Task Order 3: Gee Creek Falls Trail
Bid Item 1:
Total, Bid Item 1: $__________________
*AQ = Actual Quantity. As stated in “Payment” section in solicitation, payment for work performed will be based on actual work completed by the Contractor and accepted by the Government.
General Scope of Work:
Contractor shall provide all labor, supervision, equipment, supplies, and incidentals to provide maintenance and restoration services for Forest Trail 191, Gee Creek Falls Trail located in the Cherokee National Forest, Ocoee/Hiwassee Ranger District, Polk County, Tennessee. Approximately 1.2 miles of this 1.7-mile trail is located within congressionally designated Wilderness. Item numbers followed by a “W” denotes work inside the Wilderness area.
Conditions of the trail vary and not all sections of the trail will require work. Sections that require work will be designated on the ground and are accounted for in the Schedule of Items. Specific drawings will not be issued for this trail. In general, sections that require only one or two specific maintenance items will be listed individually in the Schedule of Items, i.e.”Rock and Root Removal” or “Logging Out.”

However, if a combination of maintenance items are required to restore a section of trail to its original template, then item number 915(01) “Trail Restoration” has been ordered.
As specified in section 915 – Existing Trail Restoration, the work consists of restoring the original trail template including some or all of the following items: clearing, removing slough and berm, borrow, filling ruts and troughs, reshaping backslopes, excavation, reshaping trail tread, restoring drainage and other trail structures, constructing check dams, removing protruding rocks, roots, stumps, slough, berms, trees and logs. The restored trail template shall have a 24” typical tread width in the Wilderness section.
Of the estimated 4,770 linear feet of trail restoration listed in the Schedule of Items, approximately 1,736 linear feet includes work related to logging out; clearing and grubbing; excavation and embankment; rock and root removal; slough and berm removal and excess material; and fill material and borrow. The remaining 3,034 linear feet will require the same work without “slough and berm removal and excess material.”
Item numbers 933(00)W and 933(08)W “Stairway, overlapping rock” and “Stairway, rock riser” are specified to conform to existing ground conditions. The estimation of quantities for each of these items was based on the prevailing grade of each section requiring a stairway to rehabilitate the trail. A combination stairway of rock riser and overlapping rock may be necessary to respond to short pitch grade changes within a section of trail. Each item will be measured and paid based on actual quantities.
Native rock suitable for work listed in the Schedule of Items is available along or near the trail but may require hauling in some sections. Rock sources must be approved by Contracting Officer’s Representative (COR).
Access to the majority of Wilderness trail work will require crossing Gee Creek at undeveloped, rocky stream crossings. These stream crossings may be difficult to negotiate. Water flow fluctuates.
The first 0.5 mile section of the Gee Creek trail was originally constructed as a road bed and is typically 12 feet in width. Maintenance and installation of drainage structures will be required to span the width of the existing tread and remove water from the trail. Recent wind events have caused substantial tree fall affecting approximately 0.25 miles of this section of non-Wilderness trail. These trees will be cleared by Forest Service prior to issuing the task order’s Notice to Proceed.
Design Parameters:
The following design parameters are standardized technical guidelines that have been established for all National Forest System trails based on trail class and the designed use for the trail, i.e. hiker, equestrian or bicycle. These parameters are included in the task order to covey an overall intent for trail maintenance and restoration work. Local deviations from these parameters are expected in response to trail-specific conditions, topography and other factors. Scheduled trail restoration work should attain these parameters unless noted otherwise. Clearing limits should be attained unless noted otherwise.
Deviations must be approved by the CO.
Trail classes are general categories reflecting the desired level of trail development ranging from minimally developed (Trail Class 1) to fully developed (Trail Class 5). The non-Wilderness section of Gee Creek Trail is designated as Trail Class 3, developed. The Wilderness section of this trail is classified as Trail Class 2, moderately developed. The short section of Wilderness trail that accesses the waterfall and concrete chute is managed more as Trail Class 3. The designed use of Gee Creek Trail is hiker/pedestrian. The trail is closed to equestrian and bicycle use.
Design Parameters for Trail Class 3, Hiker/Pedestrian Trail
• Design tread width = 18” to 36” (36” tread typical for Gee Creek Trail)
• Target cross slope = 5-10%
• Design surface = intermittently rough; protrusions less than or equal to 3” may be common, but not continuous; obstacles may be common, but not substantial or intended to provide challenge
– typical 10” maximum height
• Design clearing = height 7’ to 8’ and width 36” to 60” uphill & downhill from trail center line
• Design turn = 3’ to 6’
Typical Design Parameters for a Trail Class 2 Hiker/Pedestrian Trail in Wilderness include:
• Design tread width = 6”-18” (24” tread typical for Gee Creek Trail)
• Target cross slope = 5-20%
• Design surface = maybe continuously rough; protrusions less than or equal to 6” may be common and continuous; obstacles may be common, substantial and intended to provide increased challenge – typical 14” maximum height
• Design clearing = height 6’ to 7’ and width 24” to 48” uphill & downhill from trail center line
• Design turn = 2’ to 3’
Contract Delivery Timeframe:
Contract time will be 180 days. Notice to Proceed date will be negotiated after award of task order.
Project Location:
See attached map. The commercially available National Geographic Trails Illustrated Map #781 identifies Forest Trail 191 Gee Creek Falls Trail, by both trail name and number.
The project is located approximately 7 miles south of Etowah, Tennessee. From Etowah, take US Hwy 411 south for approximately 5.25 miles. Turn left County Road 163. Drive approximately 2 miles, and road will turn into NFSR #2013. Trailhead will be on the right.
Mobilization Considerations:
The use of mechanized equipment on trails inside designated Wilderness boundaries is prohibited by law. Trail work on Wilderness trail sections will be limited to primitive tools, including a grip hoist.
Appropriate mechanized equipment could be used on the non-Wilderness section. The Wilderness boundary monument is located near the trail after crossing the only foot bridge.
In general, equipment used to restore and maintain trails shall be sized appropriately so as not to damage the trail and surroundings. Incidental damage caused to trails or any other natural or man-made feature shall be repaired and/or maintained to pre-existing condition.
Campsites would be available in the developed Lost Corral Horse Camp which is managed by the Forest Service and located near the trailhead. Use of the campground must be coordinated with the CO.
There is limited space at the trailhead for staging work.
A separate item for mobilization costs is not included in the Task Order. Distribute these costs over existing pay items when pricing your work.
Trail Closures:
The trail may be closed when the contractor is actively working on the trail. Any trail closures would have to be coordinated with the CO.
