Attached is a copy of a Federal Business Opportunities synopsis. This notice is for Commercial Services and any resultant contracts will include work on the Ochoco, Deschutes, and Fremont Winema National Forests within the Central Oregon Area. It is intended to establish a number of contracts for use across Central Oregon to facilitate the purchase of fuels management and forest health services by Government Agencies. It is anticipated that all work in the Area that is within the scope of the proposed contract will be procured under said contracts.
The attached document is the first notice notifying you that a solicitation for the Central Oregon Restoration Program will be posted to that web page around March 19, 2009. If you wish to be considered for award of a contract under this solicitation, please respond to the Forest Service as directed in the solicitation.
The work may include, but is not limited to, all forms of thinning or other saw treatments, hand and machine piling of slash, machine mastication, tree planting, burning (to include piles, broadcast or prescribed burns), pre-suppression engines, tenders, or crews, or other related services. An Integrated Resource Service Contract portion for Stewardship activities of a similar nature are also included in the work.
Award of contracts from this solicitation will be based on price, relevant past performance, and benefit to the local community. Ensure your firm completes a separate Contractor Performance Data Sheet for each recent project in which you are able to demonstrate relevant past performance. It is advised that at least three be provided for EACH work activity you wish to provide a quote on.
Please respond fully to the solicitation requirements. Provide commercial pricing only for the work activities in which your firm is interested and capable of performing. Please list all equipment you wish considered for fire activities such as engines and tenders. The rates are “shelf” rates that will be used for award evaluation purposes of the basic contract. However, when we offer work and an opportunity to review a specific unit, the work statement will be provided and Contractors will quote a firm-fixed price for that task, for example on a per acre or lump sum project basis.
An informal informational vendor “question and answer” type meeting is set to take place on March 31, 2009 at the Deschutes NF Supervisor’s office at 1001 SW Emkay Drive at 2:00 PM. An amendment providing a transcript of the Questions and Answers” will be posted to the Federal Business Opportunities website in the form of an Amendment for those contractors unable to attend. Please submit any questions you have in advance of the meeting to the email addresses provided below.
