The following items constitute a change in the requirements described in the Specifications and Drawings for the Swift Creek Campground project.

I) Diesel fueled generators.

Replace Propane powered generator in specs and drawings with Diesel fueled factory assembled generator sets rated to supply Prime Power and Base Load power in accordance with ISO 8528 and ISO 3046. The units shall meet all environmental requirements including latest EPA emissions requirements for base load units.

II) Fuel Tank and fuel system Replace propane fuel tank and alternative option with 700 gallon double wall with battery powered leak monitor system and battery powered fuel level gauge. Tank shall be UL 142 listed and labeled and of corrosion resistant construction, installed on concrete foundation pours slightly above grade to avoid accumulating run-off. Tank shall include vandal resistant lockable access for filler and inspection ports.

As an alternative to new diesel fuel tank, the bidders/contractor may verify that existing fuel tank meets the above criteria, and relocate the existing diesel fuel tank to a new slab on site, and retrofit with leak detection as necessary.

Fuel tank is to be located within fenced area according to previous design, with general dimensions of fence adjusted for tank size.

Fuel piping shall consist of above ground, field supported, and externally painted black iron pipe (not galvanized). Fuel piping system shall include return lines if needed for engine unit injectors.

III) Additional Panel and Auto Transfer switch in pump house

1) Install additional 100A MLO panel, in generator room. Label this panel “Panel 2”.

Label 100A Main Breaker Panel described issued package “Panel 1”. Install three 100A 2 Pole circuit breakers in Panel 2 (and delete from Panel 1) feeding the two RV circuits and store circuit.

2) Install 100A time clock controlled field programmable transfer switch adjacent to Panel 2 in generator room. Label this switch as “ATS 2”. Label service entrance ATS described in issued package as “ATS 1”. Install 100 2 pole breaker in Panel 1, to feed ATS 2 (note: there will be no alternate feed to ATS 2 and functionally ATS 2 could be a programmable contactor, however; it must be compatible with ATS 1 and the generators).

3) Install PVC conduit and three #2 AWG CU conductors + #8 Gnd from 100A breaker in Panel 1, to ATS 2 and from ATS 2 to Panel 2.

(Note that connected loads do not add up to generator output breaker size. It is expected that generator capacity will be used at different locations at differing times with non-coincidental demand between RV’s and store. Past experience indicates RV demand may be 2kW per unit and store demand may be managed to within capacity).

4) Install control PVC conduit and Conductors (#12 AWG) from both ATS 1 and ATS 2 to both generators; and from auxiliary Pressure control switch (or auxiliary pressure control switch contacts) to ATS 1.

Programming description:

1. ATS 1 shall alternate generator turned on between both gensets and shall have a manual override to turn on either one of the gensets, or turn off both gensets.

2. ATS 1 shall be time clock programmable to turn on one of the generators each day for expected 12 hour run time. It is expected that run time will initially be between 10:00AM and 10PM, with option to field reprogram to different hours.

3. ATS 1 shall also receive a battery operated, low voltage run signal from the water system pressure switch, to turn on one of the generators in event that water system pressure needs to be restored during the night time cycle.

4. ATS 2 shall be time clock programmable to turn off power to the RV Park and Store during the night time cycle. It is expected that run time will initially be between 10:00AM and 10PM, with option to field reprogram to different hours. The store and RV park power shall NOT come on when low water system pressure turns on the pump (and generator) during the night cycle.

IV) Pump Motor Information only: It is expected to replace 2 wire pump motor (in mechanical specification) with three wire, single phase, remote capacitor start, 1.5 HP. Refer to Mechanical Specifications.

V) Motor Starter Replace generic combination motor starter with run pilot lights and H-O-A switch, with motor manufacturer matched submersible motor control box with remote capacitor for motor starting and overload relay. This is expected to be Franklin Pumps Part Number 2823008110 but must be verified by the contractor as compatible with and matching the motor specified in Mechanical Specification.

Supply and install lockable circuit breaker (provision for installing lock, not including the actual lock) within Panel 1, for motor feeder.

VI) Control System

1. Supply and install Industrial ON/AUTOMATIC maintained contact switch adjacent to the Motor Starter.

2. Supply and install industrial type LED “RUN” Pilot light adjacent to the motor starter (may be part of the On/Automatic switch assembly).

3. Supply and install battery charger and battery for control system.

4. Install PVC Conduit and Conductors (#12 AWG CU) control system between pressure switch, ON/AUTOMATIC switch and LED RUN light. Install control PVC conduit and Conductors ( #12 AWG) from both ATS 1 and ATS 2 to both generators, and from auxiliary Pressure control switch (or auxiliary pressure control switch contacts) to ATS 1 (also mentioned in item III above).

5. Control system shall turn on pump and pilot light during daytime hours and shall turn on pump, pilot light and generator during night time hours. Control system shall be battery operated in parallel with battery charger.

VII) Pump Motor Feeder

Replace existing motor feeder design 1” C W/ three #12 conductors with 1” C with three # 8 Conductors + #12 ground. Field support conductors supplied with submersible pump in well with stainless steel sock cable grip and stainless steel carabiner clip, to support near top of well. (cables are to be spliced in J-box near well head)

VIII) Copper Feeders Replace 1.5” PVC Conduit and three 1/0AL + #8 GND feeders throughout project with 1.5” PVC Conduit and three #2CU + #8 GND. There shall not be aluminum conductors on this project.

IX) Tracer Wires Install blue insulated #10AWG copper tracer wire direct bury above all power and water lines, 18” below grade and slightly below marking tape. Trace wire shall be continuous and without splices below grade. At water tap points trace wire shall be clamped to metallic water lines using grounding type clamps below grade. Trace wire shall be brought up through floor of Pump House in ¾” conduit and terminated in labeled junction box.

X) Inspection Include cost for permit and inspection to be performed by nearest branch of Washington State Department of Labor and Industries.

XI) Store Panel

Clarification: store panel shall be 200A NEMA 3R with main breaker, and space for 30 single pole breakers. This is provided as a location to terminate the feeder, but store wiring is not included in this project. 200A capacity is provided to preclude replacing the panel (and future branch circuits) if the store is upgraded to larger demand and requires a dedicated generator.
