Question 1 Does each line item need to be responded to or can the bids be for the district as a whole, except for the optional line items?
Contractors must bid on the entire line item. Each Line Item includes a Base Period and four Option Periods. Contractors must submit pricing for all sub-items.
Example 1 - The Sulphur Line Item (S) has 32 sub-items. If a Contractor chooses to quote on the Sulphur Line Item, they must provide pricing for all 32 sub-items for the Base Period and each of the four Option Periods.
Example 2 – ANRA Line Item has 14 sub-items. If a Contractor chooses to quote on the ANRA Line Item, they must provide pricing for all 14 sub-items for the Base Period and each of the four Option Periods.
Contractors can submit a quote for any or all of the line Items. Line Items are Sulphur (S), Arapahoe National Recreation Area (ANRA), Clear Creek (CC), Boulder (B), or Canyon Lakes (CL).
Contractor 1 may choose to only quote on the S and ANRA line Items. Contractor 2 may choose to quote on the CC, B and CL Line Items. Contractor 3 may choose to bid on all Line Items.
Any combination of Line items may be considered but the quote must include pricing for all sub-items for the Base and all Option Periods.
Question 2 Does the requirement for a certified pesticide applicator and pesticide training apply to the all sprayers or just the head supervisor?
It isn't the ARNF's intention to require any additional restrictions or limitations on commercial pesticide applicators than what is required by CO law.
According to Laura Pottorff, CO Dept of Agriculture Pesticide Applicator (303.239.4178, personal conversation with Dave Hattis on 3.11.2008). Contractors can prove that they have a commercial applicators license by providing their Colorado issued number with their proposal which can then be checked by the Forest Service with the Colorado database. The contractor then must have a qualified supervisor (QS - are qualified by exams). Carbaryl is considered a non-restricted product and Colorado law allows for one QS to supervise up to 15 technicians (sprayers). The company must demonstrate that each technician has had some training. Since a nonrestrictive product is being applied the technicians do not need direct (on-site) supervision by the QS.
Question 3 Will the Canyon Lakes Ranger District allow working on the weekends if requested?
For the purposes of calculating your prices for each of the sub-items, plan to comply with the timing restrictions specified in C.4.3.4.
