Laurel Run Sites 1 & 2 Job Showing Questions & Answers

June 10, 2010

1. Q: What is a HUB zone?

A: These are designated areas considered economically depressed; contractors located in these areas and who employ 35% of their staff from residents in these areas receive a 10% competitive bid allowance. See the

Department of Commerce, US Census Bureau.

2. Q: Is moving water around C10 included in bid item?

A: For the pool excavation at RSD C10, dewatering is a cost to be included in the lump sum price for pool excavation

3. Q: Can excavated material be put back in borrow area?

A: Excess excavations could be placed in borrow excavations. If burying coal refuse, cover with 12-inches of earth before final shaping and seeding.

4. Q: Where is the staging area for cut trees?

A: In the meadow where we parked for the job showing, near sites C7 and C8, is where you can land cleared trees.

5. Q: Do the trees need to be cut into a certain length?

A: No length is specified; cut to size that is expedient and safe for your operations.

6. Q: What size trees are to be cut?

A: All trees and woody growths in the work areas are to be removed. Trees and limbs greater than 3 inches in diameter are to be salvaged and stockpiled for the landowner’s use.

7. Q: Do the tree-tops need cut up?

A: Tree-tops having significant amounts of 3-inch or greater limbs may be dragged to the landing area or cut as needed for your operations.

8. Q: Is the whole flat area (adjacent to highwall at highwall drain work area) covered in water?

A: No, the drainage comes from a small localized area adjacent to the highwall; this area is location of

Limestone Pond C8A.

9. Q: Are there mine portals?

A: No mine portals are observed in the work areas.

10. Q: How do we get stone needed for C8 to site?

A: There is a more suitable mine bench for access than the path used to show the site. The construction limits define the access route, see sheets 3 and 4 of the drawings.

11. Q: Can stumps/rootballs be buried against highwall?

A: No, stumps/rootballs are not to be placed in the disposal areas; discard in a lawful manner.

12. Q: Can trees be cut and placed here (RSD C10 location)?

A: Trees salvaged at the RSD C10 location are to be landed at the same location as C7 and C8.

13. Q: Can tree-tops be burned?

A: Burning of woody debris is permitted.

14. Q: Is the government requiring that “as-builts” be completed by contractor?

A: No, final surveys and as-built documentation are the responsibility of the government.

15. Q: Do you have a defined clearing limit?

A: The construction limits are the maximum allowable limits of clearing; however, in Section 7 of the

Clearing and Grubbing specification, item (6) requires discretion to limit clearing and grubbing work

“only as necessary to complete the work shown on the plans”.

16. Q: These other humps, dips, and piles of spoil; are they to be graded and seeded?

A: Irregular terrain within work areas will be graded to blend with the completed work and adjacent ground.

Coal refuse on the surface of work areas will be removed to a disposal area or covered with earth material and seeded.

17. Q: Does the initial survey have control points?

A: Survey control is three points located on the earthfill of the adjacent floodwater retarding dam; see sheet 3 of the drawings.
