1. Scope of Work Appendix A of this solicitation describes the contract requirement and specifications for services for a performance based, fixed price contract for the treatment of hazard trees in the contract units in the Hog Park CG Salvage Stewardship project. The contractor shall provide any and all labor, equipment, supplies, services, permits, insurance, and licenses required to fell, limb, deck, and remove from FS land designated timber on approximately 52.01 acres to treat hazard trees in the contact area on the Brush Creek/Hayden Ranger District on the Medicine Bow-Routt National Forests.

The timber harvest and removal requirements of this contract are outlined here and in Appendix B of this solicitation.

2. Project Location and Description

a) Location Description – The Hog Park Campground Salvage Stewardship Project is located on the Sierra Madre portion of the Brush Creek/Hayden Ranger District along National Forest System Road (NFSR) 496, NFSR 496,1E, and around the Hog Park Campground. The project is southwest of Encampment, Wyoming located in section 8, T12N, R84W, 6th PM, Carbon County.

b) Accessibility – The contract area can be accessed with vehicles from NFSR 496 and NFSR 496.1E. Contractor shall be required to keep vehicles on established roads.

c) Restrictions – Timber Removal Specifications will apply. Other project specific restrictions may be included in the solicitation and in Appendix B and C.

3. Contractor-furnished Equipment and Services

a) The Contractor shall provide sufficiently skilled labor, experienced supervision, transportation, equipment, operating supplies, incidentals and inspection services, except those items listed as Government-Furnished property, to perform the work in compliance with the contract.

b) The Contractor shall notify the COR of any changes in work schedule.

4. Definitions

a) Acceptable Quality Level (AQL) – The maximum allowable deviation from perfect performance that may occur before the Government will invoke payment deduction. An AQL does not allow a contractor knowingly to offer defective service, but limits reduced payment to circumstances in which defective performance results in a measurable reduction in the value of services rendered.

b) Bole - The trunk or stem of a cut tree or snag.

c) Contracting Officer Representative (COR) – A Government person appointed by the contracting officer to help the contracting officer with contract administration and surveillance.

d) Created Slash - Debris created from work under this contract including all cut trees and shrubs and their tops, trunks, and branches.

e) Cut Trees – Trees designated for cutting. Cut trees include diseased, damaged, defective trees provided in the specifications.

f) DBH (Diameter at Breast Height) – Outside diameter of the tree stem at a point 4-1/2 feet above the ground, measured from the high side of the base of the tree.

g) DIB (Diameter Inside Bark) - Diameter measurement of a standing tree or log in which the estimated or actual thickness of the bark is discounted.

h) Erosion control – Activities designed to prevent/reduce the delivery of sediment to area streams as a result of timber harvest. Activities typically include grass seeding and/or installation of structures to trap moving sediment.

i) Government Inspector – A Government person responsible for monitoring contractor performance.

j) Landing Cleanup - A landing is considered a place where any logs or products are gathered for loading. Cleanup is the piling slash not meeting utilization standards.

k) Leave Tree – Any live tree that is selected or required to be left standing.

l) Lopping and Scattering - Cutting limbs from the trunks of cut trees and moving and rearranging of slash concentrations to achieve slash depth required in the contract.

m) Machine Slash Piling – A method of piling slash with the use of mechanized equipment.

n) Performance Requirements Summary (PRS) – Identifies the key service outputs of the contract that will be evaluated by the Government to assure contract performance standards are met by the contractor.

o) Products Other than Logs (POL) – Trees to be cut that are greater than 5” DBH and less than 6.9” DBH.

p) Residual Trees – All trees 1 foot or greater in height that have not been designated for removal.

q) Stream Course: The area along a stream that has riparian vegetation and other riparian characteristics. Stream courses are noted on the project maps. They typically require special treatment which may include alteration to the tree cutting, slash treatment, vehicle travel, or fueling of saws.

5. Performance Standards

Cutting Unit(s)/Task
Contract Specification
All Units - Felling
Designated trees shall be felled, insofar as safety permits, to angle in the direction of skidding to protect residual trees and campground improvements.

Skid trails will be located and approved in advanced of felling.

All Units – Limbing & Skidding
All trees shall be whole tree skidded to landings with limbs and tops attached to the stem. Maximum stem length to be skidded is 41 feet.

Tops and limbs less than 2” outside bark diameter which are lost on the way to the landing site due to normal felling, skidding and/or yarding operations will be slashed to within 24 inches or less above the ground.

In so far as topography and ground conditions permit, products shall be pulled endwise from their beds where they fall.

All Units - Landing Cleanup
A landing is considered a place where any logs or products are gathered for loading. All slash accumulated at landings shall be piled. Piling will be accomplished with a machine, of such size, that will cause minimal damage to the residual timber and with acceptable brush piling blade. Forest Service will need to approve the equipment and the type of brush blade.

Slash Piles shall be reasonably compact and free of soil to facilitate burning. Piles will not be less than 12 feet in height. Piles shall be of a size and location which will not impair road use or to damage residual timber and campground improvements. Piles shall be located at least 50 feet from residual timber or campground improvements.

6. Government Quality Assurance Surveillance Plan Inspection of the area shall be accomplished by periodic visual inspection of the unit and will be based on adherence to the contract specifications. Full payment will be made if all work in the area meets the acceptable quality level for task. Disincentive is Contractor rework to meet the 100% objective.
