Project: Witch Fire Road Repair

Pre-Bid Site Visit Meeting Notes March 17, 2016

• Contract closing date March 31, 2016, changed to April 4, 2016.
• RFI Questions should be submitted by close of business on March 21, 2015.
Contracting Officer (CO) will post RFI responses on Fed Biz Ops as an amendment. Send RFIs to: pgallegos@fs.fed.us
• Technical Proposals shall be limited to no more than 30 pages.
• Business proposals and technical proposals, Read L.4, Instructions for the Preparation of Technical and Business Proposals. Offerors shall submit their proposal(s) in the following format and the quantities specified: 1 copy of the business/cost proposal which includes, signed offer (SF-33, page 1 of the Solicitation, Schedule of Items and Section K of the solicitation package).
1 copy of the technical proposal and 1 copy of business proposal.
1 electronic copy on CD-ROM (Technical Proposal Only). Note: An error was found on page 35, L.4. The CO will fix in amendment No.1
• Contract Days – 136 calendar days.
• Option items are listed in priority of importance.
• All material and supplies incorporated into the project will be subject to the Buy American Act – NO Exceptions.
• ATTENTION to clause 52.204-07 -System for Award Management, Section I. If an offeror is not in the SAM.GOV data base by the time the award decision is made the firm will be disqualified as non-responsive.
• Service Contract wage provisions apply to this contract. The wage rates have been posted with the solicitation.
• This project is set-aside for Small Businesses only.
• No electronic copies of proposal.
Noelle Graham Wakoski led the meeting and went over the main points of the contract.
Foster Kuramata let the contractors know that there would be an addendum to the contract reflecting the revisions due to new conditions in the field.

They are as follows:
• Sutherland Road has been taken off the contract due to changed conditions and no need for rip rap.
• Lusardi Road has been shortened and will only be from Pamo Road up to the first gate (6.0 miles) due to access issues on private land within FS boundary.
• Bowden Canyon Road will not include replacing the 24” culvert at the end of the road due a misunderstanding of where the Forest boundary was located. The culvert is not on FS land.
• There will be an updated road log (given to contractors at meeting).
• There will be an updated map #2 (given to contractors at meeting)
• The Anchor Post detail will be changed to Painted T-Posts on the Overside Drain

Additional Information spoken about:
• All road log locations are staked on the ground at the needed location.
• An 11X57 key will be issued to the contractor for access to certain roads.
• A thorough description of the brush removal of existing drains was given.
• There is a possibility of 2 Archeological sites on Orosco Ridge Road. The contractor will be notified once the study has been completed if any sites are in the project area.
• Foster led the contractors down Upper Santa Ysabel Road to let them see the conditions and then showed them on a map the locations of the remaining roads in the contract.
• Jennifer McDonald (Fire Patrol 34) explained the fire plan and the need of a welding permit if any welding or cutting was to be taking place.
Questions:
• Is bonding needed for this project? Noelle let them know that since it was a service contract that bonding was NOT needed.
• Will the date be pushed back (3/31/2016) for the bids since there is an addendum?
