L.10 AGAR 452.237-71 PRE-BID/PRE-PROPOSAL CONFERENCE (FEB 1988)

(a) - The Government is planning a pre-bid/pre-proposal conference, during which potential offerors may obtain a better understanding of the work required.

(b) - Offerors are requested and encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference, however offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated.

(c) - Questions may be addressed to Carl Ericksen at cericksen@fs.fed.us or at 509-664-9316 and Gavin Smith at 541-278-3844 or gmsmith@fs.fed.us.

(d) - The Government assumes no responsibility for any expense incurred by an offeror prior to contract award.

(e) - Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer.

(f) - Many comments and feedback on the project have been received since posting the solicitation on FEDBIZOPS. The majority have requested information on the project. Rather than wait for the scheduled in office meeting and field visit on July 9, additional meetings on the project have been scheduled. The purpose of the meetings is to provide several opportunities for interested parties to learn about the project. Forest Service personnel whose responsibilities include the development, implementation, and administration of the contract will be present. Personnel whose work assignments involve planning the restoration work activities to be performed during the course of the contract will also be available for questions. Those interested in this project are encouraged to attend one of the meetings. Questions and answers raised during the meetings will be posted on the FEDBIZOPS webpage as an amendment to this project. A total of four (4) pre-proposal meetings will be held to discuss the project. Meetings will be on the following dates and times:
