SECTION B - SUPPLIES OR SERVICES AND PRICE/COSTS

B.1 SCHEDULE OF ITEMS

General Notes for the Schedule of Items

Award will be made by Line Item or in the aggregate, whichever is most advantageous to the Government.

For evaluation purposes, the cost of each award is $500.

Each Line item has 5 parts – a Base Period and 4 Option Periods. If you choose to bid on a line item, you must provide pricing on all 5 parts.

Contractors do not have to bid on all line items. You can choose to bid on just the Sulphur RD items, or just the ANRA line items, or just the Boulder item etc.

Quantities listed are Estimated Quantities and are not a guarantee of the number of trees that will need to be treated.

Depending on any possible future Pine Beetle activity, some areas not listed on the Schedule may be added to the contract. Likewise, some of the items listed in the following Schedule may be deleted from the contract. All areas that will be sprayed in the future will be on the Arapahoe Roosevelt National Forest. Pricing for these areas will be negotiated, but will expected to be in line with pricing for areas that are a similar distance from the contractor’s location. For example, you have a price stated in the Schedule for a CG that is 70 miles for your location. If in the future, we add a Trailhead to the contract, and it is 70 miles from your location, the pricing for the newly added Trailhead will be expected to be similar to the CG listed in the Schedule that is 70 miles from your location. Increase in insecticide cost and increases in wage rates will be factored into the negotiated price for the added work sites.

Expected Trends by Line Item

Sulphur and ANRA – probably decreasing from the Base Period to the each of the Option Periods.

Clear Creek, Boulder and Clear Lake – probably increasing.

SECTION C - DESCRIPTION-SPECIFICATION-WORK

STATEMENT

SECTION C.1 – GENERAL

C.1.1. PURPOSE

The Forest Service (FS) has recognized the need to maintain live conifer species that are susceptible to bark beetle infestation. It has been determined by entomologists that the application of Carbaryl to lodgepole, ponderosa, and limber pine trees and Engelmann Spruce is the most effective method in preventing tree mortality by bark beetles.

C.1.2. SCOPE OF CONTRACT

The USDA Forest Service (FS) Arapaho/Roosevelt National Forests (ARNF) have a requirement for spraying of conifer trees with the pesticide Carbaryl to prevent tree mortality by bark beetles.

This work will be completed in compliance with specifications, in various locations throughout the ARNF to protect conifers.

C.1.2.1. CONTRACT TYPE

The FS anticipates award of several Indefinite Quantity (IQ) type, Firm Fixed Price Contracts as described in the Specifications. Performance of individual tasks will be accomplished by the issuance of Task Orders against the IQ contract. The contract(s)shall consist of completing the ordered Tasks as described in this work statement. The awarded contract and task orders shall constitute the entire agreement including all terms and conditions applicable to the contract.

C.1.2.2. PERIOD OF PERFORMANCE

The IQ contract will be awarded for the base year. Pricing for the four option years must be submitted with your response to this solicitation. The Forest Service can unilaterally exercise the options prior to the expiration of the contract. The Base Period, and each subsequent Option Period is for a one year period, however the annual period of performance will be specified in Task Orders but generally will be from May 15 to June 30. Unless otherwise specified spraying must be completed before the bark beetle brood completes their development and adult beetles emerge (usually July 15). Ideally, trees in Campgrounds will be sprayed prior to the CG opening for the summer.

C.1.2.3. QUALIFICATIONS.

Contractor shall provide all expertise, labor, supervision, services, equipment, tools, supplies, permits, licenses, transportation and incidentals necessary to perform spraying of conifers for which the desired outcome is in strict accordance with the standards specified and or described in Task Order(s).

Offeror(s) shall be licensed by the Colorado Department of Agriculture Division of Plant Industry and the individuals who will be applying/spraying the pesticides are required to have a certified operator license in category 106 Forest Pest Control. The Government assumes no

Beetle Spraying Page 30 of 80 AG-82AT-S-08-0007 liability or responsibility for the performance of these services. The Quoter shall maintain all licenses, permits and insurance coverage necessary to perform these services.

C.1.3. LOCATION AND DESCRIPTION

Work will be located in various areas on the ARNF. The areas listed in the Schedule of Items are areas where NEPA work has been completed. Additional areas may be added to the contract as NEPA is completed, but all work will be within the ARNF.

The work sites and access to the areas will be given on project maps for each task order issued.

The following table describes the work location prefix identifiers per line item:

C.4.3 TREE SPRAYING

C.4.3.1. Number of Trees to be Sprayed.

