Site Visit, Conasauga Falls Trail

February 23, 2010 10:00 a.m.

Attending for Government: Nina Barrow, Contract Specialist; Doug Byerly, Landscape Architect; Matt

Henry, Recreation Planner Trainee; Leslie Smith, Tellico District Natural Resource Program Team Leader;

Greg Kirkland, Tellico District Trails Technician.

Contractors Attending: Roger Morgan, Tennessee Valley Construction; Doug Francis, PatRick Corp; Billy

Flowers, Carter Construction; Josh Reeves, J.E. Reeves Co.; Thomas W. Hooper; David Crosby, YRU

Contracting; Russell Harris, DBS Construction & Environmental Services; Darren and Tracy Caughron, Caughron and Company; Richard Stonecipher, CBS Contracting; Dave Brooks, WDB Contracting.

Group convened at Conasauga Falls trailhead. Byerly addressed spec. 915 for Trail Restoration 24”-36”.

If this is ordered, all facets of trail restoration may be included. If only one item is needed for a section of trail (for example, slough and berm removal), then only that item will be ordered.

The other two seed task orders are Gee Creek and Sill Branch Falls. Gee Creek includes both wilderness and non-wilderness items. Organized site visits are not scheduled for these trails; contractors may view on their own.

Question: Is brushing included in the item “Trail Restoration”? Answer – yes.

Henry said that Conasauga Falls trail work is divided into three sections. Upper section is primarily trail restoration work, majority being slough and berm removal, restoring tread and some clearing. Middle section, past the large rock obstruction, is rockier. Last 60’ of work requires installation of rock risers and rock stairways to access bottom of the falls to reroute a user-created trail.

Trail machines up to 36” wide are permitted on the trail. Henry does not think that machinery can be taken past the rock obstruction (see photo).

Item 915(01), Trail Restoration 24”-36” Tread, will change from 2031 LF to 2579 LF. Henry will calculate exact footage.

Group hiked in to first switchback. See trees in trail – will these be removed? Answer – no.

Government will flag any trees to be removed from the trail.

Group hiked to second switchback. Viewed two visitor-created shortcuts to be obliterated. Henry noted that group would see more root and rock removal as trail descends and enters laurel area.

Discussion of hazard trees – any tree that could fall onto the trail is a hazard tree. Government will flag any hazard trees to be removed.

Group hiked to rock barrier in the trail. Barrier is not to be removed. Specifications call for an 8 sq. yd.

rock retaining wall at this point.

Group hiked to falls. Will obliterate/close visitor-created trail and create new access to bottom of falls with rock risers and overlapping rock stairways. Acceptable range of dimensions for tread, rise and width of steps/stairway are noted on drawings 933-1, Stairway, Overlapping Rock, Pinned, and 933-0, Rock Stairways. Government has specified no more than a 2” variance in rise (for example, rise may be

6”/8”/10”, but not 5”/10”/3”). Material on site may be used if suitable. No rock may be harvested from stream. Any commercial source of rock must be approved by project COR. No mortar will be used.

Overlapping rock will be pinned according to drawing 933-1, Stairway, Overlapping Rock, Pinned. Work will begin at bottom of falls at location staked by Government and proceed up along flagged line.

Guardrail to be installed will use treated roundwood 8” posts and 6” rails from commercial source such as Tractor Supply.

Group returned to trailhead for final questions.

Question: what are the clearing limits for this trail? Answer – see drawing 911-1, Clearing Limits, for uphill and downhill dimensions. Clearing limits range is 12” – 48” uphill and downhill from centerline.

Typical is 36” uphill and downhill. Exact dimensions will be directed by CO in response to varying topography and vegetation types. See spec 911.02: clear to dimensions shown in drawings or 12” beyond the fill and backslope catch points.

Question on rock retaining wall at rock obstruction – is it pinned? Structure is offset and batter holds it in place. See Drawing 935-1, Rock Retaining Wall.

Note that final 60’ of trail includes three pay items: clearing and grubbing, stairway overlapping rock pinned, and stairway rock riser.

Question on tree removal – is this included in the specification for trail restoration? Answer – Logging out is included in trail restoration (as an incidental item). Danger tree removal is paid separately;

contractor will be paid for each tree ordered to be removed.

Question – how will post and rail guardrail be secured in the ground? See Drawing 953-4, Post and Rail.

Posts are to be installed in ground every 8’. May have to shift post location if ground is rocky.

Meeting adjourned at 12:00.

Question received after the meeting: Can horses be used as pack animals on any of these three seed task order trails? Answer: Pack stock is permitted on Conasauga Falls Trail and the Sill Branch Falls Trail.

Pack stock is not permitted on Gee Creek Trail.
