1. Schedule of Values, Option 1 – Foundation Grouting – 4 Licensed Grouting Engineer (Minimum 10 years experience) (in reference to the response to previous question): It is understood that the role of the Licensed Grouting Engineer will be to ensure that adequate oversite is provided for the grouting program and to perform technical consultation as required. This being the case, and considering that the professional will be offering oversite and not design services (ie, not required to stamp grouting plans), along with the circumstance that there are few individuals (outside the employ of grouting contractors) which are licensed and have ten years experience performing similar work, would either of the following be allowed to fulfill this role:
• An Engineer or Geologist who is licensed in a state other than California, but who has ten or more years experience performing grouting. Answer: A PE from any state is sufficient.
• Or, a consultant, who is not licensed, but who has ten or more years experience performing grouting. Answer: NO
2. Specification Section 4A.4.6 Microfine Cement and FAR 52.225-9 (Buy American
Act – Construction Materials): This question is a notification under the above referenced FAR clause that no domestically produced material meets the requirements of Specification Section 4A.4.6 (based on information from the major microfine suppliers and several grouting consultants). We would therefore request a variance to either 1) allow the use of non-domestically produced microfine which meets the project specifications or 2) to allow the use of domestically produced microfine which does not meet the project specifications.
Answer: Read Amendment 2, Buy American Act—Construction Materials (FAR 52.225-9)(May 2014) and provide additional information for the Contracting Officer’s determination.
3. Can a list of attendees for the pre-bid meeting be provided? Answer: See Amendment 1
