General Notes 1.

The Forest Service engineering does not pre-approve any materials before the beginning of a construction contract. The specifications, with very few exceptions, include language that allows technically equal products to be substituted and approved during the submittal process.

2.

Section C, paragraph C-6A is changed to allow three (3) contractor living trailers on site as well as one (1) construction/job trailer.

The last day to submit questions regarding the project is July 29, 2009.

Questions and Answers

1. Question: Is this project a set-aside?

Answer: No, this project is being advertised full and open.

2. Question: Will the contract require the prime contractor to perform 50% of the total work as noted now in Section L, F3?

Answer: The clause has been changed to state that the prime contractor must perform at least 25% of the total work.

3. Question: What is the performance period of the contract? There are conflicting numbers in the solicitation.

Answer: The period of performance for the project will be 300 days.

4. Question: What are the work hours for the project?

Answer: Work hours will be from 7 AM to 9 PM.

5. Question: Will the contractor be allowed to work 7 days a week?

Answer: Yes, the Forest Service will permit work 7 days per week.

6. Question: What is the estimated start date for the contract?

Answer: The estimated start date is September 14, 2009.

7. Question: Are there any special requirements for contractor licensing like projects constructed in the Town of Jackson, Wyoming?

Answer: No, the Forest Service does not require any special licensing for this project.

8. Question: Will the local authorities inspect the building?

Answer: The State will inspect the underground work, but the majority of inspections are executed by the Forest Service. Quality Control provisions for which the contractor is responsible are included in the specifications.

9. Questions: What are the liquidated damages for not completing the contract on time?

Answer: The following liguidated damages clause is being incorporated into the contract:

FAR 52.211-12 Liquidated Damages—Construction (Sept 2000)

(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $110.00 for each calendar day of delay until the work is completed or accepted.

(b) If the Government terminates the Contractor’s right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.

10. Question: How much snow is there on the site in winter?

Answer: The Western Climate Center shows that Big Piney has an average maximum snow depth of 5 inches in February.

11. Question: Is there water on the site available to fill water trucks?

Answer: Incidental water use will be available for the contractor’s use, but the well/ pump is not adequate to allow trucks to be filled on site.

Contractors must arrange to have trucks filled off site. The hydrant is located at the east end of the site, near the trailers.

12. Question: Is there really not power available on site?

Answer: The contract requires the contractor to provide power source for the contract. Reference Section C, Paragraph C-4.

13. Question: Section 000501 requires the contractor to measure the bid item for the building within 10 feet of the building perimeter, but other section state this measurement is within 5 feet of the building perimeter. Which is it?

Answer: The cost for the line item for the building is to be measured to 10 feet of the building perimeter.

14: Question: Is the soils report available?

Answer: Yes, it is attached to this addendum.

15. Question: The drawings show both solid surface and plastic laminate tops for Men’s, Women’s and reception area countertops. Which is the correct material?

Answer: Please refer to corrected drawings.

16: Question: Can trailers be located at the site?

Answer: Yes, the Forest Service will permit 3 living trailers and one jobsite trailer to be located at the site. The contractors will be responsible for sewage disposal for the trailers.

17. Question: On page 5 of the drawing package, the sign shows “Caribou-Targhee” National Forest. Is this correct?

Answer: No, this is not correct. Please see corrected drawing. This Ranger District is located on the “Bridger-Teton” National Forest.

18. Question: There appears to be a note missing on sheet 66 of the drawings.

Answer: Please see corrected sheet attached to this addendum.

19. Question: How many people use the housing site? Are they here in the winter?

Answer: Yes, the site is used in summer 16-20 occupants. They are mostly Firefighting personnel, so they are here at the site frequently. Two or three people use the site in winter and access for the Forest Service to the east of the property must be maintained.

The following are responses to the comments regarding the ground loop heat pump system.

20. Question: Is there a loop or slinky system involved in the loop-field?

Answer: Drawings MS101 (Sheet 149 of 163) shows that a horizontal loop field is being used for this building.

21. Question: What is the configuration of those loops?

Answer: Note on drawings MS101 (Sheet 149 of 163) states that there are 5 loops in three trenches. Detail 1 on drawing MS101 (sheet 149 of 163) shows the arrangement of the piping in the trench.

22. Question: Is the loopfield a series or parallel flow system?

Answer: The three trenches are piped in parallel flow as shown on drawing MS101.

23. Question: Is their a header designed for the circuits or does each circuit have a home run to the building?

Answer: Drawing MS101 (sheet 149 of 163) shows that each circuit has a homerun to the building. Piping Schematic on drawing MH601 (Sheet 141 of 163) shows the manifold inside the building.

24. Question: Item 2.2A under section 232113 in the specs document states 99 percent glycol solution, but item 3.3A specifies a solution that is rated to negative 10 degrees F. Which one is it? It’s usually between 25 and 30 percent glycol to water solution.

Answer: Paragraph 2.2A in specification section 232113 states that the propylene glycol used must be 99% pure propylene glycol. Paragraph 3.3A is correct in that the solution needs to be rated at a negative 10-degrees F. An approximately 30% solution of propylene glycol and water with provide a rating of approximately negative 10-degrees F.

25. Question: Item 3.4A under section 232113 in the specs document states that “drawings indicate general arrangement of piping, fittings, and specialties”......are there any drawings that show specific arrangement of pipes?

Answer: Drawing MS101 (sheet 149 of 193) shows general arrangement of exterior ground loop heat pump piping. Drawings MS402 (sheet 136 of 163) and drawing MH601 (sheet 141 of 163) show general arrangement of interior ground loop heat pump piping.

26. Question: The detail on sheet MS101 shows a pipe detail, is this the arrangement of the field pipes, or is this a detail of the header runs?

Answer: This is the piping arrangement for the field piping. Keyed note 1 states that the header piping is to be run in a 24" wide trench.

27. Question: If there are to be three sets of five pairs, why does the drawing on sheet MS101 only show 9 pipes?

Answer: It is a drafting error. There should be five pairs of two pipes in each field trench. See corrected drawing.

28. Question: What are the pipe dimensions for the field and header pipes.

Answer: Detail 1 on drawing MS101 (sheet 149 of 163) shows a minimum of 18" spacing between each loop. There should be approximately 6" spacing between supply and pipe. There is no specific spacing for the header; typically, they should be installed with adequate clearance for adequate compaction around the pipe.

ADDITIONAL CLARIFICATIONS

1. See the enclosed detail for detailed piping arrangement for each loop.

2.

The ASTM 2160, High-density polyethylene piping for ground source heat pump supply and return piping shall be SDR 11 for exterior of the building and SDR 9 for interior of the building.
