SUPPLEMENTAL REQUIREMENTS

2.1 PROJECT SUMMARY

2.1.1 Description

Constructed in 1908 Hume Lake Dam is the first multiarch reinforced concrete dam ever constructed in the world. Seepage impacts have been ongoing since its construction. The project objective is to decrease porosity of the dam structure which, in turn, will significantly decrease seepage reducing its impacts.

2.1.2 Required Elements

A geocomposite membrane liner, geomembrane with geotextile backing, will be installed on the upstream face to lower the overall porosity of the dam reducing seepage through the dam structure. A primary drain, geocomposite geonet with geotextile backing or equivalent, will be installed downstream of the liner for secondary seepage protection to capture and remove water that may find a path around the geomembrane liner. UNLESS SPECIFICALLY STATED THE

GEOCOMPOSITE GEOMEMBRANE AND GEOCOMPOSITE DRAIN WILL

HEREUNTO BE REFERRED TO AS THE GEOCOMPOSITES.

The geocomposites will cover the entire upstream face of Hume Lake Dam. At a minimum, the geocomposites shall extend to bedrock and the dam extents.

Depending on field conditions encountered the geomembrane - excluding the backing - may extend beyond the limits of the dam as a flashing to increase the seepage path or to interrupt seepage paths formed along the dam/soil interface caused by displacement of the dam during filling and emptying of the reservoir.

A collection drain shall be installed along the dam toe to route water captured by the geocomposite geonet to a collection point. Water will be transported to the downstream side of the dam through conduits extending from the collection point through the dam structure.

2.1.3 Required Contractor Elements

The Contractor will develop a proposal and bid for the geocomposite system which will include required seals, anchors, hardware, drainage components, and incidentals needed for the installation of the geocomposites. The minimum required design life for the geocomposite system is 50 years.

Concurrent with the geomembrane installation, the Contractor will perform repairs on the deteriorated concrete dam face as required. Concrete repair work will occur on the upstream face and in locations where surface modifications are required to attach hardware associated with the geocomposites or membrane sealing system.

2.1.4 Workplan

The Work Plan covers the general details required to install the geocomposite system on the upstream face of Hume Lake Dam. Specific items, scope, and construction sequence will likely vary depending on the specific system installed.

The Contractor will submit its proposed Work Plan to the Contracting Officer (CO) with their proposal. Once the Contract is awarded modifications to the proposed Work Plan must be submitted a minimum one (1) month prior to the commencement of work for review by the Contracting Officer (CO). Approval is at the discretion of the Contracting Officer. Possible Work Plan elements and sequencing include,

1. Transportation of material, equipment, and labor to the Jobsite at Hume

Lake Dam. The Jobsite includes the area defined by the project limits in the Drawings

2. Construct protective devices to prevent water and stream contamination and damage to vegetation.

3. Field verify all dimensions and structure condition prior to beginning Work.

- Field verification will include the identification of injection grout locations in the dam structure and foundation. Foundation grouting is optional. If exercised, a grouting plan will be developed and included in the proposed work plan. The grouting plan will include specifics of the grouting procedure and safeguards to prevent damage to the dam structure or foundation.

- Field verification could include coring of dam by A/E firm contracted by the Forest Service to evaluate the integrity of the concrete at specified locations. A safety evaluation, conducted on a separate contract by A/E Contractor, will be performed in conjunction with construction activities.

The consultant carrying out the safety evaluation will coordinate with the Contractor if coring is required to augment the safety evaluation.

4. Dewater the work area and divert or bypass ongoing and storm water flows around the Hume Lake Dam project work area during construction.

Coffer dam construction is at the discretion of the Contractor. However, given the relative position of the outlet works, geomembrane lined primary and secondary coffer dams are suggested to increase safety of workers.

Diversion of water from the coffer dam to the downstream side of Hume Lake Dam can be accomplished via pumping or other safe means.

Possible routes for the water include the primary 36 inch diameter outlet works in Bay 6 and the 12 inch diameter outlet in Bay 5 on Hume Lake Dam.

5. Remove sediment from upstream face to accomplish the grouting program (if option is exercised), installation of the lower perimeter seal, and flashing. Excavate and shore around intake structure as required to ensure the safety and access of workers for the required Work.

6. Evaluate integrity of intake structure. Evaluation will include inspection of the internal conduit, valve seals, and general intake structure. Evaluation of the structural integrity of the intake will be accomplished using radiography or other methods which can determine the steel thickness, weld integrity, corrosion depths…etc. A summary condition assessment will be provided to the COR within one week after the inspection, and will identify structural deficiencies/functional competency of the outlet works pipe.

7. If option is exercised conduct grouting program along upstream dam toe.

8. If option is exercised repair intake structure.

9. Install corrosion resistant hardware to anchor and hold geomembrane to the upstream face of dam.

10. Prepare surface for geomembrane overlay and remove any chipped concrete from jobsite.

11. Install watertight corrosion resistant perimeter seal along abutments, crest, and bottom of dam.

12. Install geocomposite geonet drainage layer over upstream face of dam along with geonet drainage collection system along toe.

13. Install geocomposite geomembrane over upstream face of dam and attach to stainless steel seals/hangers.

14. Drill conduit through dam for geonet drainage discharge and install geonet drainage collection system.

15. Install upstream geomembrane seepage cutoff/flashing and seal.

16. Install/construct additional OPTIONAL ITEMs as directed by the Contracting Officer.

17. Demobilize – Transport all equipment, unused material, and trash to an appropriate location off site.

OPTIONAL ITEMS

1. Grouting of foundation bedrock on upstream side of Bays 4 and 5. Grouting may also be performed in Bays 1, 2, and 3 subject to funding availability and field conditions.

2. Rehabilitation of the outlet works, including repair/replace deteriorated intake structure and repair of the outfall conduit.

3. Installation of erosion protection in Bay 4.

4. SCADA system design and installation, including completion of remote sensing system, webcam, and valve controls.

5. Remove and replace generator building and fencing.

The Work Plan shall include a description of the construction team and equipment to be utilized, quantity of materials to accomplish the Work, and a milestone schedule summarizing the main activities to be accomplished during the period of work.

2.2 JOBSITE

Hume Lake Dam is on Ten Mile Creek, on the western slope of the Sierra Nevada in Fresno County, California. The dam is a multiple-arch dam with 12 arches. The dam is

50.4 feet tall (crest elevation 5299 feet above sea level) and 675 feet long. The original dam construction was completed in 1908.

There are access roads to the north and south ends of the dam. Hume Lake Christian Camp operates on the lakeshore. The site is accessible year round.

The Jobsite is located in a United States Forest Service (USFS) National Forest and is contained within the Project Limits delineated in the Drawings. Modifications to the Project Limits are subject to the approval of the Contracting Officer.

2.3 WORK COMPLETION SCHEDULE

The Work shall commence on or about September 30, 2015 (start date dependent on reservoir conditions). USFS anticipates a 12 week construction period. Snow at the elevation of Hume Lake Dam can be expected in November and rain, including thunderstorms and wind, can be expected at any time and without warning.
