Mt. Baker-Snoqualmie National Forest Swift Creek Campground
ELECTRICAL SPECIFICATION
Braaksma Engineering 16000 - 1 Electrical 3/30/10
PART 1 GENERAL
1.1 RELATED REQUIREMENTS SPECIFIED IN OTHER SECTIONS
The General, Contract Terms and Conditions of the Owner-Contractor Agreement, and applicable portions of the other Divisions of the specification, apply to the work specified in this section.
This specification and referenced drawing(s) describe the general requirements for the installation of equipment and materials to constitute a new power generation and distribution system for Swift Creek Campground located at Baker Lake.
Notes and definitions:
1) The term “Contractor” used throughout this specification and on electrical drawings shall be understood to mean the Electrical Contractor.
1.2 EXISTING CONDITIONS
A. By submitting a bid the Contractor is acknowledging that they have made a thorough examination of the contract documents, existing site conditions and have included all costs to result in a complete installation.
B. Alternate Bid: Cost deduct alternate bid to include the relocation of existing 1000 gallon LPG tank in lieu of supplying new 500 gallon LPG tank. Cost deduct bid assumes the contractor has verified the usability of the existing tank for this application.
1.3 SCOPE OF WORK
A. Work Included:
1. The Contractor shall perform all the Work required (including the furnishing of all supervision, labor, tools, materials and equipment as well as the coordination and performance of all operations and incidentals necessary) for a complete, safe and reliable electrical installation, adjusted, tested and ready for operation in accordance with this Specification and the Drawing.
2. The arrangement of the electrical system shall generally follow that shown on the riser diagram, panel schedule, electrical site plan and electrical building plan.
3. The Contractor shall furnish and install all Electrical Work generally described as follows:
a. Two (2) new Generators including generator accessory wiring, cooling and exhaust systems and fuel system,
b. Fuel Storage Tank, with pressure regulator vaporizer, foundation and fenced enclosure,
c. Automatic Transfer Switches,
d. Power Distribution Systems including conduits, conductors,
e. Panelboards (loadcenters), Braaksma Engineering 16000 - 2 Electrical
f. Motor Starter and control circuits,
g. Lighting fixtures, lamps, posts,
h. Feeder circuits, branch circuits,
i. RV Power Pedestals,
j. Grounding,
k. Supports,
l. Coordination of work with owner, other contractors and utility companies.
m. Testing and completing.
3. The contractor is responsible for installing the following equipment that shall be supplied by others:
a. No other equipment supplied.
4. The Contractor shall obtain, and pay for, all required electrical licenses, permits, inspections, etc.
5. Alternate Bid: base bid includes the sale and installation of 500 gallon LPG tank, with fenced enclosure and foundation pads. Cost deduct alternate bid shall include the verification, relocation of a 1000 gallon LPG tank already owned by the site owners, to be relocated to this site by contractor and installed on contractor supplied foundation pads and enclosed by an enlarged fence.
B. Work not included:
The following electrical systems related work will be supplied by others working with the owner/tenant:
1. Excavation. Trenching and backfill supplied by another contractor under a separate contract, coordinated by Electrical Contractor.
1.4 QUALITY ASSURANCE
A. Codes. The completed installation shall comply with all laws, regulations and requirements in effect at the site and shall include the current editions of the following:
1. NEC - National Electrical Code.
2. OSHA - Occupational Safety and Health Act.
3. Local electrical and building codes.
4. UFC - Uniform Fire Code.
5. UBC - Uniform Building Code.
B. Standards. The following standards establish the minimum requirements for the equipment and installation:
1. ANSI - American National Standards Institute.
2. ICEA - Insulated Cable Engineers Association.
3. IEEE - Institute of Electrical and Electronics Engineers.
4. NEMA - National Electrical Manufacturers Association.

