HRRA PAYING CONTRACT

oRB-3027

BROWNSTOWI\ RANGER DISTRICT

General Notes:

The following notes are made part of this contract.

1. Federal Highway Administration specification book "Standards for Construction of Road and Bridges on Federal Highway Proj ects - FP-03, along with Forest Service Special Project Specifications (SPS) will be used for road construction.

2. All vehicles and equipment shall be washed and cleaned in accordance with Section 171 - Weed and Disease Prevention. The Forest Service (FS) shall inspect all equipment prior to being unloaded offthe transport vehicle.

3. The project is broken into a Base Itern and 5 Optional Items with work being done on Road 4725.000 and in Pine, Bluegill, Southern Point, White Oak, and Holland campground loops. Work on the base items consists of asphalt digout repairs, upgrading camping spurs for accessible access, patching previous culvert cutouts, construction ofa paved ditch with riprap outlet channel, and construction ofparking areas in front ofnew shower/restroom buildings. Optional work that may be added as fi:nds allow consist of additional asphalt digout repairs, 1%" HMA overlay of rcad, 4725.000, shoulder aggregate, and milling of road junctions and around entrance building.

4. Archaeological and historical sites are protected by state and federal 1aw. protected sites include old home sites, bridges, mines, cemeteries, prehistoric Native American campsites, rock art, rock shelters, and more. Violators ofthe ArchaeoloEical Resources Protection Act of 1979 as amended can be sentenced up to tw-o years in federal prison and fined up to $250,000. If you encounter artifacts or human remains during project implementation, stop work immediately and notifu the COR. One old homesite is located adjacent to the 4725.000 road at the iunction with White Oak camping loop.

5. Survey monuments, bearing trees, and property boundary signs shall be protected and reset by a licensed Surveyor if disturbed due to construction activities. FS will make all attempts to locate and mark survey monuments, signs, etc. prior to construction.

6. Signs:

a. Black on Orange 36"x36" "ROAD CONSTRUCTIOI\"' signs with high retroreflective sheeting are to be placed on both ends of the 4725.000 road and 250' pior to the 4725.000 road junction on the county road. FS shall mark the location of the sierrs.

b. Two "END CONSTRUCTIOIf' signs shall also be placed on the courty road. FS shall mark the location of the signs.

Utility locates shall be done prior to installation ofsigns attached to posts.

Barricades and cones shall be placed along digouts to wam users of the road ofhazards. Cost is incidental to digout construction.

All signs shall be maintained, replaced if necessary, during the life of the contract.

f. Sign installation is incidental to Mobilization.

7. Erosion control structures consisting of silt fence, straw bales, or other approved methods shall be installed downhill of material placed in the disposal area and along toe of fill ofmaterial used to construct parking areas on steep slopes. FS shall mark areas for silt fence.

8. Utilities consisting ofwater, sewage, electric, and telephone are buried adjacent to and across roads and camping spurs within the project area. A utility locate shall be done prior to construction.

9. Work on this project is to start after Labor Day 2010 and shall be completed prior to Mernorial Day 201 1.

10. Road 4725.000 shall remain opeD during asphalt repair work. Delays ofup to 20 minutes with a minimum 10 minute open will be allowed. Signs shall be posted when/if delays will be in effect. No delays shall be in effect prior to 9:00 a.m. or after 2:30 p.m.

I l Campground loops and camping spurs can be closed, as needd while work is in progress within the confines of the loop.

12. Slash generated from project work shall be disposed ofat the designated disposal area.

13. Road 4725.000 asphalt digout repairs:

a. Digout work consists ofsaw cutting the asphalt, excavating to widths, depths, and lengths for the Section Type shown on Typical Section drawings and Description of Work Table 1. Digout shall then be backfilled with #2 aggregate and #53 aggregate as shown on the Typical Section drawings. Digouts shall be paved with a 3" depth of #9 binder. All work, including asphalt, is incidental to the digout cost.

d.

b. Excavated material shall be disposed of at the desigrrated disposal area or used to construct parking areas. FS will locate and stake any parkhg areas to be constructed.

c. Asphalt can be reused in the bottom ofthe digouts as shown on the Typical Section drawings or disposed of in the designated disposal area.

No asphalt shall be used for construction ofparking areas.

d. Shoulder drains shall be constructed at the lowest point ofthe digout and at culvert cross drains to allow water to drain out of the digout. On digouts longer than 100' more than one shoulder drain will be required. Shoulder drains shall be backfilled with #2 aggregale and #53 aggregate as shown in typical drawings. Shoulder drains shall be a minimum of 4' wide and sloped to drain.

14. Road 4725.000 Overlay (Optional ltem):

a. Overlay shall consist of L-112" depth of#lI asphalt surface course

b. Milling shall be done at each side road j unction, around the entrance station, and at the beginning and end of the project. Milling work is incidental to overlay placement. Milling material shall be disposed of at the designated disposal site, removed from FS land, or as directed by the

FS.

c. An overlay shail also be done at the small parking area near the entrance station and the scenic overlook.

d. Crosswalks shall be painted across the road in desigrr.ated areas.

Crosswalks shall be oainted white.

15. Camping spur upgrades:

a. Designated camping spurs shall be constructed to a 20' width and to the length shown on the Description of Work Table 1.

b. Excavated material shall be disposed of in the designated disposal site or as directed by the FS.

Backfill shall consist of6" compacted depth of#53 aggregate and 3" depth of #9 HMA binder.

Trees and stumps identified to be rernoved shall be disposed in the desigrated disposal site.

Al1 work shown above is incidental to camping spur upgrade cost.

16. Existing culvert replacements located across six camping spurs and on two campground loop roads shall be patched using a 3" depth of#9 HMA binder.

Prior to asphalt placement 3" ofbackfill material shalfbe removed and the area leveled and compacted.

17. Parking areas identified to be constructed adjacent to two new batl/shower buildings within the Pine camping Loop shall be constructed to dimensions shown in the Description of Work. FS shall stake the parking areas prior to construction. one handicap symbol shall be painted in a designatedipot at the first shower/reshoom building. white parking lines shall be painted to distinguish the parking areas and a walkway from the edge ofroad to ttri buitdings sideialk.

18. Any culverts designated for removal shall be disposed of offFS lands in accordance with Section 203 - Rernoval ofStruitures and Obstructions.

Documentation ofdisposal as described in subsection 203.05 (a) will be required.

19. A paved ditch or a berm shall be constructed between the edge ofroad and guardrail to prevent continued erosion of shoulder aggregate. A .iprap ,elief ditch shall be constructed at the end ofthe guardrail.

20. Shoulder Aggregate (Optional Item):

a. Shoulder aggregate shall be placed and compacted along the edge of the new asphalt.

b. Aggregate shall match existing shoulder width.

c. Shoulder material shall consist of#73 aggregate.

21' Material placed in the designated disposal site shall be shaped and compacted to drain. Compaction on disposal area can be accomplished with dozer durine shaping.

22. FS shall seed and mulch all disturbed areas including the disposal area.

23. compaction on all digout backfill material and camping spur reconstruction shall be done with a vibratory roller. Compaction shall continue until visual displacement ceases with a minimum of three passes required.

The following table shows the estimated quantities for work to be done on this project.

The table may be incomplete and it is the contractor's responsibility to verify quantities.
