TECHNICAL SPECIFICATIONS
906.03F1 April 18, 2002
906.03 Units of Measurement
Delete this subsection and add the following:
“Forest Service Specifications for Construction and Maintenance of Trails (September 1996) are based on Modern Metric units of measurement. The dimensions and units of measure SHOWN ON THE DRAWINGS for this contract utilize U.S. Standard English units of measure. The SPECIAL PROJECT SPECIFICATIONS developed for this contract, utilize dual units of both Modern Metric and U.S. Standard English units of measure. All measurements referenced in the August 1996 Forest Service Standard Specifications (EM-7720-100) shall be converted to U.S. Standard English units of measure. Appendix A – Engineering Conversion Factors and Appendix B – SI (Modern Metric) Conversion Factors, are included on pages 612 – 614 of the Standard Specification Appendices to assist with any required conversions.
Where references are made to a Metric technical specification, such as ASTM or AASHTO, use the equivalent U.S. Standard English technical specification can be used for purposes of material certifications.
Work required by the contract will be paid based on the PAY UNIT (U.S. Standard English measure) as DESIGNATED IN THE SCHEDULE OF ITEMS.
Under each Specification Section with PAY ITEMS of work DESIGNATED IN THE SCHDULE OF ITEMS for measurement and payment under this contract, the last subsection “Payment - Basis”, shall have the following format:
Pay Item - Numbering system and work description to remain the same.
Pay Unit - Pay unit(s) DESIGNATED IN THE SCHEDULE OF ITEMS have been changed from metric to the corresponding unit of U.S. Standard English measure.
Payment will be by units defined and determined according to U.S. Standard English measure and by the following:
(a) Cubic Yard in Place. Measure solid volumes by the average end area method as follows:
(1) Measure cross sections of the original ground and use with design or staked templates, or take other comparable measurements to determine the end area. Do not measure work outside of the established lines or slopes.
(2) If any portion of the work is acceptable, but is not completed to the established lines and slopes, re-measure cross sections or comparable measurements of that portion of the work. Deduct any quantity outside the designated or staked limits. Use these measurements to calculate new end areas.
(3) Compute the quantity using the average end areas multiplied by the horizontal distance along a centerline or reference line between the end areas. Deduct any quantity outside the designed or staked limits.
Where it is impractical to measure material by the average end area method, other approved methods involving three-dimensional measurements may be used.
(b) Cubic Yard in the Hauling Vehicle. Measure the cubic yard volume in the hauling vehicle using three-dimensional measurements at the point of delivery. Use vehicles bearing a legible identification mark with the body shaped so the actual contents may be readily and accurately determined. Before use, mutually agree in writing upon the volume of material to be hauled by each vehicle. Vehicles carrying less than the agreed volume may be rejected or accepted at the reduced volume.
Level selected loads. If leveling reveals that the vehicle was hauling less than the approved volume, reduce the quantity of all material received since the last leveled load by the same ratio as the ratio of the current leveled load volume to the agreed
Material measured in the hauling vehicle may be weighed and converted to cubic yards for payment purpose if the conversion factors are mutually agreed to in writing.
Compute measurement using measurements of material in the hauling vehicles at the point of delivery. Load vehicles to at least their water-level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
(c) Cubic Yard Mile. A combination of linear and volumetric measurement meaning the movement of a cubic yard of material one(1) mile.
(d) Hour. Measurement will be for the actual number of hours ordered and performed by the Contractor.
(e) Each. One complete unit, which may consist of one or more parts.
(f) Lump Sum. Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.
(g) MFBM. One thousand feet board measure based on nominal widths, thickness, and extreme usable length of each piece of lumber or timber actually incorporated in the job. For glued laminate timber, 1,000 board feet based on actual width, thickness, and length of each piece actually incorporated in the job.
(h) Gallon. The quantity may be measured by any of the following methods:
a. Measured volume container.
b. Metered volume. Use an approved metering system.
c. Commercially packaged volumes.
(i) Station. One hundred linear feet measured horizontally.
(j) Station Yard. A combination of linear and volumetric measurement meaning the movement of a cubic yard of material one station.
(k) Square Yard. Measure on a plane parallel to the surface being measure or horizontal.
(l) Thousand Gallons Mile. A combination of linear and volumetric measurement meaning the movement of 1,000 gallons of material one (1) mile.
(m) Ton. Short ton consisting of 2,000 pounds. Use net certified scale weights based on certified volumes.