5. NFPA - National Fire Protection Association.
C. Guarantee:
The Contractor shall guarantee materials and workmanship for a period of one year from date of final acceptance of work. The contractor shall remedy, without delay or cost to the Owner/Tenant, any defects; provided in the judgment of the Owner/Tenant the defects are not the result of misuse or abuse.
D. Rejection of Work:
Any materials, equipment or workmanship that is not, in the opinion of the Owner/Tenant, as it should be, shall be taken out and replaced without cost to the Owner/Tenant.
1.5 DRAWINGS AND SPECIFICATIONS
A. Drawings:
Verify all dimensions, equipment ratings, etc., with the actual before installation.
B. Specifications:
Specifications are, in some cases, written in an abbreviated form. Words such as “shall”, “shall be”, “the Contractor shall”, and similar mandatory phrases are supplied by inference. The word “approved” means “approved by the ”Owner/Architect”. “For approval” means “for the Owner/Architect’s approval”. “Provide” means “furnish and install”. “As directed” means “as directed by the “Architect/Engineer/Owner”.
C. Intent:
The intent of the specifications is to provide a general description of the electrical systems and equipment to be installed. Any item or detail not specifically mentioned in the specifications, but which is reasonably inferable from the Contract Documents as being necessary to produce the intended results shall be included. It is the contractor’s responsibility to size and locate equipment. The specifications are not intended to be used for any purpose other than a general guideline for the electrical systems.
D. Discrepancies:
Discrepancies between different plans, specifications and/or the actual shall be brought to the attention of the Owner/Tenant promptly for resolution.
E. Record Drawings:
"As-Built" drawings are to be maintained for an accurate record of the electrical installation. As-built drawings are to include plan drawings of the installation and Panel Schedules indicating which sites are fed from each circuit breaker. Record Drawings are to be updated continuously.
1.6 SUBMITTALS
A. Shop drawings and product data shall provide sufficient detail so compliance with the drawings and specifications can be ascertained. Obtain approval before purchasing.

Items not in accordance with the drawings and specifications will be rejected. Shop drawings or product data shall be submitted for the following:
1. Panelboards;
2. Circuit Breakers and Disconnect Switches;
3. Lighting Contactors, Motor Starter;
4. Generator, transfer switch and accessories;
5. Light fixtures and lamps;
6. Wiring devices;
7. Cables and conductors;
8. Conduits;
9. RV Pedestals;
10. Supports.

PART 2 – PRODUCTS
2.1 GENERAL
A. UL Listed:
All electrical materials shall be "UL" (Underwriter's Laboratories, Inc.) listed, labeled and approved for the service intended where UL standards have been established.
B. New:
All electrical equipment, devices, materials, etc., shall be new and manufactured by established national manufacturers. Each type of item shall be the same make and quality throughout the facility.
C. Enclosures:
Equipment and devices located outdoors or subject to rain shall be furnished with weatherproof (NEMA 3R) enclosures. Equipment shall be fabricated from code gauge galvanized steel. Surface preparation and finish shall be manufacturer's standard.
D. Corrosion proof and resistant materials:
Site is prone to wet, damp and humid conditions. All equipment and devices shall be chosen to address or eliminate corrosion and deterioration.
E. Pull and junction boxes located in corrosive areas and inside Pump House shall be NEMA 4X, PVC or fiberglass.
2.2 RACEWAYS
A. The entire installation shall be in PVC raceways of the types listed below.
B. Above and Below Grade PVC conduit shall be heavy-wall (Schedule 40), flame-retardant, suitable for use with 90 degree C cable, shall not distort from heat it will normally encounter and shall be resistant to low temperature and sunlight effects, impact and crushing. The minimum size shall be ¾ inch. PVC conduit system fittings, couplings, etc., shall be of the same manufacturer as the conduit. Bends in underground conduit shall be made using long radius sweeps.
C. Pump and Generator House interior wiring shall be installed in surface mounted PVC conduit.
D. Above Grade PVC conduit, if subject to vehicular traffic, or conduit exposed shall be rigid (Schedule 80), flame-retardant, suitable for use with 90 degree C cable, shall not distort from heat it will normally encounter and shall be resistant to low temperature and sunlight effects, impact and crushing. The minimum size shall be ¾ inch. PVC conduit system fittings, couplings, etc., shall be of the same manufacturer as the conduit.
E. PVC couplings shall be socket type for use with solvent weld cement. Couplings shall be Carlon Type PV-Duit or equal.
F. Spare conduits shall have suitable pull strings or ropes.
2.3 BOXES
A. Indoor boxes shall be PVC or fiberglass.

