14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible) Idlewild Campground Snowpark and 2820 Road Reconditioning Project, Malheur National Forest

1. The pre-proposal meeting notes are attached and made a part of this solicitation.

2. Responses to questions have been answered and are provided and made a part of this solicitation.

3. The Wage Determination has been updated and the revision as of 07/06/2012 hereby replaces the existing revision dated 06/29/2012. Please find the updated Section J of the solicitation and the updated wage determination attached separately.

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Pre-Proposal Conference Meeting Notes and Requests for Information The project is set-aside for HUBZone small businesses. Per FAR 52.219-3 and FAR 52.219-14, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern’s employees or the employees of other HUBZone small business concerns. This does not include the cost of materials.

Sheet 2 of DrawingsThe excess excavation material will be placed near the project site. It is desired to leave as much of the material on the site as possible, but larger debris such as root wads and larger brush will need to be disposed of at the pit which is approximately 2 miles from the site.

The addition of the pullout area is mostly there. The Contractor will mostly be responsible for adding a little more on the east side. Contractor shall maintain the existing slope during these operations. Details are located on Sheet 3 of the drawings.

Sheet 5 of DrawingsDon’t forget to place the object markers on the steel gates/posts.

The boundary has been marked with long yellow flagging at 15’ from the perimeter even though the contract specifications call for clearing out to 6’ from the perimeter. This excess is to allow for potential adjustments. Within this boundary, merchantable trees have been marked with blue paint. Flagging is meant to aid in locating the project, but Contractors shall rely on the information provided by a surveyor, not on the flagging for purposes of laying out this project.

Contractor shall remove all stakes prior to submitting the project for final acceptance.

There are a couple of test pits on site to show the general material that will be excavated. These test pits were dug last year.

All contract requirements shall be completed this year. Contractors need to be aware of the temperatures that are required for the laying of the asphalt and keep that in mind when scheduling this project. Also, Contractors should be aware that there can be significant lead time on the vault toilet and this should be taken into consideration when scheduling and placing the order.

We are looking to match the vault toilet that is in Idlewild Campground. The salient characteristics of the vault toilet can be found in Specification 1007. The vault toilet shall be painted to match the toilet at the Idlewild Campground. These colors are Cappuccino Cream for the walls and Java Brown for the roof.

The concrete for the bulletin board does not have to be tested, but will be visually inspected for acceptance. The registration box and fee tube shown on sub sheet C6 of the drawings do not exist and it will not be a requirement of this contract to include these two items with the bulletin board. Please reference the separately attached drawing page that should replace the existing sub-sheet C6. This replacement page deletes the registration box and fee tube.

Bulletin board material spec is:

Medium Density Overlay (MDO) plywood—MDO plywood shall be all Douglas fir, grade B, plugged core or better, exterior type, and B-B (or better) face and shall otherwise conform to U.S. Product Standard, PS-1, current edition. Three-quarter-inch material shall be seven-ply, and 1-inch material shall be nine-ply. The resin-treated MDO facing shall be on both sides of the finished product and shall present a smooth, uniform surface intended for high-quality paint finishes. Each panel edge brand shall include the following: MDO B-B G1 EXT APA PS-1.

Paint color for the entire sign board and posts:

Paint—Paint shall be top-quality exterior acrylic (high-acrylic) latex enamel conforming to Federal Specification TT-P-19. Unless shown otherwise in drawings, colors shall be Federal Standard 595, as follows:

The testing requirements for this project can be found in Section 154 of FP-03.

It is a visual inspection/acceptance for the subgrade. See Specification 204.11 method B.

Confirm roadway obliteration on chip seal. Optional roadway obliteration shall be accomplished in accordance with FP-03 as amended by FSSS 211. Method 2 shall be used. With regards to the chipseal the FP-03 specification for roadway obliteration 211 details handling of asphalt material.
