SECTION B - SUPPLIES OR SERVICES AND PRICE/COSTS
B.1 SCHEDULE OF ITEMS
General Notes for the Schedule of Items
Award will be made by Line Item or in the aggregate, whichever is most advantageous to the Government.
For evaluation purposes, the cost of each award is $500.
Each Line item has 5 parts – a Base Period and 4 Option Periods. If you choose to bid on a line item, you must provide pricing on all 5 parts.
Contractors do not have to bid on all line items. You can choose to bid on just the Sulphur RD items, or just the ANRA line items, or just the Boulder item etc.
Quantities listed are Estimated Quantities and are not a guarantee of the number of trees that will need to be treated.
Depending on any possible future Pine Beetle activity, some areas not listed on the Schedule may be added to the contract. Likewise, some of the items listed in the following Schedule may be deleted from the contract.
All areas that will be sprayed in the future will be on the Arapahoe Roosevelt National Forest. Pricing for these areas will be negotiated, but will expected to be in line with pricing for areas that are a similar distance from the contractor’s location. For example, you have a price stated in the Schedule for a CG that is 70 miles for your location. If in the future, we add a Trailhead to the contract, and it is 70 miles from your location, the pricing for the newly added Trailhead will be expected to be similar to the CG listed in the Schedule that is 70 miles from your location. Increase is insecticide cost and increases in wage rates will be factored into the negotiated price for the added work sites.
Expected Trends by Line Item
Sulphur and ANRA – probably decreasing from the Base Period to the each of the Option Periods.
Clear Creek, Boulder and Clear Lake – probably increasing.

FAR 52.212-2 Evaluation – Commercial Items (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
AWARD DETERMINATION
One offer will be made to the contractor who submits the best value response to this solicitation. Contractors will be evaluated against the Evaluation Factors listed below. The non-price factors, when combined are approximately equal to price.
1. Award will be made to that contractor whose quote is technically acceptable and (2) whose technical/cost relationship is the most advantageous to the Government. Cost will be a factor in the award decision. The critical factor in making any cost/technical trade-off is not the spread between the technical scores but, rather, the significance of that difference. The significance of the spread of scores will be determined on the basis of what the difference might mean in terms of performance and what it would cost the Government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make cost/technical trade-offs that are in the best interest and advantageous to the Government.
2. Award may be made without further discussions. Quotes should be submitted initially on the most favorable terms, from a price and technical standpoint, which the Contractor can submit to the Government. The Government may, after evaluation of quotes, conduct further oral or written discussion as appropriate, with those contractors whose quotes represent a good value to the Government.
(1) Certified Pesticide Applicator – this is a go / no go critieria. Contractor must provide proof with their response to the solicitation.
(2) Capability of the Offeror The Government will assess the capability of each quoter on the basis of the following sub-factors which are of approximately equal value:
(1) Organizational Experience (Length of time involved in work directly related to that which is required in this contract) ,
(2) Organizational Past Performance, and
(3) Understanding of the Government's requirements.
(3) Understanding of the Government's Requirements. The Government will evaluate each quoter’s relative understanding of the Government's requirements on the basis of its written submittals addressing the following subfactors:
a) The resources (personnel and equipment) which are planned for use on the project, and how realistic that plan is given concurrent obligations.
b) Site-specific safety plan.
c) Plan of work.
d) Estimated production rates and ability to complete all work requirements within the allotted contract time.

(4) Organizational Experience. The Government will evaluate each offeror's organizational experience on the basis its relevance to the work that will be required under the prospective contract. Provide a list of similar types of work you have done.
(5) Organizational Past Performance. Past performance is a measure of the degree to which an offeror satisfied its customers in the past and complied with Federal, state, and local laws and regulations. Provide names and phone numbers of previous customers.
The Government will contact some of each offeror's customers to ask whether or not that:
(1) that the offeror was capable, efficient, and effective;
(2) the offeror's performance conformed to the terms and conditions of its contract (specifications);
(3) finished within the contract time;
(4) the offeror was reasonable and cooperative during performance; and
(5) the offeror was committed to customer satisfaction.
In evaluating past performance, the Government will contact some of the references provided by the quoter and other sources of information, including, but not limited to: Federal, state, and local government agencies, better business bureaus, published media, and electronic data bases. The Government may evaluate the organizational past performance of the quoter's proposed key subcontractors.
6. Price
(b A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
