AGAR 452.216-72 Evaluation Quantities – Indefinite Delivery Contract.

To evaluate offers for award purposes, the government will apply the offeror’s proposed fixed prices/rates to the estimated quantities included in the solicitation, and will add other direct costs if applicable.

Addendum to AGAR 452.216-72. The offeror is also required to state their base of operations in order for the government to determine cost efficiency of mobilization.

AGAR 452.216-73 Minimum and Maximum Contract Amounts (Feb 1988)

During the period specified in FAR Clause 52.216-18, ORDERING, the Government shall place orders totaling a cumulative minimum of $2,000.00 but not in excess of $999,999.00 for this contract.

General Notes:

1) The base of operations location shall be used for mobilization distance determination purposes. Some task orders may be based on shorter distances, if the affected equipment is closer to the project site than the base of operations (e.g., mobilization from one project site to another).

2) Mobilization shall be for one time per job. Mobilization will not be paid for the return trip to the base of operations, or for re-mobilization to the same project (e.g., equipment taken back to the base of operations for the weekend), unless agreed to in advance by the CO.

3) Mobilization covers movement of personnel, equipment, supplies, and incidentals to or from the project area. Requirements and provisions shall follow Section 151 in the FP-03 specifications. Payment will be made at the accepted rates shown on the bid schedule for each corresponding piece of equipment, as applicable.

4) Separate Mobilization Pay Items for each type of major equipment anticipated under the contract are shown in the Schedule of Items. Mobilization of equipment for which a separate Mobilization Pay Item is not shown on the Schedule of Items shall be considered incidental to the End-Result Pay Item requiring that equipment.

5) Pay Item 157(02) Soil Erosion Control structures shall be installed according to FP-03 Section 157 and the drawing detail.

6) Pay Items 202(55) and 202(55) A assume trees removed shall be limbed, with an on-site lop-and-scatter disposal method. Merchantable material shall hauled and placed in a F.S.-designated stockpile site within five miles of the tree location, unless otherwise arranged by and paid for by the CO. Work under these Pay Items does not include grubbing of stumps, which will be covered separately, as needed.

7) Pay Item 204(01) involves excavation, placement, and compaction of common/ripable earthen materials for minor roadway and/or trail construction. Cut and fill quantities shall balance out. Tolerances for finishing the roadbed are listed in Table 204-2 of the specification. Tolerance K is generally specified for forest roads, unless otherwise specified in the task order.

8) Construct Pay Item 204(20) Inlet/Outlet Ditch according to FP-03 Section 204 and the drawing detail in the contract.

9) Pay Item 204(24) Haul shall include ton/mile costs for hauling of excavation, aggregate, pit run, rip rap, borrow material, etc. To cover project hauling not covered in other specifications.

10) Pay Item 211(03)A Roadway Obliteration, Method 1 shall be performed according to Supplemental Specification 211. The intent of this pay item is to re-contour to match original/existing round contour.

11) Pay Item 211(03)B Roadway Obliteration, Method 2 shall be performed according to Supplemental Specification 211. The intent of this pay item is to reshape/outslope existing road bed to drain.

12) Pay Item 211(03)C Roadway Obliteration, Method 3 shall be performed according to Supplemental Specification 211. The intent of this pay item is to scarify ground to a 12” depth one pass and out.

13) Pay Item 230(01) Roadside Brushing shall be performed according to Supplemental Specification 230 and the drawing detail in the contract.

14) Pay Item 251(02) Placed Riprap, Class “4” shall be installed according to FP-03 Section 251. Pay Item shall include furnishing, hauling, and placing the specified material. Bid prices should assume a haul distance not to exceed 40 miles one-way distance from the nearest acceptable commercial source to the project site. Distances exceeding this amount will be negotiated and covered separately, as needed.

15) Pay Items 301(01)B, 301(01)C, 301(01)D, 301(05), and 301(15) shall include furnishing, hauling, and placing the specified material. Bid prices should assume a haul distance not to exceed 40 miles one-way distance from the nearest acceptable commercial source to the project site. Distances exceeding this amount will be negotiated and covered separately, as needed.

16) Pay Item 301(05) Subbase grading FSS Grade A specification are found in Table 703-2 in Supplemental Spec. 703 Aggregate.

17) Pay Item 301(01)A, involves placement only. Any materials will be Government-furnished.

18) Pay Item 303(58) Road Reconditioning costs shall be negotiated per individual task order.

19) Pay Items 602(01) and 602(02) assume excavation achievable with a backhoe or track hoe. Solid material requiring the use of hydraulic hammers or blasting will be covered separately. Imported backfill material will also be covered separately, under Pay Item 301(01(B) or other Pay Items, as determined by the CO.

20) Pay Items 602(01)A, 602(01)B, 602(01)C, 602(02)A, 602(02)B, 602(06)A, 602(06)B, 602(07)A, and 602(07)B; Generally, culverts and culvert end sections will be furnished by the Government. Some task orders may require the contractor to furnish culverts and culvert end sections. Costs for contractor purchased culverts and end sections will be negotiated per task order.

21) Pay Item 619(01) and 619(02) shall include transporting and installing Government Furnished gate. Each task order will detail the specific location of the gate to be installed. Bid prices should assume a haul distance not to exceed 40 miles one-way distance from the gate location to the project. Install gate according to FP-03 Section 619 and the drawing detail in the contract. All gate installations require concrete as shown in the drawing detail. Concrete for anchoring locking open, locking closed and hinge post shall be Sakrete 5000 Plus High Strength Concrete Mix or equal as approved by the CO.

22) Traffic control for all Pay Items shall be considered incidental, with the exception of work requiring flaggers who will be covered under Pay Item 623(01) – General labor.

23) Pay Item 623(01) General Labor is intended to cover hand labor and operation of small mechanical equipment not otherwise covered by specific equipment operator requirements (e.g. chainsaws, “whacker-packers’).

24) Pay Item 625(01) Seeding, Dry Method shall be performed according to Supplemental Specification 625.

25) Pay Item 633(10), 633(90)A, and 633(90)B shall be performed according to the Manual on Uniform Traffic Control Devices (2009 Edition) and the Forest Service Sign Installation Guide, Publication No. 1071 2812P. The Sign Installation Guide can be downloaded from http://www.fs.fed.us/t-d/pubs/.

26) Pay Item 808(01) Cattleguard Cleaning- this pay item requires cleaning the area beneath the cattleguard deck, generally accomplished by removing the deck. The costs for additional maintenance needed such as welding or replacing parts will be negotiated per task order.

27) Pay Item 809(01) Developing Water Supply and Watering costs shall be negotiated per individual task order.

28) Pay Items 850(01) covers all aspects of maintenance required by Special Project Specification 850, including drainage maintenance.

29) Pay Items 860(01) are road maintenance items and include all aspects of maintenance required by Special Project Specification 860, but does not include vegetation removal. Vegetation removal would be covered in 230(01) Roadside Brushing.
