COLUMBINE DEFERRED MAINTENANCE, ACCESSIBILITY, AND ELECTRICAL UPGRADES

STATEMENT of WORK Coronado National Forest December 30, 2009 tcassell@fs.fed.us and bpayne@fs.fed.us

Purpose of Project: Columbine Work Station is located approximately 35 miles southwest of Safford, on the top of the Pinaleno Mountains (Township 08 South, Range 24 East, Sections 29 & 32) on the Safford Ranger District of the Coronado National Forest. Columbine Work Station is made up of nine buildings consisting of a visitor’s center, four cabins, a workshop, a public vault toilet, a storage shed, a shower house, and a generator house. The work station has several uses. About half of the year the Visitor’s Center is open to the public and provides information about the forest. A paved parking lot provides parking for the Visitor’s Center. The Visitor’s Center is staffed by volunteers that stay in Cabin 1. The site also serves as a headquarters for fire crews during fire season. Fire crews stay in Cabins 2-4 and use the storage shed and workshop for their operations. Biologists and other Forest Service employees occasionally stay in the cabins as needed. The shower house contains two showers, two toilets, and laundry facilities, and is used by all the site occupants. The Visitor’s Center and Workshop are listed on the National Register of Historic Buildings. All of the buildings on the site are in need of miscellaneous repairs and upgrades.

Planned Work: The proposed work on Columbine Work Station is broken down by building and outlined below.

Visitors Center - 980 SF

1. Replace dysfunctional LPG furnace with new furnace: The existing gas powered furnace in the Visitor’s Center is old and not functioning. The furnace shall be removed and discarded. The Contractor shall supply and install a new 120,000 BTU gas furnace with a high elevation kit. The available space in the heater closet for the new furnace is approximately 2.5’ wide by 3’ tall. A new thermostat apparatus shall be installed to accompany the new furnace. The thermostat shall be a Honeywell YRTH7500D1009 Vision Conventional 7-Day Programmable or approved equal. The furnace and thermostat shall be installed per manufacturer’s recommendations. The existing heater is vented through the chimney.

2. Repair roof leak and damaged ceiling: The Visitor’s Center roof is leaking and is causing damage to the ceiling. The source of the leak is unknown but appears to possibly be at the base of the existing chimney. The Contractor shall determine the source of the leak and repair the roof and ceiling (texture and paint). The Contractor shall also repair the poorly constructed chimney support on the roof.

3. Replace unstable wooden back porch and steps: The back porch and steps on the Visitor’s Center are old and structurally unsound. The entire porch shall be removed and properly disposed of. A new porch shall be constructed to the same design and dimensions as the existing porch. The structural support members of the porch shall be composed of structural grade lumber. The deck and rails shall be constructed of Trex or an approved equal material. The deck area of the porch measures 7.0’ x 5.2’ and is approximately 2’ above the surrounding grade.

4. Replace dysfunctional water plumbing: The plumbing that serves the Visitor’s Center is not functional and shall be replaced from the service connection at the south end of the building to the toilet and sink in the southwest corner of the building and to the sink in the southeast corner of the building. The pipes to be replaced are located in a crawl space below the Visitor’s Center floor. The pipes are to be replaced with 1” PEX Pipe. All pipe shall be properly insulated to prevent freezing. All pipe shall be installed to allow plumbing to be completely drained for winterization.

5. Remove the existing tile flooring in kitchen and replace with commercial grade VCT: The existing vinyl tile floor in the kitchen area of the Visitor’s Center is deteriorating. The existing tile shall be removed and disposed of and replaced with new VCT tile. The existing tile contains Asbestos and shall be removed and disposed of appropriately. Overlay existing floor with new VCT flooring. The area of flooring to be replaced is approximately 100 150 square feet. Access to the crawl space under the building is provided through a small hatch in the kitchen floor. This hatch shall be enlarged to 32” x 30”. A 48” x 30” piece of drywall shall also be replaced in the kitchen. Approximately 60LF of vinyl cove shall also be replaced along the base of the wall to closely resemble existing.

6. Replace existing electric water heater with new on-demand LPG water heater: The existing water heater in the Visitor’s Center kitchen shall be removed and shall remain the property of the Forest Service. Install per manufactruer’s recommendations a new Rheem 53 Tankless Series 145,000 BTU indoor direct vent on-demand gas water heater or approved equal in the furnace closet. The water heater shall also include an altitude chip for the highest elevation possible. Electrical service, braded steel flex lines, and brass valves shall be installed to facilitate the new water heater. Install plumbing and venting per code and per manufacturer’s recommendations.

Visitor’s Center Parking

1. Construct new ABA van accessible parking stall: The existing Visitor’s Center parking lot does not meet ABA accessibility standards due to excessive grade. A new ABA van accessible parking stall shall be constructed on the north side of the existing parking area. The area in which the parking stall shall be constructed is currently undeveloped and shall to be cleared, grubbed and graded in preparation for the new parking stall. Several small pine and fir trees shall be removed. The Government Contractor shall stake the parking stall layout and flag the trees designated for removal for approval. The Government will cut and buck the trees required for removal but the Contractor will be responsible for removal from the site. Construction of the new parking space will require the demolition of approximately 42 linear feet of curb and gutter. The parking space shall be constructed of 2 inches of asphalt over 4 inches of aggregate base and will cover approximately 400 square feet. The parking stall shall include an 11’ wide parking area and a 5’ wide access aisle and shall be 19’ long. The grade within the new parking stall shall not exceed 2% in any direction. Approximately 100 linear feet of new concrete curb and gutter shall be constructed around the perimeter of the new parking stall. The parking stall shall be painted in accordance with ABA standards. The contractor shall install a van accessible parking sign in the location as directed. The existing parking lot immediately adjacent to the Visitor’s Center shall be restriped. In total, the striping will consist of one handicap symbol and approximately 150 linear feet of 4” white stripe.

2. Reconstruct sidewalk from parking lot to Visitor’s Center to make ABA accessible: In addition to the new ABA accessible parking stall, the sidewalk between the parking area and the Visitor’s Center requires modification to provide ABA accessibility. Approximately 400 square feet of existing sidewalk shall be demolished and disposed of. Approximately 650 square feet of new sidewalk shall be constructed including a new accessible ramp adjacent to the new parking stall. The existing interpretive sign shall be moved to a location designated by the Government in the close proximity.

The toilet vault shall be completely pumped and the outhouse and vault shall be demolished and disposed of. The existing toilet shall be removed and disposed of and the hole shall be filled with native excavation material. A new ADA accessible single unit vault toilet shall be constructed in a similar adjacent location to the existing outhouse. The Government will stake the exact location for the new vault toilet.