B. Boxes installed outdoors (and receptacle boxes) shall be threaded rigid body type, cast aluminum or galvanized iron.
C. Larger size pull and junction and termination boxes shall be fabricated from code gauge galvanized steel.
D. Switch and outlet boxes shall be single or ganged to accommodate the required number of devices; except, flush mounted boxes shall be minimum 2-gang size, and 2.125 inches deep if containing more than a single device. Boxes shall be equipped with proper covers or wallplates.
E. Junction and pull boxes shall be sized as required by the NEC except the minimum size shall be 4 inch, square or octagonal as required, by 1.5 inches deep. Junction and pull boxes shall have full-access screw covers.
2.4 PANELBOARDS
A. Circuit breaker panelboards shall be of the dead-front type with hinged door, catch and lock, sized to fit the space available to provide the required number of breakers plus 20% space. All panelboards shall include provision for locking. Residential type load centers are acceptable if constructed of Galvanized Steel and with copper bussing.
B. Panelboards shall include main breaker (service entrance) or main lugs only. Where required, panels shall be labeled Suitable for Use as Service Entrance Equipment.
C. Branch circuits shall be arranged using double row construction. The interior shall be rigid and so designed that circuit breakers can be replaced, changed or added without disturbing adjacent units and without machining, drilling or tapping. A circuit directory frame and card (completely, neatly and accurately filled out) with a transparent cover shall be furnished on each door.
D. Busses shall be copper. Ground and neutral bars shall be provided as required. Panels shall include 200% neutral bussing. All connectors and lugs shall be solderless, pressure type suitable for copper wire and aluminum terminations.
E. Circuit breakers shall be molded-case, thermal magnetic, quick make-quick break type with trip indicating handles. Multi-pole breakers shall be single-handle, common trip.
Tandem breakers shall not be used.
F. Panelboards brand name shall be a commonly stocked, nationally recognized manufacturer.
2.5 SUPPORTS
A. Provide all necessary supports and backing for electrical installation.
B. Steel supports shall be Hot Dip Galvanized Steel, embedded in concrete encasement.
C. Wood supports shall meet or exceed the requirements of the latest revision AWPA American Wood Preservers Association, Book of Standards, for ground contact and burial.
D. Required wood species shall be Western Red Cedars, Alaska Yellow Cedar or Pacific Coast Douglas Fir.
E. Wood supports shall exhibit limited defects splits or checks.

F. Wood supports shall be cut, peeled, trimmed, seasoned, conditioned, bored and incised before preservative treatment. Field cuts and bores shall be treated.
G. Mounting hardware shall be hot dip galvanized.
H. Conduit supports inside the Pump House shall be fiberglass, with plastic pipe straps.
Mount strut to building wall with stainless steel fasteners.
2.6 WIRE AND CABLE
A. Service entrance, feeder and branch circuit cable shall be type XHHW cable, or USE type single conductor. Conductors shall be stranded. (THHN THWN conductors shall not be used.)
B. Feeder circuits from Generator House Panel, to Store Panel and RV Pedestals shall include two phase conductors, neutral conductor and separate ground conductor.
C. Taps and splices shall not be allowed on site feeder conductors.
2.7 CABLE AND WIRE MARKERS
A. The Contractor shall assign a unique identification number to each control and instrumentation wire and cable. All wire numbers shall be shown on the associated wiring diagram drawings.
B. Cable markers shall be plastic identification ties, hot stamped with black letters a minimum of 5/32 inch high. Markers shall be manufactured by Floy Tag & Manufacturing, Inc. or approved equal.
C. Where space is limited in small junction boxes, cable markers shall be embossed fiber floaters, as manufactured by Floy Tag & Manufacturing, Inc. or approved equal.
D. Wire markers shall be hot-stamped heat shrink polyolefin sleeving. Sleeving shall be white for uniform appearance. Sleeving length shall be held to a uniform length at each terminal board.
Sleeving shall be manufactured by Floy Tag & Manufacturing, Inc. or approved equal.
2.8 GROUNDING
A. Grounding electrode conductors shall be soft drawn stranded copper wire. Grounding conductors subject to physical damage or passing through concrete, etc. shall be protected by PVC conduit sleeves.
B. Ground clamps, nuts, washers, etc. shall be corrosion resistant high copper alloy or silicon bronze.
C. Ground rods shall be copper clad steel, 5/8 inch diameter by 10 feet long.
2.9 MOTOR STARTERS
A. Motor Starter shall be magnetic, full voltage, NEMA rated, 600V, 2 Pole with manual reset thermal overload device, 110 Volt coil, Run LED pilot light, with Hand-Off-Automatic selector, with auxiliary contacts as required, but with minimum two NO and two NC aux contacts.
Contacts shall be gravity drop out, double–break. The contacts and coil shall be replaceable without removing the starter from its enclosure.

