LOLO NATIONAL FOREST
ARRA FOREST WIDE EXTERIOR PAINTING WORK
PRE BID MEETING QUESTIONS AND CLARIFICATINS
The following questions came up during the pre-bid meeting held at the Ninemile Ranger
Station on April 22 2010. Forest responses follow each question.
Clarification on how to handle bird and wasp nests or similar animal or insect nests on buildings.
Wasp nests, bird nests etc. are to be removed. Specification 09900 3.1E, “voids blemishes or other conditions detrimental to formation of a durable paint film”.
Davis Bacon wages appear very low, is determination information correct?
Yes these are current determinations for the counties and categories included.
Do we require low VOC paint?
Specification section 09900 2.4 a through i, specifies specific products or approved equals and is what will be required. None of these products appear to be designated
“low VOC” types.
Will qualifications such as Certified Renovator be taken into consideration?
Yes, it is a requirement of work included under the lead paint rule for work on target housing. Specification section 02094 1.03 A.1a,b
Has each building been tested for lead?
No but all are assumed to contain lead. Specification section 02094 1.01 and 1.02 A.
Clarification on level of sanding and feathering paint edges on scraped surfaces.
Specification section 09900 3.2 A, requires test areas to “demonstrate the complete surface preparation process used to achieve a smooth and paintable surface”. This is a performance based specification but typically smoothing the transition from bare wood to a remaining well adhered paint area will require hand or machine sanding. Adequacy of sanding or any method used will be judged by visual examination of the complete painted assembly. Acceptable smoothness will be that paint edges at transitions from bare to painted surfaces are not visible when viewed from a distance of approximately
36”. The same standard will apply to section 09900 3.2 J.
Can maximum workweek of 40 hours be exceeded?
Clause 452.236-75 in Section F states that the maximum work week that will be approved is 40 hours/week. This clause is modified to add: “unless the contractor requests in writing and is approved to work addition hours.” Bidders are reminded that any time over 40 hours a week shall be paid at time and half of the hourly rate. This is required by clause 52.222-4 Contact Work Hours and Safety Standards Act—Overtime
Compensation found in Section I
Will a job trailer be allowed on site?
A job trailer will be allowed at sites. The location shall be selected to avoid intrusion of job trailer on Forest Service site operations including traffic patterns, parking spaces and intrusive appearance and is to be coordinated and approved by the COR.
Will areas within porches enclosed by screens or glazing be included in the required exterior paint work?
No. Only open porches are included in the exterior paint work including posts, railings, floors and ceilings. Refer to finish schedules for locations and details.
Will the new porch of the Savenac Bunkhouse be included in the work?
Yes
Will window screens need to be removed and replaced?
It will depend on the style of screen and installation. At the Ninemile Training Center screens will need to be removed to paint up to window jamb as required.
Clarification: Painting of trim up to and around windows will end at outside stop of windows with old style divided lite putty glazed wood sash. i.e. the Divided lite removable sash work is not to be included in work. At modern style clad or wood windows paint up to window unit. At fixed glass plain jambs Paint up to glass.
Section F FAR clause “52.211-10 Commencement, Prosecution…” part (c) should read
“complete entire work ready for use not later than July 31, 2011”, not July 31, 2010.
Error in schedule for Catlin and Fort Missoula buildings.
The “SITE FINISH SCHEDULE” for 14 th and Catlin and Fort Missoula has entry errors in the
PRESERVATION STANDARD column and NOTES column. The 14 th and Catlin Building
Preservation Standard should indicate “Not eligible” and the notes should indicate
“Metal Bldg.” The Fort Missoula Building Preservation Standard should indicate “Listed” and the notes blank.
Error in General notes on Site Finish Schedule –Details
General Note #5 on all except Ninemile should read “Contractor shall remove and re-install all shutters”. Only at Ninemile will the Forest Service remove and reinstall shutters. (Note that few buildings except those at Ninemile have shutters, fields verify actual locations.)
Clarification on required delivery locations for Bids.
The Solicitation announcement instructions / cover page has the address to return bids
to. Do not send bids to the Lolo National Forest in Missoula. Electronic, telegraphic, or facsimile quotes will not be accepted.
Clarification on who technical and local contacts are for this project.
