The areas to be seeded shall be all cut slopes, fill slopes and other disturbed areas.
METHOD OF MEASUREMENT - Measurement shall be lump sum for "Seeding."
REFERENCE SPECIFICATIONS - The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.
Federal Specifications JJJ-S-181
PRODUCTS
SEED - The seed mix shall be as follows:
Species
Pounds per Acre
Mountain Brome (Bromus marginatus)
18
Triticale (wheat x ceral rye) (Triticum aestivum x Secale cereale)
Seed Certification Requirements:
All seed will be ordered on a Pure Live Seed (PLS) basis. All seed will have no less than a 70% germination and 85% purity. Inert matter will not exceed 10%.
Vendor will provide certification that the seed has been tested for purity, germination, weed content and inert matter within the past 180 days. Seed certification tag without testing documentation will not be accepted.
All seed will be certified (NOXIOUS WEED FREE). Contractor will be required to provide proof of test results for seed lots included in this order that will document lot purity, germination, percent weed content, percent of inert matter and certification that seed is free from noxious weeds.
All seed shall conform to the requirements of Federal Specifications JJJ-S-181; State Laws; and U.S. Department of Agriculture Rules and Regulations under the Federal Seed Act; in effect on the date of invitation of bids. Seed which has become wet, moldy or otherwise damaged in transit or storage will not be accepted.
Seed shall be furnished separately or in mixture in standard containers clearly marked or labeled with (1) Seed name, (2) Lot number, (3) Net weight, (4) Percentage of purity and of germination and hard seed, (5) Percentage of weed seed content, and (6) all seed shall be certified as noxious weed-free seed. The Contractor shall furnish the Contracting Officer duplicate signed copies of a statement by the vendor certifying that each lot of seed has been tested by a recognized laboratory for seed testing within 6 months of date of delivery. This statement shall include: (1) Name and address of laboratory, (2) Date of test, (3) Lot number of each kind of seed, and (4) Results of tests as to name percentages of purity and of germination, and percentage of weed content, for each kind of seed furnished, and in case of a mixture, the proportions of each kind of seed.
FERTILIZER - The fertilizer shall be 16% total nitrogen, 16% available phosphoric acid, and 16% total water soluble potash applied at the rate of 400 pounds per acre.
Fertilizer shall be dry, free-flowing type suitable for application with broadcast seeding. It shall be a standard commercial fertilizer supplied separately or in mixtures in standard containers with name, weight, and guaranteed analysis of contents clearly marked. Fertilizer which has become wet or otherwise damaged in transit or storage will not be accepted.
EXECUTION
GENERAL - The specified seed mixture, with fertilizer, shall be uniformly spread on the designated areas to the density in pounds of live seed per acre as specified.
Each area or suitable section of the area to be seeded shall be seeded as soon as the grading and finishing work have been completed and the area prepared and approved for seeding. Seeding shall follow the finishing work as closely as feasible and if possible before the ground has become packed or hardened. No regard shall be given to the season of the year except that no seeding shall be done during windy weather or when the ground is excessively wet or deeply frozen.
PREPARATION OF SEEDING AREA - Cut slopes, fill slopes, embankments or other areas to be seeded shall be shaped and finished as specified under the Sections involved. The area, where necessary, shall then be hand raked or otherwise worked such that the surface is loose to a depth of at least one inch. Each area shall be approved for seeding by the Contracting Officer before seed is applied.
SEEDING - The seed or seed mixtures, with or without fertilizer, shall be accurately proportioned as stipulated and thoroughly mixed. They shall be remixed as necessary so that a uniform mixture will result as each loading of the seeder is made.
Seed, with fertilizer, shall be applied with a rotary hand seeder or other approved type commercial seeder or by an agreed upon method. All portions of the area shall be uniformly covered to the required density.
Immediately after seeding the contractor shall rake in the seed such that the seed becomes integrated with the soil.
MAINTENANCE OF SEEDED AREA - The Contractor will not be required to maintain an area which has been satisfactorily seeded except that he shall protect the area against traffic by warning signs or barricades or other methods approved by the Contracting Officer.
When a seeded area has become damaged by storm or otherwise prior to final acceptance of the project, the Contracting Officer may order the area reworked. The damage shall then be repaired as directed and the area reseeded.