B. Combination motor starters shall include circuit breaker or disconnect switch, and auxiliary contact to disconnect the control circuit.
C. Motor Starter shall be controlled by signal supplied by well pump controls pressure switch described in mechanical drawings. Electrical to install conduit and conductors from pressure switch output to motor starter.
2.10 RV PEDESTALS
A. RV pedestals shall be earth mounted direct bury, 100A loop through feed with phase and neutral lugs sized for AL cable up to 1/0 AWG size, 120-240V, 3 wire plus ground, suitable for use as RV power supply as described in 2008 NEC 551.71.
B. Rainproof NEMA 3R construction, galvanized steel with manufacturer’s standard grey finish.
C. RV Pedestals shall be unmetered.
D. 50A 2 pole breaker with NEMA 14-50R 125/250V 50A receptacle, 30A 1 pole breaker with NEMA TT 30R 125V 30A receptacle, and 20A breaker with 15A duplex GFCI receptacle. Receptacles shall be impact resistant thermoplastic.
E. 2 watt LED light with 40,000 hour life expectancy prewired to feed from the 20A circuit breaker with copper wiring, F. Copper bus.
2.11 WIRING DEVICES
A. Wiring devices shall be specification grade. All devices of similar function shall be from same manufacturer and shall match covers.
B. Lighting switches shall be toggle; AC quiet type rated 20 amps, 120-277 volt, totally enclosed in a melamine or melamine and urea plastic face and body.
C. H-O-A Switch (Hands off Automatic) shall be single pole, two-position with center off; rated 20A, 120-277Volt, permanently labeled (nameplate) to clearly indicate switch position.
D. General purpose receptacles shall be 15 amp, 125 volt, AC, straight blade, 3-wire grounding type. Ground fault interrupter (GFI) type receptacles may be used in lieu of GFI breakers where required. GFI receptacles shall be duplex, Class A, 15 amp, 125 volt.
E. Special purpose receptacles shall be of the type, rating and design for the use intended.
F. Devices shall have smooth shatterproof nylon covers. Surface mounted devices shall have raised surface type covers, with no exposed sharp edges.
2.12 LIGHT FIXTURES AND LAMPS
A. Fixture types: Refer to lighting plans and fixture types below. Interior fixtures shall be steel or aluminum with baked enamel finish, brushed aluminum with baked acrylic clear lacquer finish, specular anodized low iridescent aluminum or stainless steel with a brushed finish. Mylar tape finishes shall not be allowed. Exterior fixtures shall be corrosion resistant metal suitable for outdoor service, with cadmium plated hardware and screws.

B. Lamps shall be manufactured by General Electric, Sylvania, Phillips, Osram or Venture.
Incandescent lamps shall be rated 130 Volt.
C. Fluorescent ballasts shall be electronic high power factor, with class P thermal protection and Class A sound rating, voltage according to service.
D. HID ballast shall be high power factor, with Class P thermal protection and Class A sound rating; energy saving (full light output) rated for operation at 0 degrees Fahrenheit. Ballast design and construction shall conform to CBM standards and be identified as such with a CBM- ETL label.
E. Interior light fixtures shall be surface mounted fluorescent 2 lamp suitable for wet location, 120V HPF non-PCB electronic ballast, white fiberglass polyester housing; shatter resistant acrylic diffuser with two 32W T8 lamps each. Lithonia DMW 2 32 32W 120V type or equal.
F. Exterior light fixtures shall be wall surface mounted fluorescent 42W lamp suitable for wet location 120V HPF non-PCB electronic ballast, suitable for operation at 0 degrees F, Dark Bronze Finish Cast Aluminum Housing with acrylic lens, Lithonia TWS 26/42TRT MVOLT L/LP or equal.
G. Exterior pole mounted solar power lights shall be LED, 100,000 hour rated, 5100K /CRI 80 11.8 lamp watts with 80W solar array, battery box with 100 Amp hour gel cell battery, mounted on 20’ direct burial pole, all aluminum construction, black powder coated finish, Greenway 80 model or equal.
2.13 NAMEPLATES
A. All panelboards and disconnect switches shall be identified with permanently attached nameplates.
2.14 TRENCHING FOR ELECTRICAL WORK
A. Backfill shall be clear of large rocks, tree limbs or other material that may damage or crush the installation.
B. Detectable marking tape shall be installed 8-18” below finished grade, located above conduits.
C. Electrical trench shall be 30” deep minimum and minimum conduit burial depth shall be 24” below grade.
D. Backfill shall be compacted.
2.15 GENERATOR FOUNDATION SLAB
Foundation slab shall be poured in place formed reinforced concrete placed upon compacted structural fill. Foundation Slab shall be in accordance with Generator manufacturer’s requirements but in no case less than 3000 PSI minimum compressive strength (28 days), extending 12” beyond Generator footprint, 12” thick with #4 rebar 24” O.C. each way, placed upon 12” of compacted structural fill. Contractor shall field locate and set elevation to provide free natural drainage away from building. Location and elevation shall allow unrestricted maintenance access, unimpeded cooling air and is subject to approval by owner. All exposed concrete corners to have a chamfer.

