Appendix A – Work Activity Items

Items 1 – 8: Mandatory Item - Small Tree Thinning includes felling, yarding with tops and limbs attached and piled at the landing.

a. Within the units listed above, the Contractor shall cut ,yard with top and limbs attached, and remove to the landing, all excess and undesirable conifer trees 4.0” DBH to 9.9” DBH according to the following guidelines:

1. Retain the healthiest, fullest crowned, and largest tree based on the following species preference: SP, PP, DF, IC, and then WF.

2. Retain trees at a spacing of 25 feet (+/- 25%).

3. Include trees not designated for cutting greater than 10” DBH towards the residual spacing if they meet the above definition of health and vigor.

4. For units 66B, 71B, 75B, 78B only:

Same specifications as Work Activity Items 1-8 and in addition to +/_ 25% spacing, every 175-250', leave an additional group of 3-5 trees between 4-10" dbh. This group should be clustered within 15" of each other, be at least 25' away from residual merchantable trees. Species preference as stated above applies when selecting these groups.

b. Unless otherwise agreed, stumps of all cut small trees must not exceed 6” in height.

c. Unless otherwise agreed, Small Tree Thinning and Removal requirements shall be done concurrently with the logging activities within each unit.

d. Notwithstanding above, no small tree cutting shall occur within streamcourse buffer strips shown on Contract Area Map.

e. Contractor shall work in a manner that will not damage the residual leave trees.

f. Prior to any felling and yarding, the Contractor shall have the Forest Service approve all temp roads, skid trails, and landings.

g. Small trees 4.0” to 9.9” DBH damaged beyond recovery by the contractor’s operations will be cut and removed.

Item 13- Optional Item - Mechanical Piling of existing slash and downed logs Units 66 and 66B:

In units identified above, existing slash and downed logs will be mechanically piled according to the following specifications:

1) Pile down woody material between 3” and 24” diameter on the large end, and over 4’ in length.

2) Retain Wildlife Logs 2 to 4 of the largest logs per acre.

3) Piles shall not be located within 20 feet of wildlife logs.

4) The duff layer would be maintained.

5) Piling machinery shall have ground pressure not exceeding 8 psi.

6) No ground based activities are allowed within 300 feet of the bank-full mark of perennial streams during the wet season. The wet season is defined as the first 0.25 inches of rain after October 1st through June 15th.

7) Piles are to be located in openings wherever possible.

8) Piles are to be located no closer than 25 feet from live trees.

9) No operations will occur under conditions specified in Clause 6(a) Restrictions on Work.

10) Piles should be no larger than 20 feet high and 20 feet long.

11) Contractor should minimize damage to residual trees.

12) No operations are allowed in Streamcourse buffers as shown on Contract Area Map.

13) Piles should be reasonably compact and free of soil.

14) Piles are to be at least 50% covered with Forest Service approved waterproof material.

15) In unit 66B, piles shall be located no less than 150 feet from road edges of 43-02 and 43-08 roads.

16) A 36 inch wide fireline shall be cleared to mineral soil around the outer ring of the fuelbreak. In areas where there is a potential for burning material to roll, firelines, including those for Machine Piles, shall be trenched on the downhill side of each pile to adequately prevent material from crossing firelines. Trenches shall be constructed by hand unless otherwise agreed. Firelines shall be 5 to 10 feet from base of pile.

17) Machinery shall not be allowed to drive onto the pile.

18) All piles shall be covered with a durable waterproof covering as approved by Forest Service. The material shall be at least six feet in width. Piles shall not be less than fifty percent covered, with the covering extending not less than half way down all sides. Pieces of burnable material shall be placed on top of the durable waterproof covering to keep the covering from blowing off the pile

Item 14: Optional Item - Road Decommissioning

Item 15: Optional Item - Skyline Thinning: All designated merchantable sawtimber, shall be felled, yarded, and removed from the contract area.

1. Sawtimber that is marked for cut in blue paint is to be felled, bucked, limbed, and merchantable pieces shall be yarded with Skyline equipment to the landing, and remove from the Contract Area.

2. If this optional work item is awarded, the merchantable sawtimber resulting from this work activity will become included and the contractor will be charged current contract rated for the product.

3. Maximum log length is 40 feet.

4. Utilization specifications are the same as found in Appendix B, Division A.

5. Logging slash is to be scattered to a depth of no greater than 30”.

Item 16: Optional Item - Hand piling and covering of logging activity slash: Units 71B, 75B, 78B

1. All logging slash generated from logging activities smaller than 10 inches in large end d.o.b. and 10 feet long shall be hand piled for disposal by Forest Service.

2. The area to be piled shall extend 150 feet from the road edge.

3. All piles shall be covered with a durable waterproof covering as approved by Forest Service. The material shall be at least six feet in width. Piles shall not be less than fifty percent covered, with the covering extending not less than half way down all sides. Pieces of burnable material shall be placed on top of the durable waterproof covering to keep the covering from blowing off the pile

4. Piles shall be no smaller 4’ x 4’ x 4’.

5. Piles shall be no larger than 8’ x 8’ x 8’.

6. Piles shall have a 36” file line constructed around them, down to mineral soil, 5’ to 10’ from base of pile.

7. Piles are to be located in openings wherever possible.
8. Piles are to be located no closer than 25 feet from live trees.
9. No piles are allowed in Streamcourse buffers as shown on Contract Area Map.

Item 17: Optional Item - Water Source Development

1. See Attachment -Last Chance Road Maintenance – Specifications for Roads

Inspection (General): Government inspections are for the purpose of satisfying the Government that the services are acceptable and do not relieve the Contractor of the responsibility for maintaining quality control. The Contractor shall conduct inspections on all units in accordance with the Contractor’s Quality Control Plan included in the Contractor’s technical proposal which is made part of this contract.
