Carpi RFI

1. Announcement on solicitation states 120 days to complete after notice to proceed, document in section C.3 states 200 days for completion. Answer: See amendment #1. 200 calendar days is correct.

2. We assume schedule does not include all Options. There is insufficient information on options to determine full schedule with options. Answer:

Schedule is complete, but will be revised to add additional pay items for grouting.

3. Are there noxious weed issues on site? Answer: There is some mullein on the back side of the dam near the trail on the west side of the trail bridge but it isn’t very high on the list of invasive (rated as “limited” impacts on CA list).

4. We assume that USACE Safety and Health requirements EM 385-1-1 are not in affect? Answer: Compliance with EM 385-1-1 is optional since this is not a USACE or Military project. However, compliance with applicable OSHA health and safety requirements is required and is the responsibility of the Contractor.

5. Buy American Clause related to geomembrane system, particularly geomembrane profiles, battens, anchors? Answer: Yes, read Amendment 2, Buy American Act—Construction Materials (FAR 52.225-9)(May 2014) and provide additional information for the Contracting Officer’s determination.

6. Concrete repairs, there is insufficient survey data of concrete and most of the concrete has been buried for years. Thus, we assume that concrete repair will be done on a Time and Material basis? Actually, most of the surface area is exposed. Sediment covered concrete was found to be in far better condition than concrete exposed to weathering during the 1984 project.

Pictures of the last project will be provided to the Contractor to more accurately assess the amount of surface area covered by sediment.

Concrete repairs needed on the upstream face of the dam prior to installation of the geomembrane system are incidental to installation of the geomembrane system. Separate payment will not be made.

7. Grouting engineer, must the Grouting Engineer be a CA PE. We will have a CA

PE who will oversee all work but each individual engineer (geomembrane system, outlet works, grouting, SCADA may not hold a CA PE? We assume like for other federal projects that Licensed PE< means a PE in any state?’ A PE from any state is sufficient.

8. Does CA sales tax apply to a federal project? Answer: No.

9. Are the fringe rates payable per every hour worked during the week or only for the first 40 hours each week? Answer: The first 40 hours.

10. Are workers being paid according to the Fair Labor Standards Act (Federal) or

California Department of Industrial Relations? The payroll laws differ. Answer:

Federal law applies. See Contract Work Hours and Safety Standards— Overtime Compensation (May 2014), and Amendment No.2.

11. We will have 2 workers who will operate forklifts. They will only do this on a part-time basis only, and they will function in the capacity of a laborer the remainder of the time when they are not operating the forklifts. Normally, on our jobs in CA these workers would be classified as Laborers. Laborers are allowed to operate forklifts in most state according Fair Labor Standards. We assume laborers are allowed to operate forklifts, please confirm? Answer: Depends on the definition of “part time”, if the laborer is operating the fork lift periodically throughout the day, jumping on the machine to move an item then continues work classified as a laborer then the answer is yes. If the laborer is on the machine for an extended period of time (an hour or more in a work day) then he/she will need to be paid the operator rate for the time spent operating the machine.

12. If we must classify workers as Operators, we have determined the wage class of

Operator Group 8 for those driving forklifts. The rate is $30.59 and the fringe is $27.44. It appears that the project site would be considered to fall into the Area 2 definition since it is the Eastern part of Fresno County. Are we correct that it is Area 2? Answer: Yes

13. If we are correct about the Area 2 definition for the Operators, are we understanding correctly that the Operator wage now goes up $2.00 to $32.59?

Do the fringe benefits remain at $27.44, or do they also increase by $2.00 to $29.44? Answer: Fringe benefits remain at $27.44.

14. Our other category of workers will be Laborers. We have identified Laborers:

Construction Craft Laborers – Area B (Fresno County) – Group 3. This group definition discusses construction laborers including “general laborers”. Is this an appropriate definition? Answer: Yes

15. We note that laborers on scaffolds must receive $0.25 per hour higher. Thus, for the Group 3 identified above, we would use a wage rate of $27.39. Would the fringe rate remain the same at $18.66? Answer: Fringe benefits remain at $18.66.

16. On page 2 of solicitation, #17, what is “amounts” referring to?? Answer: Total proposed price

17. What kind of isolation valve (e.g. butterfly, gate valve)? Answer: The isolation valve on the 36” diameter outlet pipe is a knifegate valve (see drawing T1.0 and C1.3).

18. Is the trash rack and anti-vortex plate removable? Should we assume we will be removing it? Answer: The trash rack and anti-vortex plate were designed to be removable when they were installed in 1984. If your method of performing the Outlet Works Integrity Investigation (Pay Item 3) requires removal of the rack and plate, then plan to remove it.

19. Is the primary ball valve and valve actuator to be replaced? Answer: No; the optional SCADA system (Pay Items 13 – 16) will control existing equipment. Schematics of existing controls are attached.

20. Is the primary knife gate valve and valve actuator to be replaced? Answer: No.

21. What NEMA rating enclosure should the valve actuators be in? It appears they should be NEMA 6, rated for submersible duty, but this is not clear in the design.

Answer: N/A; the existing actuators do not require replacement.

22. Is there any mechanical protection to be provided to protect the valve actuators from being damaged by falling debris? Answer: Not in Contract; no change to existing equipment.

23. Generator building – is there any more detail for interior? i.e. vents, HVAC, etc.? Answer: The generator building must provide for the same access (double doors) and utilities (electrical and control wiring) as currently exist; plus additional controls proposed in optional work items. The generator exhaust must be properly vented to the outside, and all work must comply with applicable codes. The building does not require a powered heating and air conditioning (HVAC) system.

24. What are the specifications for the existing generator? It would be good to know the rated voltage, current, and power. Answer: The generator and supply lines were originally sized to provide 220 volt, 3 phase power to the existing ball valve on the dam. The valve has a nominal load of 10.4 amps.

Amps locked rotor: 72 amps. Horse power = 3.4. The existing generator is an Onan brand 5Kw generator, rated for 14 amps, 120/208 volts. The existing generator is an Onan brand 5Kw generator, rated for 14 amps, 120/208 volts.

25. What components are included in the Government Furnished Control Panel that is provided with the level sensing equipment? Answer: See attached Remote Monitoring System data sheet.

26. For the cofferdam, it is specified to compact the excavated fill to 90%. It will be saturated and this may not be possible. Is it acceptable to bring in fill? Or is there an alternate source for fill? Or will the 90% compaction be relaxed?

Answer: The coffer dam design provided is a conceptual design. The

Contractor will ultimately be responsible for the construction of the coffer dam. So, the compaction achieved is at the discretion of the Contractor.

27. The coating for the outlet works, typically epoxy products are used that meet

AWWA standards. We believe the bituminous product may not be acceptable.

Answer: Bituminous Coatings researched were AWWA compliant. Other coatings may be considered but are subject to approval by the CO.

28. 3.16 says 3 copies of submittals in 3-ring binders, yet Table in Appendix 3A says 6 copies of Workplan, and 4 of Other Details…how does that work? Are those extra copies just loose, unbound? Answer: Read page 51, Clause L.4, Instructions For The Preparation Of Technical And Business Proposals and page 55-57, Clause M.4. Technical Proposal Instructions. Submittals listed on 3.16 and Appendix 3A will be required after contract award.