2.16 FENCING
A. Fence shall be constructed to enclose the propane storage tank, discharge louvers and fuel line. Fence shall generally be constructed to the following dimensions determined on site:
1. Sufficient space for LPG storage tank with 3’ clearance on all sides.
2. Sufficient space to locate LPG storage tank with 11’ separation of all potential emission sources from building.
3. Sufficient space to locate LPG storage tank with 8’ separation of any obstructions from both cooling air discharge louvers.
4. Six foot tall fence with additional 1 foot tall three strand barb wire extension.
5. Two 4’ wide, 6’ tall with additional 1 foot extension for three strands of barb wire;
single swing gates to provide 8’ clear space access for tank.
B. Contractor shall employ quality controls including manufacture, fabrication and installation to ensure compliance with these specifications.
C. Fabric: The wire shall be 9 gauge (.148”) high quality and purity to result in uniform quality and diameter (variation of less than .005 inch after coating), mesh shall consist of 2” squares, hot dip galvanized with not less than 2.0 ounces of zinc per square foot of uncoated wire surface; green polyvinyl coated by thermal extrusion process.
D. Fence shall include top and bottom rails, braces as necessary, 45 degree extensions angled outward with three strands of barbed wired.
E. Posts, braces and rails and extensions, shall be shall be Hot Dip Galvanized with zinc prior to painting with two coats of color matching the vinyl fabric coating, over one coat of metal primer. Gate and corner posts shall be Schedule 40. End, corner and pull posts shall be 2.375” diameter round, rails and post braces shall be 1.9” round; gate posts shall be 4” diameter round.
F. Gates shall be welded or constructed of cast fittings, with 1’ vertical extension with three strands of barb wire. Double gate latch shall be fork type latch with center drop rod, or plunger bar type of full gate height arranged to engage gate stop, arranged so that the center drop rod or plunger bar cannot be raised when locked. Center gate stop cast in concrete shall be provided.
G. Latches, hinges stops and keepers shall be zinc coated steel and color coated to match fence material with two coats of paint applied over one coat of metal primer. Zinc coating shall be 1.2 ounces per square foot.
H. Materials and workmanship shall conform to the latest issue of federal specifications for Chain Link Fences and Gates and the following standards.

2.17 GENERATOR SYSTEM
A. Generator System shall include:
1. Two self contained, liquid cooled, propane powered generators,
2. Automatic transfer switch, open transition, with programmable time clock automatic run feature,
3. Fuel system, exhaust systems and cooling air systems,
4. Interconnecting wiring,
5. Attachment to foundation slab.
B. Generator shall be factory assembled, catalogued equipment, factory tested and include on-site startup and 2 hour load bank demonstration by factory authorized supplier.
C. Generator System shall be guaranteed for a period of 5 years or 1500 operating hours.
Guarantee shall cover all parts whether or not manufactured by the generator set manufacturer. Technicians specifically trained and certified by the manufacturer shall serve this guarantee.
D. Materials and workmanship shall conform to the latest issue of all industry standards, publications, or regulations referenced in this section and with the following references as applicable.
IEEE446 -- Recommended Practice for Emergency and Standby Power Systems for Commercial and Industrial Applications.
IEEE587 -- For voltage surge resistance.
NEMA ICS10-1993 -- AC Generator sets.
NFPA70 --National Electrical Code. Equipment shall be suitable for use in systems in compliance to Article 700, 701, and 702.
UL508 -- The entire control system of the generator set shall be UL508 listed and labeled.
UL 2200 -- Listing Generator set.
E. Ratings
1. The generator set shall operate at 1800 RPM and at 240 Volts AC, single phase, four-wire, 60 hertz.
2. The generator set shall be rated at 0.8 PF, continuous rating, based on site conditions of sea level altitude and ambient temperatures up to 30 degrees C.

3. The generator set rating shall be based on base load service.
F. Performance
1. Voltage regulation shall be plus or minus 2 percent for any constant load between no load and rated load for both parallel and non-parallel applications.
2. The engine-generator set shall be capable of single step load pick up of 100% nameplate kW and power factor, less applicable derating factors.
3. The alternator shall produce a clean AC voltage waveform, with not more than 5% total harmonic distortion.
4. The time required to start, accelerate to rated speed and voltage, and accept load shall not exceed two minutes. Location is isolated from outside power and generators will be required to start cold.
G. Construction
1. The engine-generator set shall be mounted on a heavy-duty steel base to maintain alignment between components. The base shall incorporate a battery tray with hold-down clamps within the rails.
2. All switches, lamps, and meters in the control system shall be oil-tight and dust-tight, and the enclosure door shall be gasketed. There shall be no exposed voltage points in the control panel (with the door open).
H. Connections
1. Generator shall be provided with output load cable connections, output thermal magnetic circuit breaker.
2. Power connections to accessory devices if needed shall be supplied via 120/240V circuits.
I. Engine
The engine shall be water-cooled, spark ignition propane fueled. It shall meet specification and horsepower requirements at its minimum tolerance level, sufficient to drive the alternator and all connected accessories. Engine accessories and features shall include:
1. An electronic governor system to provide automatic isochronous frequency regulation.
2. Cooling system with integral radiator and rated for full load operation in 122 degrees F (50 degrees C) ambient. The cooling system shall be filled with a permanent anti-freeze corrosion protection mixture by the equipment manufacturer. Rotating parts shall be guarded against accidental contact.
3. Electric starter(s) capable of three complete cranking cycles without overheating.
4. Replaceable dry element air cleaner with restriction indicator.
5. Engine driven battery charging alternator.

