SWAN VALLEY RESTORATION PRE-BID QUESTIONS

Q-What is the purpose of the historical treatment specialist?

A- The historic treatment specialist will be the contractor’s technical advisor for the project. That person will be familiar with the Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation and the Idaho State Historic Preservation Office’s guidelines. They will answer questions like “Should this piece be repaired or replaced” or “How is this piece supposed to look”. The Forest Service will not provide this guidance, but will review and approve any recommendations from the historic preservation specialist.

Q-Where can we find a historical treatment specialist?

A-The Idaho State Historic Preservation Office should be able to recommend some qualified individuals for this project. The Idaho State Historic Preservation Office is a division of the Idaho State Historical Society. They can be contacted at:

Idaho State Historical Society 2205 Old Penitentiary Road Boise, Idaho 83712 Phone 208-334-2682 Fax 208-334-2774 www.idahohistory.net

Q-What is the estimated start date? A- Work can begin as soon as the contract is awarded. Work will need to comply with the specifications specifically with the temperature ranges allowed for painting. If doors or windows are removed for restoration, the remaining hole will need to be weather tight.

Q-It appears the south side of the Fire Cache building has a large opening that was covered up. Also the office appears to have an addition that wasn’t blended in. Do you want to blend the siding in so the old opening and addition are not so noticeable?

A- The contract does not require it. If some siding is removed as part of the contract, please try to blend the siding in during re-installation.

Q-It appears the bunkhouse has different siding on each of the sides. Does the non-conforming siding get replaced?

A- Yes. All four sides of the building should have the same siding. That siding should match the other siding on the site.

Q-Is there any interior work.

A- The project is primarily exterior. There will be some interior trim work necessary around windows and doors.

Q-The solicitation states the period of performance for this project provides for project completion no later than September 30, 2010, but the specs state it is 180 days. Which is it?

A-The specs were not updated in the latest solicitation. The Sept. 30 2010 completion date is correct.

Q-Is the only portion of the project calling for fencing around the feeding/storage shed?

A-New fence 10' beyond all sides of the Seed House building (1328).

Q-The drawing plans call for a 2-rail fence; however, the current fence around the feeding shed is 3-rail. Which is it?

A-Bid it as shown on plans. 2 rail.

Q-The drawing plans specify a "3/8" galvanized bolt, nut, and washers (typ.)". What does (typ.) mean? Typically, these type of fences use a 6-7" ring shank nail (currently used on existing fence) or a lag bolt screw. Individuals or animals will snag themselves on a nut and washer coming out the back side of the post.

A-"Typ" is short for typical. That means it is the same treatment on all the posts, not just the one the arrow is pointing to. Bid it as shown on plans.

Q-The drawing plans specify a 3' minimum treat; however, the specifications call for pressure treated wood. Is a 3' cold treated/bottom soaked copper naphthenate treated post acceptable as well? I noticed both types of posts currently on site.

A-Bid it as shown on plans with bottom 3 feet of post treated as per the specification..

Q-The drawing shows 10' rails; however, the specs call for a minimum 18' rail spanning two posts (this is stronger) and matches current fence style.

A-Install per the specification. 18' spans.

Q-Are we responsible to stain?

A-Staining is not required.