The total number of trees to be sprayed will be specified in the task orders. The Government does not guarantee the estimated quantity listed in the Schedule of Items. The actual number of trees to be sprayed will depend on what funding becomes available for the project and the number of trees that can be sprayed within the timeframe alloted.

C.4.3.1. Designation of Trees To Be Treated.

Trees to be treated will be specified in the task order and designated by:

a. Verbal direction by an on-site inspector or COR.

b. Marking by paint and/or flagging and/or signs.

c. Area Boundaries. All trees of a specific diameter as specified by the COR will be sprayed inside a treatment area. Treatment Area boundaries may be identified with paint, flagging or signs. Signs will be posted facing the inside of the treatment area.

d. Apply pesticide to all live un-infested conifer trees 7 inches and greater DBH or pre-identified trees unless smaller trees are approved by the COR or designated inspector.

C.4.3.2. Designation of Trees that Will Not be Treated.

a. Verbal direction by an on-site inspector or COR.

b. Trees marked with blue tracer paint above and below Diameter at Breast Height (DBH) will not be treated by spraying.

C.4.3.3. Characteristics of Trees To Be Treated.

More specific information regarding species, diameter, heights of conifers to be treated may be included in each task order. Generally trees to be sprayed will be lodgepole pine and will range from 7” to 16”DBH. The following information is an estimate and contractors should base their bid on a field reconnaissance and cruise:

Tree Species Average Tree

Diameter Average Spray Height

Average surface area to be treated per tree lodgepole pine 10” 35’ 92 ft² ponderosa pine 12’’ 35 110 ft²

Limber pine 10” 35’ 92 ft²

Engelmann Spruce

12’’ 35’ 110 ft²

C.4.3.4. Timing of Spraying Operations Unless otherwise agreed to by the COR:

a. Spraying will not be conducted when temperatures are below freezing conditions.

b. Project work and treatment will not be done on weekends from 3:00PM local time on Friday afternoon to 5:00AM Monday morning.

c. Timing specifically for Line Item ANRA (all locations): spraying operations will be contingent on suitable environmental conditions as determined by the COR.

a. The water pH used for mixing shall be at a level specified by the insecticide label. The water pH shall

Bark Beetle Preventative Spraying - ARNFPNG Page 37 of 80 AG-82AT-S-8-0007 be at checked daily and from each water source and recorded prior to mixing. The water must be slightly acidic or at about a pH6.

1. The type and amount of additive to achieve a pH6 will be recorded.

2. After mixing and settling to obtain the desired pH level the pH will be checked and recorded again.

b. Mixing and loading of insecticide shall be done in areas where accidental spills would not contaminate streams or other water sources.

C.4.3.6. Tree Bole Surface Coverage All designated trees shall be sprayed on all sides from the tree base up to a minimum of 35 feet, or to the point where the diameter of the trunk is less than 5 inches in diameter; whichever is less. The root collar and exposed roots will be sprayed. The applicator cannot choose to ignore a particular face of the tree due to a heavy component of tree branches on one or more bole faces. This means the applicator may have to reposition themselves 3 – 4 or more times to ensure coverage on all bole faces. Depending on tree size, the amount of spray applied must be sufficient to soak the bark, resulting in wetting of area underneath the bark flakes.

Treated trees must have a thorough application of insecticide for the tree to survive.

C.4.3.7. Marking of Newly Sprayed Trees.

Unless otherwise directed by the COR:

The Contractor shall mark newly sprayed trees to delineate treated and non-treated trees. Using Contractor provided paint the Contractor shall paint a 2 inch dot of tree marking paint at the base of trees that have been satisfactorily covered with insecticide. The paint type (tree marking) and color shall be designated in the Task Order.

C.4.3.8. Conditions When Spraying is not Permitted.

Unless otherwise directed by the COR:

a. Spraying will not be permitted when moisture has occurred two hours before the start or is predicted two hours after completion of spraying.

b. To minimize drift of sprayed droplets, spraying shall not be done when wind at eye level exceeds 5 MPH. Wind speed shall be measured on site by the COR or Inspector.

C.4.3.9. Spray Protection / Cleaning of Facility Amenities.

Unless otherwise agreed to by the COR all Facility amenities will be protected by the methods described below.

The applicable method or a combination of methods shall be specified in the Task Order.

a. METHOD 1 – preferred for Clear Creek, Boulder, and Canyon Lakes RD’s: Contractor shall cover with 4 mil plastic sheeting all amenities within 50 feet of any tree designated for spraying. Plastic coverings will not be removed until the spray residue is dry.