6. Coolant heater: There is no external power supply available for engine mounted, thermostatically controlled, coolant heater
7. Provide vibration isolators, spring/pad type, quantity as recommended by the generator set manufacturer. Isolators shall include seismic restraints.
8. Provide two 120V motorized damper discharge air louver (one for each generator). Fabricate galvanized sheet steel ducting from generator radiator discharge to discharge louvers. Include flexible ducting joint to allow engine movement. Provide one gravity operated intake air louver. Louvers shall be sized according to gen-set allowable pressure drop, and approximately 200% gen-set radiator area. Louvers shall be 4” deep operating type, extruded 6063 T6 aluminum alloy with vinyl blade seals, with removable bird screens, suitable for 25 PSF wind load, manufacturers’ standard finish (black) with two 120VAC electric operators.
9. Provide exhaust silencer and through-wall thimble for the engine of size and type as recommended by the generator set manufacturer and approved by the engine manufacturer. The mufflers shall be critical grade. Exhaust system shall fabricated and installed according to the engine manufacturer’s recommendations and applicable codes and standards.
10. Provide an above ground propane fuel tank, and propane vaporizer. Fuel system regulators and vaporizer shall serve two generators, and be sized for operation of one generator at a time. Tank shall have with sufficient capacity for 250 hour operation of one generator at 75% load estimated to be 500 gallon tank. Installation shall include concrete or tank foundations. The tank shall include all local certifications and listings. Include first filling of the tank.
11. Cost deduct alternate bid: verify usability of existing 1000 Gallon LPG tank, load tank at existing location and move tank to site and install on concrete foundations, install fuel system as described in paragraph 10 above. Include first filling of the tank.
J. AC Generator
1. The AC generator shall be single phase, single bearing, brushless synchronous, built to NEMA standards. Class H insulation shall be used on the stator and rotor and both shall be protected by 100% epoxy impregnations and an overcoat of resilient non-hydroscopic insulating material on end coils. Generator shall be directly connected to engine.
Actual temperature rise measured by resistance method at full load shall not exceed 150 degrees Celsius.
2. A permanent magnet generator (PMG) shall be included to provide a reliable source of excitation power for optimum motor starting and short circuit performance. The PMG and controls shall be capable of sustaining and regulating current supplied to a single phase or three phase fault at approximately 300% of rated current for not more than 10 seconds.

K. Generator Set Controls
1. The Generators and Automatic Transfer Switch shall include dead front control panel, including control system for monitoring, and control functions for the generator set. All switches, lamps, and meters in the control system shall be oil-tight and dust-tight, and the enclosure door shall be gasketed.
2. The Control Panel shall include the following functions:
a. Timed daily automatic start, to be easily field programmable for start and run times.
b. Mode select switch with RUN 1, RUN 2, AUTOMATIC, and OFF position.
In the OFF position the both generators shall immediately stop. In Automatic position the generators shall alternate in automatic operation for approximate 8 hour daily duration. In the RUN 1 and RUN 2 position, the selected generator shall operate and supply power to the electrical distribution system.
c. EMERGENCY STOP switch, Red "mushroom-head" push-button shall cause the generator set to immediately shut down, and be locked out from automatic restarting.
d. RESET switch. The RESET switch shall be used to clear a fault and allow restarting the generator set after it has shut down for any fault condition.
e. PANEL LAMP test switch. Depressing the panel lamp switch shall cause the entire panel to be lighted with DC control power.
f. Generator Set AC Output Metering
g. Generator common alarm
h. The generator sets shall be provided with alarm and status indicating LED lamps for the following functions:
1. low oil pressure (alarm)
2. low oil pressure (shutdown)
3. oil pressure sender failure (alarm)
4. low coolant temperature (alarm)
5. high coolant temperature (alarm)
6. high coolant temperature (shutdown)
7. engine temperature sender failure (alarm)
8. low coolant level (alarm or shutdown--selectable)
9. fail to crank (shutdown)
10. fail to start/overcrank (shutdown)

