SUBJECT: Subsurface Exploration, FS Longhouse Scenic Byway, Allegheny National Forest, PA

TO MESSAGE/COMMENT FROM/DATE

This Memorandum represents the results or our subsurface exploration and laboratory testing for the existing embankment in FS Longhouse Scenic Byway. The memorandum addresses the subsurface conditions encountered during our drilling operations.

1.0 Project Description and Scope

The project site is located in Allegheny National Forest in Pennsylvania and contains a number of culverts. The Forest Management expressed their concerns regarding the lack of information about the existing embankment materials and the need of such information for future development.

2.0 Subsurface Exploration Procedures and Results

A subsurface exploration program was conducted by the Eastern Federal Lands Highway Division (EFLHD) Subsurface Exploration Team from November 29th through December 4th, 2016. The field work consisted of drilling nine (9) soil borings (B-1 through B-9) at locations chosen by the Forest personnel. Boring locations were determined by measuring distances from features present on-site and by a hand held GPS. The approximate location of borings is provided in Attachment A. A brief description of the field work is listed below.

2.1 Soil Borings

Soil borings were drilled using a CME 750 ATV-mounted drill rig. Borings were advanced using 3 ¾-inch hollow stem augers (HSA). Soil samples were obtained using 2 ¼-inch. (outside diameter) split-barrel (split-spoon) sampler driven during Standard Penetration Tests (SPT) in general accordance with ASTM D 1586, Standard Method of Penetration Test and Split Barrel Sampling of Soils. SPT soil samples were typically recovered at

2.5 ft intervals to a depth of 20 ft below existing site grades and at 5 ft intervals thereafter, by driving the split-spoon sampler a distance of 24 inches into the undisturbed soil under the impact of a 140-lb automatic hammer free-falling 30 inches. The number of hammer blows required to advance the split-spoon sampler the middle 12 inches of the 24-inch sample interval is designated as the “Standard Penetration Resistance” or N-value.

The number of blows required to advance the sampler through each 6-in.

interval was recorded on field boring logs. The relative consistency of each cohesive sample was estimated using a calibrated pocket Penetrometer.

Recovered soil samples were visually examined and logged. Representative SPT samples and Shelby tube samples collected in the field were delivered to EFLHD Materials Testing facility in Sevierville, TN for testing and

121 for informal correspondence. ADDENDUM MEMO storage. The sampling sequence and associated samples are presented on its appropriate boring log in Attachment B. Upon completion, boreholes were backfilled with auger cuttings.

Water levels, if present, were measured at the time of completion of each boring, again prior to backfilling the borehole.

2.2 Data Summary

The results of the field tests and measurements were recorded on the driller’s logs and appropriate data sheets in the field. These data sheets and logs contain information concerning the boring methods, samples attempted and recovered, indication of the presence of various materials such as gravel, pebbles, organic matter, or other non-soil materials and for observations of groundwater. They also contain interpretations of the subsurface conditions based on the performance of the equipment and cuttings brought to the surface by the drilling tools. Therefore, the field data represents both factual and interpretative information. The boring log provided in Attachment B represents a compilation of field and laboratory data and description of the soil samples by a geotechnical engineer. These records occasionally do not include all data recorded on driller’s logs and field data sheets, but do include all information considered relevant to the preparation of this Memorandum.

Groundwater level readings were made in the boreholes at the times and under the conditions stated on the boring logs. Fluctuations in groundwater level due to seasonal variations, rainfall, temperature, and other factors not evident at the time measurements were made should be expected.

2.3 Laboratory Testing

The purpose of the testing program was to aid in classification and evaluation of the engineering properties of soils encountered at the site.

Laboratory tests assigned included Moisture Content (AASHTO T 265), Atterberg Limits (AASHTO T 89 & T 90), Particle Size Analysis (AASHTO T 88), and Organic Content (T-194). All laboratory tests were tested in EFLHD Materials Testing facility in Sevierville, TN. All tests were conducted in accordance with the corresponding AASHTO and/or ASTM standard test methods. A summary of the laboratory test results conducted on selected soil samples is presented in Table 1. The laboratory testing results data is provided in Attachment C.

3.0 Findings

A brief description of the soil conditions encountered during the subsurface exploration conducted at the site is presented below. The stratification lines designating the interfaces between soil types on the boring logs in Attachment B represent approximate boundaries. The transition between materials may be gradual. It should be noted that one or more of the units may be absent at specific locations.

Asphalt Pavement – Asphalt pavement thickness encountered ranged between 0.2 ft (B-6) to 0.6 ft (B-3 and B-5).

Fill – Man-placed fill material was encountered below the pavement in all of the borings. The fill consisted primarily of Clayey Gravel with sand, Clayey Sand with gravel, and Silty Clayey sand with gravel. N-values recorded within the fill layer ranged from Weight of Hammer (WHO) to 39 blows per foot (bpf), indicating very loose to dense relative densities.

Natural Deposits – Underneath the fill material, natural deposits were encountered in Borings B-1, B-5, B-6, B-7, B-8, and B-9. These deposits consisted primarily of Silty Clayey sand with gravel and Clayey Sand with gravel. N-values recorded within the fill layer ranged from 7 bpf to 50/6”, indicating loose to very dense relative densities. This layer extended to the termination depths of the soil borings.

Page 5 of 2 Pages

Use this form in lieu of transmittal slips within Dept. of Trans. When message comment is to

Organic Content – Soil samples from Borings B-5 and B-7 yielded organic content of 5.2% and 3.8%, respectively.

Groundwater – Groundwater was encountered in Borings B-1 and B-5 at depths of 27.35 ft and 16.4 ft below existing site grades, respectively.

Fluctuation in the groundwater conditions due to seasonal weather changes should be anticipated.
