EROSION CONTROL PLAN

Table 1. Water Quality BMPs for the Duff Creek AOP Project.

BMP Name, Objective, and Direction Application to the Duff Creek AOP Project

BMP 2.11 Equipment Refueling and Servicing: To prevent fuels, lubricants, cleaners, and other harmful materials from discharging into nearby surface waters or infiltrating through soils to contaminate groundwater resources.

Coordinate all water drafting with the hydrologist.

Drafting sites would be located where vehicle approach and water removal have minimal effects on the stream.

Where overflow may enter the stream, erosion control devices shall be installed.

Water drafting vehicles must carry spill kits including petroleum-absorbent pads.

Drafting vehicles would be inspected daily for leaks and repaired when needed to prevent petroleum leaks in the

SMZ.

For fish-bearing streams, drafting is not permitted when bypass flows are less than 1.5 cfs (LRMP S&G 43).

For non-fish-bearing streams, drafting is not permitted when bypass flows are less than 10 gallons per minute (FSH 2509.22-2011-1).

Drafting pumps must have a low entry velocity, and be fitted with a 2 mm screen.

BMP 2.8 Stream Crossings: To minimize water, aquatic and riparian resource disturbances and related sediment production when constructing, reconstructing, or maintaining temporary and permanent water crossings.

Design and construction plans would be reviewed by the District or Forest Hydrologist.

Vertical control would be established and preserved through the crossing structure. Design would sustain bankfull dimensions of width, depth, and slope, and maintain streambed and bank resiliency.

The crossings would be sized to accommodate the 100-yr flow, plus anticipated sediment and debris (SNFPA S&G 70).

Duff Creek would be diverted / dewatered during construction, unless it is dry.

All equipment would be cleaned prior to it entering the water body. Equipment would be inspected daily for leaks and repaired as needed.

Fuel and service equipment according to BMP 2.11 (below).

Keep excavated materials outside of the channel and floodplain. Install erosion control if needed to prevent material from entering these areas.

Construct diversion prevention dips if the site has potential for flow diversion onto the road.

BMP 2.11 Equipment Refueling and Servicing: To prevent fuels, lubricants, cleaners, and other harmful materials from discharging into nearby surface waters or infiltrating through soils to contaminate groundwater resources.

Project personnel would be aware of the Forest Spill Plan, including who to contact and other steps to take in case of a spill. A spill kit would be kept on-site. All waste oil, containers, and other materials would be removed from NFS lands and properly disposed of.

For heavy equipment: Storage of hazardous materials (including fuels) and servicing and refueling of equipment would be conducted at pre-designated locations that have been reviewed and approved by the District Hydrologist or Aquatic Biologist. Additional protection measures, such as

BMP Name, Objective, and Direction Application to the Duff Creek AOP Project containment devices, may be necessary.

For chainsaws: Refueling may not occur in SMZs. In the remainder of the RCA, refueling may occur with the use of an absorbent spill pad.

BMP 2.13 Erosion Control Plan: To effectively limit and mitigate erosion and sedimentation from any ground-disturbing activity, through planning prior to commencement of project activity, and through project management and administration during project implementation.

Erosion Control Plan requirements are detailed in FSH 2509.22, 12.21 Exhibit 13, and include provisions for erosion and sediment control, maps, stream diversions, non-storm water management, waste management and disposal, maintenance, inspection and repair, and post-project storm water management.

Erosion Control Plans would be reviewed by the hydrologist and approved by the District Ranger prior to commencement of project activities.

BMP checklists would be prepared by the hydrologist for all project activities.

BMP 2.3 - Road Construction and Reconstruction. Applicable to construction of approaches.

a. Confine disturbances to the minimum construction area as feasible.

b. Implement the approved erosion control plan (BMP 2.13) and maintain erosion control measures throughout the project area.

c. Designate waste and stockpile areas before construction begins.

d. Schedule construction during dry periods.

e. Stabilize project area during normal operating season when the National Weather Service predicts a 30 percent or greater chance of precipitation, such as localized thunderstorm or approaching frontal system.

f. Stabilize all disturbed areas with mulch, erosion fabric, vegetation, rock, large organic materials, engineered structures, or other stabilization measures according to the Erosion Control Plan, and project specifications and drawings for permanent controls.
