Big Piney Office – Solicitation Questions 08/04/2009

1. Question: Are the trusses to be fire treated or pressure treated ?

Answer: Refer to specification 061753: Delete paragraph 2.2: Wood Preservative Treatment Lumber. Remove the requirement to provide pressure treated wood for roof trusses. The requirement to provide Fire Retardant treated wood for trusses will remain.

2. Question: 10/AE506 is the only section that calls for a T&G soffit whereas the other sections of soffit call for Architectural fiber cement soffit panel. (see AE509/5,6,7,8,9) Is this correct?

Answer: This is an error on detail 10/AE506 – all soffit shall be “Architectural Fiber Cement Panel Soffit.

3. Question: Calls for 6-1/4” Prefinished lap siding based on a James Hardie product. James Hardie only offers a pre-finished product in 8-1/4” Cedarmill. Is the 8-1/4” material width acceptable?

Answer: We contacted a representative of James Hardie and they indicated the specified item is available prefinished (ColorPlus). We do not approve substitution items and materials to award of the contract – substitutions can be submitted following award and addressed at that time.

4. Question: The typical 2 lane crowned aggregate road section states in the diagram to use a 6” compacted layer of crushed aggregate-grading “G”. This could mean either ¾” road base material, 1-2” washed rock or pit run material. There is a substantial price difference in this material. Can you specify the material to be used?

Answer: See specification section 321204 (table 321204-2) for required gradation. Grading “G” as shown on R-5 is a surface course material (table 321204-2); grading “C” as shown on other detail on R-5 is a base course material (table 321204-1).

5. Question: Please verify the type of material to be used for the vanity tops in rooms 109 & 110. On sheet AE401 note #3 states that these tops are to be plastic laminate, but sheet AE404 & AE405 note #19 states that these tops are be solid surface. Also detail 3/AE511 shows plastic laminate for the vanity tops. Which material should we use for these vanity tops, plastic laminate or solid surface?

Answer: Please refer to corrected drawings (vanity tops in rooms 109 &110 will be plastic laminate).

6. Question: In room 110 the reception desk also have discrepancies as to what type of material is to be used for countertops. The elevations on sheet AE406 reference note #15 with is solid surface, but the details of the reception desk on sheet AE511 show the tops to be plastic laminate with the top transaction top on 1/AE511 to be hardwood. Please verify what type of material is to be used for both the countertops and transaction top.

Answer: Please refer to corrected drawings.

7. Question: Would like to verify if we need to provide window sills. On detail 3/AE503 it does not show any window sills, but on sheet AE301 note #13 references a wood sill? Please verify if we to provide wood sills on all exterior windows.

Answer: Provide drywall as shown in the window sill details on sheet AE503.

8. Question: In section 064023, paragraph 2.11B states that the solid surface is to be ¾” thick. The LG G33 Aztec Quartz only comes in ½” thick material. Please verify.

Answer: This is an error in section 064023. Solid surfacing material thickness shall be a minimum of ½”.

9. Question: In section 064023, paragraph 2.09D.4 states that the cabinets edges are to be plastic laminate HGS. Is PVC acceptable as a edge material just like the shelf edges noted in paragraph 2.09E.1a

Answer: Refer to the drawings. All exposed edges of shelving are to be hardwood. Provide PVC edging for all concealed cabinet shelf edges.

10. Question: Per our discussion, I am not finding the warranty period for the project in the contract documents. Please let me know as soon as you can. Since the last day of questions is today and you indicated that another amendment would be forthcoming. Will you be extending the bid date? I have seen 7 calendar-day durations between the issuance of the last amendment and the bid date on Government projects. Please let me know and Thanks for your time

Answer: The contract requires a performance bond which is effective for one year after final acceptance. A separate warranty clause is not used. Normal commercial warranties for installed items should be obtained and provided to the Government. The due date and time for proposals is not being extended.

11. Question: I am working on a roof truss quote for the Big Piney Ranger Station and have found an error that I think you should be aware of. On Detail 1/AE303 the interior bearing wall is shown to be 14’ 4” in overall height. Just looking at the drawing is obvious that cannot be 3’ higher then the 11’ 7” exterior wall. Although some of the details are difficult to read on the size plan that I was provided; I have used structural detail 1/SF101B to determine that the distance between the inside of exterior wall at gridline C-6 and the corridor side of the interior bearing wall is 5’ 1”. I have also determined that the exterior wall at gridline C-6 and F-6 are the same height, 11’ 7” by examining truss profile detail 3/SF201. If the interior wall just touches the bottom cord of truss type B, then the ceiling rise of a 5’ 1” run and a 2/12 pitch is 10-3/16”. This added to the 11’ 7” exterior wall means that the interior bearing wall cannot be higher then 12’ 5-3/16”. This would mean that the ceiling, bottom chord, over the Natural Resources Rooms would have a 1-1/16” / 12” pitch.

Answer: This is an error on drawing AE303, Detail 1/AE303 - interior bearing wall is incorrectly shown as 14'4" in overall height. Use structural sheets to determine the height of the interior bearing wall.

12. Correction: "Panel D" in hallway shown on drawing E1 needs to be changed to "Panel F" as referenced on drawing E5. "Panel D" in telecom room on drawing E3 is "Panel D" referenced on drawing E5.

13. Correction: For elevations referenced on structural drawings, 100’-0” is equal to 6,771.5’ on Site survey reference points. Final building elevation shall be approved by the Contracting Officer in the field prior to beginning excavation. Grade around building shall be set at approximately 6+” below top finish floor and be graded away from building at 2 percent for a minimum of 10 feet (or outside of sidewalk), then at a 3:1 slope to existing ground. Grading will require approximately 620 cubic yards (compacted in-place) of import backfill around building – a portion of this material (approx. 200 CY) may be obtained from stripping of topsoil on the project and excess excavation from the road. Approximately 500 cubic yards (compacted in-place)of structural fill will be required inside the foundation under the building floor slab. Import backfill and structural fill shall be included in the payment for the Office Building.

14. Question: Section 2.2A calls for a “waterborne preservative” but copper naphthenate (section 2.4D2) is typically applied with an oil based solvent. Please verify this is acceptable.

Answer: See question 1, which deleted the requirement for wood preservative treatment.

15. Question: The inorganic Boron (SBX) and Copper Naphthenate treatment can discolor the wood. Blue for the Boron and green for the Copper Naphthenate. I did not see what the finish (clear/stained/painted) will be on the Heavy Timbers but the above two treatments could interfere with the finish if clear or stained.

Answer: See question 1, which deleted the requirement for wood preservative treatment.

16. Question: The above 2 issues may be moot if the intent is to not have the Timber truss and associated heavy timbers pressure preservative treated. See 2.2G. I do not see that the drawings indicate that the Timbers should be treated and (aside from the columns that support the truss) none of the timbers are less than 18” off of the ground. Please stipulate if the Heavy Timber Truss and associated Heavy Timbers are to be treated.

Answer: See previous amendment/clarifications which deleted the requirement for wood preservative treatment.

17. Question: The appearance of the timbers is stated to be Rough (section 2.1 D) but section 2.4B says to “provide a finish equivalent to that produced by machine sanding with 120 grit sandpaper.” Please verify that the appearance should be rough for all surfaces.

Answer: Provide rough surfaces for exposed heavy timber. Delete paragraph 2.4B.

18. Question: Section 2.3H calls for steel to be shop primed but the next section 2.3I states to Hot Dip Galvanize the steel. Please stipulate which is correct?

Answer: Steel will be hot dipped galvanized, prepped and shop primed.
