Task Order 1: Conasauga Falls Trail

Bid Item 1:

Total, Bid Item 1: $__________________

*AQ = Actual Quantity. As stated in “Payment” section in solicitation, payment for work performed will be based on actual work completed by the Contractor and accepted by the Government.

General Scope of Work:

Contractor shall provide all labor, supervision, equipment, supplies, and incidentals to provide maintenance and restoration services for the existing designated trail to improve access to the waterfall by re-establishing the trailway. Forest Trail 170, Conasauga Falls Trail, is located on the Cherokee National Forest, Tellico Ranger District in Monroe County, Tennessee. This 0.65 mile trail is a Trail Class 3, standard terra trail managed for hiker/pedestrian use only.

Conditions of the trail vary and not all sections of the trail will require work. Sections that require work will be designated on the ground and accounted for in the Schedule of Items. Specific drawings will not be issued for this trail.

As it relates to this task order, item number 915(01) “Trail restoration 24”-36” tread” includes the following: brush cutting, logging out, slough and berm removal and excess material, restoring switchbacks, rock and root removal, and reshaping and finishing trailbed and backslopes. The restored trail template shall have a 24-30” typical tread width.

The majority of work on the first section of trail (0-2795 linear feet) will be brush cutting, slough and berm removal, rock and root removal, restoring switchbacks, and reshaping and finishing trailbed and backslopes (see pictures below). The majority of work on the second section of trail (2795-3415 linear

933(08) Stairway, rock riser AQ LF 50 935(01) Rock retaining wall AQ SY 8

953(04) Post and rail, round timber 36”-46” high AQ LF 90

954(01) Trail obliteration AQ SY 139 981(01) Brush cutting AQ LF 671 983(01) Danger tree removal AQ EA 2 feet) will be brush cutting and rock and root removal, but there will also be segments that require slough and berm removal and reshaping and finishing trailbed and backslopes.

The last section of trail, near the waterfall, will be rerouted to provide access to the waterfall on a more sustainable grade. Clearing and grubbing and installation of “Stairway, rock riser” and “Stairway, overlapping rock” will occur in this section. The existing trail that follows the fall line will be obliterated. Locations for installing the post and rail will be designated in this section to block access to the obliterated trail and direct traffic toward the waterfall.

Item numbers 933(00) and 933(08) “Stairway, overlapping rock” and “Stairway, rock riser” are specified to conform to existing ground conditions. The estimation of quantities for each of these items was based on the prevailing grades. A combination stairway of rock riser and overlapping rock may be necessary to respond to short pitch grade changes. Each item will be measured and paid based on actual quantities.

There is limited amount of suitable rock onsite for use in the “Stairway, rock riser” and “Stairway, overlapping rock” and “Retaining wall.” Rock sources, commercial or onsite, must approved by the Contracting Officer’s Representative (COR).

Design Parameters:

The following design parameters are standardized technical guidelines that have been established for all National Forest System trails based on trail class and the designed use for the trail, i.e. hiker, equestrian or bicycle. These parameters are included in the task order to covey an overall intent for trail maintenance and restoration work. Local deviations from these parameters are expected in response to trail-specific conditions, topography and other factors. Scheduled trail restoration work and should attain these parameters unless noted otherwise. Clearing limits should be attained unless noted otherwise. Deviations must be approved by the CO.

Trail classes are general categories reflecting the desired level of trail development ranging from minimally developed (Trail Class 1) to fully developed (Trail Class 5). Conasauga Falls trail is designated as a Trail Class 3 with the designed use is hiker/pedestrian. The trail is closed to equestrian and bicycle use.

Design Parameters for Trail Class 3, Hiker/Pedestrian Trail

• Design tread width = 18” to 36” (36” tread typical for Conasauga Falls Trail)

• Target cross slope = 5-10%

• Design surface = intermittently rough; protrusions less than or equal to 3” may be common, but not continuous; obstacles may be common, but not substantial or intended to provide challenge

– typical 10” maximum height

• Design clearing = height 7’ to 8’ and width 36” to 60” uphill & downhill from trail center line

• Design turn = 3’ to 6’

Contract Delivery Timeframe:

Contract time for this task order is 60 days. Start date will be negotiated at issuance of task order.

Project Location:

The commercially available National Geographic Trails Illustrated Map #781 identifies Forest Trail 170, Conasauga Falls Trail, by both trail name and number.

The project is located approximately 5 miles south of Tellico Plains, Tennessee. From Tellico Plains, take TN Hwy 68 south for approximately 2.25 miles. Turn right onto Old State Highway 68 (which becomes NFSR #341). Drive approximately 2.5 miles, and turn right again on NFSR #341A. Trailhead will be approximately 0.5 miles on left.

Equipment Use:

Equipment used to restore and maintain trails shall be sized appropriately so as not to damage to the trail and surroundings. Incidental damage caused to trails or any other natural or man-made feature shall be repaired and/or maintained to pre-existing condition.

Mobilization Considerations:

Motorized equipment/mechanized transportation are permitted on Forest Trail 170. However, due to limitations of terrain, the Forest Service cannot guarantee that mechanized transportation of materials is feasible the entire length of the trail. The second section of trail has a barrier at 2795 feet that may prohibit the use of motorized equipment for the last 620 feet of trail. Smaller machines, such as a Honda HP450 wheelbarrow, may be able to transport materials for most of the trail. See pictures for limitations.

Information about local amenities in Monroe County can be found at:

http://www.monroecountychamber.org/.

A separate item for mobilization cost is not included in the Task Order. Distribute these costs over existing pay items when pricing your work.

Trail Closures:

The trail may be closed when contractor is actively working on the trail. Any trail closures would be coordinated with the CO. NFSR #341A can be closed at the intersection with NFSR #341 while work is being performed.
