e.; are there any requirements for photographs to document work in progress? Is yes how often and how many?

Photographs taken by the contractor are suggested as part of the operation plan. Sometimes, Government inspectors may ask the Contractor to take and email photographs, in lieu of an onsite physical inspection. A photographic record will protect the Contractor in case of dispute.

27. Has government provided termination and safe-off of all water, power supply, and propane (utilities)? If no who is responsible to do that?

The status of utility connection is unknown. The Contractor is responsible for safe abandonment of any utility hookups to the selected buildings, including capping as needed.

28. Are there any road contracts that will be performed on road 3N17 and Road 3N during the performance time of the contract?

3N17 is over 20 miles long. It is likely that road work that is fully authorized will be performed on some section of it. At this time, there are no plans to perform any road work between Mill Creek Summit (Angeles Forest Highway) and Camp 16 but be aware that any activities, including those authorized by Special Use Permits may take place during the period of performance. If you encounter issues with permittees affecting the project performance, please bring it to the attention of the COR.

29. Are there any cultural or biological concerns on this site? On CLINS please define BASE BID ITEM

#200 “C. Demolition, Removal & Disposal of Above-Ground Structures, are these limited to the Removal of buildings 1306, 2720, and 1375. Because government listed “all” contractor seeks clarification on “all vertical structures” to be more defined or remove the word “all” and replace with specific building #’s.

There are no cultural or biological concerns on this site. All work currently in this contract is within the perimeters of the selected buildings. Within these perimeters, all debris and hazmat shall be removed, as well as footings and other subsurface features. To the best of the Forest Service’s knowledge, there is an underground storage tank under the Mess Hall building 1375. Removal of that tank is required by this contract. Removal of other subsurface features will be subject to “differing site” change order provisions in the contract (for example, could it have been discovered or inferred by a reasonable inspection of the site, etc.)

30. In the ‘solicitation’ Page 4 of 53 Item C.1-7 Fees. Are there additional access or permit fees contractor will have to pay that are not listed in the solicitation documents?

The Contractor does not have to pay any access or permit fees to the Forest Service. However, the Contractor is responsible for any fees necessitated by the work under this contract. These could be disposal fees, state or federal agency fees, or any other expense associated with the work required by this contract.

31. What is the intended use of this site once this contract is completed?

That remains to be determined.

32. Please provide a copy of the list of attendees present at the mandatory pre-bid meeting.

The will be provided by the Contracting Officer.

33. Please identify the historic lost work/restriction days by month experienced at the Camp.

That information will not be provided. If Contractor demonstrates that it worked diligently and used all the work time available, but could not complete the contract within the required time, the Government will issue an extension.

34. Please clarify whether the building footings and/or foundations are to be removed/disposed.

Yes, they are to be removed and disposed off-Forest.

35. Please clarify the horizontal & vertical extent and locations of soil characterization required.

The USFS is seeking to determine if any of the building materials or components burned in the Station Fire contaminated the soil located in the footprint of the burned area. The results of the soil sampling will be used to determine if the soil has to be disposed of as a hazardous waste or if the soil can be left in place. The sampling approach used should be one that will allow the USFS to make an informed decision concerning disposal of the soil. Environmental constituents of concern to analyze for should be ones that would be commonly found when pre-1970 era military construction burns.

36. Please clarify the type and extent of “woody debris” that is included in contract.

Any wood debris within the perimeter of the selected buildings, or any wood debris needed to be removed to complete the requirements of this contract shall be removed and disposed off-forest. Woody debris outside the perimeter of the selected buildings, and that does not interfere with the requirements of this contract does not have to be removed.

37. Please identify the load limit allowable on the Forest Service Road 3N17 (to the Camp).

38. Please identify the anticipated period that the Camp work site will be closed for winter.

The Government will not close the Camp work site, but also does not plow any snow on its roads. The County may close Angeles Forest Highway or other County roads if a strong storm is forecast. The Government makes no predictions or guarantees regarding weather. However, unusually severe weather may support a claim for granting additional contract days.

39. Please clarify any additional evaluation criteria to be used (LPTA, Best Value, Low Bid, etc.

The proposal that provides the best value to the taxpayers will be selected.

40. What is the slab thickness for these four (4) buildings? If unknown, what thickness should we assume for our estimate? What depths are the building footings? If unknown, what depth should we assume?

Unknown. The Government does not provide any thickness or depth estimate. The Contract required remove of all concrete work within the perimeter of the buildings, including interior slabs and foundations, to whatever depth they extend.

41. Does the USFS have any information on the existing wall systems for each building? Example: Are the walls solid masonry or reinforced masonry walls? If steel reinforcement is embedded in the walls, what shall we assume is the spacing?

No information is available.

42. Does the USFS have available information (locations, types, material, sizes, depths, maps, other) pertaining to the subsurface utilities (storm drain, septic system, water, electrical, etc.) within the footprint of the scope of work at Camp 16? If not, what depth(s) below ground should we assume (for our estimate) these subsurface utilities are located at?

43. Does the USFS have available information (location, types, size, depth, maps, etc.) pertaining to the plumbing within buildings 1306, 2720, 1305, 1375?

44. Is the contractor expected to saw cut clean lines within the concrete and/or asphalt prior to or following demolition work?

Saw cutting clean lines is not required.

45. With soil characterization a component of the scope of work, is the USFS looking for a comprehensive grid-type sampling approach, or more of a limited soil sampling approach (based upon historical use) within the project boundary? Can the USFS provide us a confirmed list of environmental constituents of concern to analyze for?

The Government cannot confirm this.

47. Will the USFS provide the contractors access to the site again in order to collect additional information for estimating purposes?

No. Bidders did not have a time limit at the pre-bid site meeting, and could have taken all the time needed to collect any additional information.

48. Per RFP Attachment A, Maps and Location (to clarify), the scope of work only pertains to the area within the red line on the map? What if the lateral extent of soil contamination extends beyond the red line?

The red line is shown only to identify which buildings are part of this contract, not to delineate the limits of the work required under this contract. The work required under this contract is limited to everything inside the perimeters of the selected buildings.

49. For comparison of cost estimates, what volume of soil should we assume for our estimate? How are we to develop a cost for cleaning up and disposing of contaminated soil prior to soil characterization?

Prepare your proposal based on the information you have. Contractor assumes the risk of any assumption. Contractor bid price will reflect any assumption of risk by Contractor.

50. Does the USFS have available data on depth to groundwater at the site? Is/was there an existing groundwater well at the site?

There was/is no groundwater well at the site. The USFS does not have available data on depth to groundwater at the site.

51. Please clarify where Progress Meetings will be held, and the number/frequency of Progress Meetings throughout the duration of the project.

Formal and regular progress meetings will not be scheduled. Government representatives may meet and confer at any time during work hours with the Contractor’s designated field representatives. If there are disagreements between Contractor and Government, and the Contracting Officer needs to be involved, meetings will be held at the Angeles Headquarters, 701 N. Santa Anita Ave, Arcadia, CA, 91006.

52. Following completion of environmental and demolition/construction services, what condition of the site does the USFS require? Examples: Graded flat, sloped for drainage, imported fill & capped, resurfaced, hydro seeded, other.

Sloped for drainage.

53. What does the USFS plan to do with the remainder of the Camp 16 property? Will there be a follow-on RFP for similar scope of services for the area(s) outside of the red line?

Undetermined at this time. Follow-on work will depend on availability of budget.

54. Where does the USFS anticipate a laydown area for equipment and materials to be located?

There is plenty of space at Camp 16 for this purpose.