PART 3 – EXECUTION
3.1 CONSTRUCTION METHODS
A. Workmanship: The electrical installation shall be done in a neat and workmanlike manner and shall be suitable for the location. Conduit stub ups, sleeves and ends left open for future connection, unused hubs in fittings and unused holes in boxes shall be plugged or capped to prevent the entrance of moisture and debris.
B. Qualification of Installers: For the actual fabrication, installation and testing of the electrical work, use only persons thoroughly trained, experienced and completely familiar with the items required and with the manufacturers' recommended methods of installation. In acceptance or rejection of the work no allowance will be made for lack of skill. All personnel shall possess a valid Washington State General Electrical License, Inside Wire Journeyman Card or shall be working on a four-year apprentice program.
C. Supervision: The Contractor shall personally, or through a competent superintendent, constantly supervise the electrical work and check all materials prior to installation for conformance with the Contract Documents and ancillary systems supplier’s requirements.
D. Changes: Reasonable changes made before installation and minor deviations to avoid interferences shall be made without extra cost to the Owner.
E. Safety: The Contractor shall conduct operations in a manner to avoid the risk of bodily harm to persons or damage to any property. Construction equipment and tools shall be in good operating conditions and be designed to perform the work required. The Contractor shall continuously inspect all work to discover any unsafe conditions and be solely responsible for their correction.
F. Protection: Use all means necessary to protect the electrical equipment and materials and the work materials, etc., of the Owner and of the other trades before, during and after installation. Do all cutting carefully to prevent damage to the work. Correct lifting, jacking and/or moving methods shall be used. In the event of damage, immediately make all repairs and replacements necessary to the approval of the Owner at no additional cost.
G. Clean-up: The premises shall be kept free from the accumulation of rubbish and debris caused by the electrical work.
H. Coordination: The contractor shall coordinate the electrical work and cooperate with the Owner the excavation contractor and utility companies to have the electrical work installed to the best advantage, insure there are no interferences, provide reasonable opportunity for the other trades to complete their work and to not delay the work.
I. Work shall be scheduled to minimize outage times to sites. It is expected that a neighborhood will be de-energized prior to excavation for new distribution, and work will not be conducted amongst energized secondary conductors. As each neighborhood is completed and inspections passed, power shall be restored as soon as possible and in no case shall any site be without power longer than two weeks.

3.2 STORING
A. All electrical equipment and materials shall be stored neatly and out of the way.
Conduit, fittings, cable, etc. shall be stored off the ground and protected from the weather in racks or bins or on shelves. Panelboards, wiring devices, etc., shall be stored indoors in a dry, warm area, free of dust and one in which condensation will not occur.
3.3 SERVICE ENTRANCE
A. Electrical services shall be installed in accordance with applicable codes and site requirements.
3.4 EQUIPMENT AND DEVICES
A. All equipment, cabinets, boxes, fixtures, etc. shall be installed plumb and true and be firmly supported either directly or indirectly by a sound and safe structural member of the building in accordance with manufacturers' instructions, or as directed. Provide additional supports, to the approval of the Owner, where required. Nails are not an approved mounting method.
B. The correct lifting, jacking and/or moving gear which will prevent damage to the equipment shall be used.
C. All bolts, nuts, screws and other fastenings shall be tight ended and all covers replaced on equipment and boxes. All electrical connections, particularly those on bus work in panelboards, etc., shall be checked to ensure tightness and electrical conductivity.
D. The mounting heights and location of similar equipment and devices shall be consistent.
Special purpose items shall be located conveniently for the purpose intended. Verify equipment and device locations with the Owner or representative prior to installation.
E. Disconnect switches, circuit breakers, etc., shall be installed so that the grip of the operating handle, when in its highest position, is not more than 6+ feet above the floor or working platform.
F. Direct bury RV pedestals shall be installed to depth indicated on body, with conduit routed up within body to above ground line, with structural backfill tamped and compacted.
G. Direct bury solar light poles shall be buried to manufacturer’s recommendation in crushed gravel backfill tamped and compacted in 6” lifts, in no case less than 5’ below grade.
3.5 RACEWAYS
A. Raceways shall be installed straight, plumb and true and shall be without kinks or sags.
Exposed raceway runs shall be either parallel or at right angles to walls and structural members.
B. Raceways, fittings, etc., shall be supported from permanent structural members of the building, either directly or indirectly, and shall not interfere with the removal of pipe or equipment for maintenance or repair. All raceways shall be kept a minimum of 6 inches