(n) Ton Mile. A combination of linear and weight measurement meaning the movement of one (1) ton of material one (1) mile.”

SECTION H - SPECIAL CONTRACT REQUIREMENTS
H-1
FAR 52.236-4 PHYSICAL DATA
Change section (c) to read as follows:
(c) Transportation facilities. Site is accessed via paved Chelan county roads and Forest Service roads, both paved and aggregate. Contractors are cautioned that the roadway structure on 5700 is paved and should be protected if using track type equipment.
Contractors are cautioned that the roadway structure is designed so that the completed road will support highway legal loads during a limited use season. Construction equipment often subjects the uncompleted roadway structure to loadings it is not designed to support. This is especially critical during periods of excessive moisture and will require careful selection and scheduling to permit efficient operation. Any damage resulting from operations which renders the material unsuitable for use or results in potential siltation of streams will be corrected by the Contractor at its expense.
H-11
LANDSCAPE PRESERVATION AND HAZARDOUS MATERIALS
Add the following:
(a) The Contractor shall not remove, deface, injure, or destroy trees, shrubs, lawn or natural features not designated for treatment. The Contractor shall confine operations to within the clearing limits or other areas designated in the contract documents, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside of these limits. Material which falls outside of these limits shall be retrieved, disposed of, or incorporated in the work as directed by the Contracting Officer.
(b) Prevention of Oil Spills. If the Contractor maintains storage facilities for oil or oil products on site, appropriate preventive measures shall be taken to insure that any spill of such oil or oil products does not enter any stream or other waters of the United States or any of the individual states. If a spill of petroleum product should occur in water, the Contractor shall take immediate action to clean up or contain the spill, then immediately notify the Engineer and the Oregon Emergency Response System (OERS), telephone 1-800-452-0311 or 1-503-378-4124, and then immediately notify the Contracting Officer.
Contractor shall have a SPILL RESPONSE KIT on the project whenever equipment is operating. The spill kit shall be sufficient to absorb 34 gallons of oil, designed to float on the surface, while absorbing oil and repelling water. The KIT shall meet or exceed the physical properties of “New Pig Products Spill Kit #408”.
Oil absorbing mats are required under all stationary equipment, or equipment being serviced within the Forest Boundary to prevent leaking or spilled petroleum base products from contaminating soil and water resources. Such material will be furnished by Contactor and approved by Contracting Officer.
Servicing of all equipment shall be done only in the areas approved by the Contracting Officer. If the total oil or oil products storage exceeds 1320 gallons or if any single container exceeds a capacity of 660 gallons, the Contractor shall prepare a Spill Prevention Control and Countermeasures (SPCC) Plan. Such plan shall meet applicable EPA requirements (40 CFR 112) including certification by a registered professional engineer.
Equipment shall be furnished on a fully operational basis, of modern design and in good operating condition with no fuel or oil leaks. Repairs and move-in/move-out are the Contractor’s responsibility. All equipment shall be power washed and shall be clean prior to entering Forest Service Land.
(c) No objectionable material shall be allowed to enter any stream, river, lake, or other body of water. Material which falls in these areas shall be retrieved and disposed of, or incorporated in the work as directed by the Contracting Officer, and damage to vegetation or structures outside the project limits shall be repaired as directed by the Contracting Officer.
(d) The Contractor shall not operate equipment or otherwise disturb the natural vegetation and soil beyond the areas flagged on the ground or beyond two feet from edge of walkways, top of cuts, or toe of fills.
(e) The Contractor will make every reasonable attempt to preserve the scenic and natural environment along this construction project.
(f) Prior to the start of construction the Contractor shall submit to the Engineer for approval a schedule and plan for temporary pollution control measures for the following phases of work:

PROSECUTION OF WORK – WORK HOUR LIMITS – WORK ITEM LIMITS
Add the following:
a) All construction activity shall be limited to two (2) hours after sunrise and two (2) hours before sunset, Monday through Friday, unless other hours are approved in writing by the Contracting Officer. The Contractor shall conduct activities so that interference with the public shall be kept at a minimum.
b) The Contractor shall use measures and precautions necessary to warn and protect the public and Government personnel during work at the project site. Such actions include, but are not limited to, furnishing and maintaining barricades and signs around the work site and roping off the area.
H-31
SANITATION REQUIREMENTS
Unless substitute measures or equipment are authorized in writing by the Contracting Officer, protection of air and water quality will include the use of approved chemical toilets by all persons engaged in road construction or in removing timber under this contract while they are within the boundaries of the Forest.
