Solicitation AG-024B-S-16-0032 Amendment 000001 U.S. Forest Service L-380 Course Instruction National Office

SUMMARY OF CHANGES

AUGUST 12, 2016

1. Section 3.3

a. The following was added after the first sentence:

i. In order to keep the impact low on staff, outdoor simulations should be no more than 30% of the total delivery and be flexible enough to adapt for inclement weather.

2. Section 3.4

a. Removed entire section and replaced with the following:

3.4 CLASS AND SESSION SIZE

(a) Academy is a series of courses of differing subject areas that is provided to a minimum of 40 and maximum of 64. It is common for two (2) academy’s to run concurrently with courses offset of each other.

(b) A session refers to a specific course delivery within an academy. L-380 is a five (5) day period of training with in the academy. There will only be one session in any given week. Each session may have up to 64 students which will require them to be subdivided into one to two classes.

(c) Class size ranges from 20-32 students per NWCG design criteria. The maximum instructional group size is 32 students. Classes having more than 32 students must be split into two or more instructional classes.

(d) Four (4) to eight (8) sessions will be held per contract period at the WFAP.

Occasionally 2 sessions may be held simultaneously creating the potential of 128 students at one time. (i.e. 4 instructional groups of 32 students, 4 lead instructors & 12 instructors).

3. Section 3.5 (c)

a. Replaced academy with class.

4. Section 3.9

a. The following was added after the first paragraph:

i. If the Government determines it is to their advantage to provide an Agency Unit Instructor (AUI) or Subject Matter Expert (SME), the Government will provide one. This AUI or SME is not intended to augment the contractor’s required staffing.

5. Section 3.11 (c)

a. Removed section and replaced with the following:

(c) The tentative schedule for 2016-2017 academic season at the WFAP is as follows:

Task Order #1: Oct. 24-Oct. 28, 2016 and Oct. 31-Nov. 4, 2016 (2 sessions) Task Order #2: Feb. 6-10, 2017 (1 session) Task Order #3: Feb. 27-Mar. 3, 2017 and Mar. 6- Mar.10, 2017 (2 sessions) Task Order #4: Mar. 27- Apr. 1, 2017 (1 session)

a. The following was added:

i. (f) Contractors can choose to eat meals provided by the on-site caterers. If the contractor chooses to eat meals provided by the on-site caterers, they will not be reimbursed for those meals.

8. Section 3.14 through 3.20

a. Sections were renumbered.
