RFI

1. Should the proposal include a server for the SCADA software at a remote control center or office? Answer: No. If yes, should it be a rack-mount server? No.

2. Should the proposal include an Ethernet switch for the server? Answer: No.

3. Should the proposal include a SCADA workstation computer and monitor at a remote control center or office? Answer: No.

4. Should this proposal include a computer and monitor dedicated to viewing the webcam? It could be on the same computer as the SCADA software, or it could be a separate computer, or the webcam can be viewed from the browser on an existing computer. Answer: No.

5. Should the proposal include a DVR or NVR (Network Video Recorder) for recording the webcam footage?

6. Shall the SCADA system be capable of historically logging data and reporting?

Alarm notification by email, text, phone (any or all of those options)? Answer:

No. The SCADA system data will be routed through an asset tracking service provided by AMCI.

7. Should the proposal include a UPS in the MTU to avoid momentary power losses or changeovers? Answer: The system must be designed to provide uninterrupted power to the MTU regardless of the power source (solar, battery, or generator) and during transitions between power sources.

8. Are the electric valve actuators already in place? Answer: Yes. Are there any mechanical valve controls that need to be provided in this proposal, or are we merely controlling existing equipment? This contract merely requires controlling existing equipment.

9. Is the panel provided by the Government in Bid Schedule Option 4 Item 14 the same as the Reservoir SCADA panel mentioned in specification section 4D.2?

Answer: No; the panel provided by the government is part of the remote monitoring system to transmit data to a satellite to be picked up by the asset tracking service; see data sheet provided.

10. Satellite modems have monthly fees for service? Should any fees be included in the proposal? No monthly fees should be included in the proposal.

11. Will there be Ethernet cables run between the MTU and other remote control panels (Control Valves SCADA Panel and Reservoir SCADA Panel), or should we provide a wireless radio solution? Answer: The pressure transducer will have a control cable installed (pay item 14). Pay item 15b requests a wireless solution for power and data transfer/control at the webcam under the trail bridge. Pay item 15c requests conduit and conductors for power and data transfer/control at the webcam. Pay item 16 requests conduct and conductors for both power and data from the generator building to the control valves at the outlet works. A wireless solution for the control valves could be proposed as a substitute for the conduit and conductors, but would have to provide both power and data transfer without adding visually intrusive equipment to the historic dam’s appearance.