C. Bends in raceways shall be made without flattening, kinking or reducing the cross-sectional area of the raceway.
D. All raceway cuts shall be made square with a proper cutting tool. The inside and outside of all raceway ends shall be reamed to eliminate burrs and rough edges then wiped clean.
E. Raceways shall be closely and tightly fitted in couplings, connectors, boxes, etc., to provide an electrically continuous low resistance ground fault return path. Threaded joints shall be made up with at least 5 threads fully engaged.
F. Underground conduits shall be direct buried not less than 24 inches below finished grade. Underground conduits shall be properly sealed and plugged at both ends, and PVC conduit solvent welded to prevent the entrance of moisture. Solvent weld PVC conduit joints with solvent recommended by the conduit manufacturer. Follow manufacturer’s solvent welding instructions and provide watertight joints. Leave no solvent on the inside of the conduit joint.
G. If necessity dictates burial less than 18", concrete encasement shall be used, or conduits may be surface mounted to structure above grade.
3.6 WIRE AND CABLE
A. Wire and cable shall not be exposed to weather or mechanical damage longer than necessary. Cut ends of cable shall immediately be sealed.
B. Cable shall be unrolled from reels, or removed from cartons, and installed in a manner, which will prevent kinking, crushing or excessive tension on conductors and insulation.
C. Open cable shall be supported from structural members of the building, either directly or indirectly, and shall not interfere with the removal of pipes or equipment for maintenance or repair. All open cable shall be kept a minimum of 6 inches away from items producing heat. Tape is not an approved method of fastening cable.
D. All cables shall terminate in an approved enclosure or fitting as required.
E. Each cable shall be tagged at each end with its wire number and circuit identification. At pulling points, the cables shall be neatly bundled by circuit and tagged with the circuit identification.
F. Conductor connections shall be made with connectors of the proper size and type.
Compression connections shall be made with the correct die and number of crimps, or the correct tightening torque in the case of mechanical connector, according to the manufacturer's instructions and recommendations. Use suitable oxide inhibiting joint compound on all aluminum termination. Care shall be taken to not nick conductors during insulation removal.
G. Service entrance and feeder cables, including panels with branch circuit breakers open, shall have the insulation resistance to ground measured with other phases grounded after all splices and terminations are made. Insulation resistance to ground shall be measured using a 500 volt megger. The minimum resistance shall be 1.0 megohm.
Branch lighting and general purpose receptacle circuits do not require an insulation test, Braaksma Engineering 16000 - 18 Electrical functional tests only are required; however, all receptacles shall be tested for correct connection using a suitable receptacle tester.
3.7 GROUNDING
A. All electrical equipment, devices, etc., shall be provided with a ground fault return path by means of an insulated equipment grounding conductor installed with the circuit conductors.
B. Grounding conductors exposed to mechanical damage shall be protected with PVC conduit sleeves.
C. Before grounding connections are made, contact surfaces shall be thoroughly cleaned.
Connections shall be both mechanically and electrically secure.
D. Tests shall be made to verify the continuity of the ground system and all ground fault return paths.
3.8 VAULTS
A. Vaults shall be set level to match final grade.
B. Vaults shall be installed on compacted structural fill.
C. Conduit entering vault shall extend into opening 1.5 inch and be finished with a bell end.
D. Ductbank joining vault shall include reinforcing bar past vault entry. Vault entry shall be grouted.
E. Vaults shall be drained to daylight with 2” drain pipe.
3.9 TESTING
A. All systems shall test free from shorts and ground and shall be without mechanical and electrical defects. If any test indicates a failure the item shall be replaced or suitably repaired to the approval of the Owner and the test repeated without additional cost to the Owner.
3.10 COMPLETING
A. Prior to final acceptance, the contractor shall thoroughly check the installation. Checking shall consist of visual inspection and manual adjustment to confirm correct installation and arrangement and to assure the intended function, response and operability.
Checking shall include, as a minimum the following:
1. Check that all conduit, fittings, fixtures, boxes, enclosures, etc. are secure and that all conduit connections are tight.
2. Check that circuit breakers, switches, fuses, motor starters and overload heaters, etc., are of the correct rating.
3. Check that all electrical connections are correctly tightened.
4. Check that panel circuit directories and equipment are correctly labeled.

5. Check that equipment, fixtures, etc. are clean with all unnecessary labels removed and that lenses are intact.
6. "As-Built" drawings, test records and satisfactory evidence to show all work was installed in accordance with the codes and regulations shall be submitted prior to final acceptance.
7. Compile and submit as one package, all "As-Built" drawings, test reports, torque records, and satisfactory evidence to show all work was installed in accordance with the codes and regulations, and equipment manufacturer’s instructions. Records and drawings may be hand sketched if clearly legible.
8. Compile and submit as one package all equipment maintenance, programming, installation and operating instructions.
