QUESTIONS AND ANSWERS
AUGUST 12, 2016
1. On page 3, section 1.1, Schedule of Items: if our curriculum delivery methodology requires and is contingent upon more than the minimum ratio, should we include that extra individual in item 8?
Include the extra cost of the instructor in the “Price per Course.” The price for additional Lead Instructors and Instructors relates to additional personnel required by the government.
2. Is there reimbursement for costs and resources purchased should the WFAP have to reschedule or cancel? Please clarify the reimbursement policy should the WFAP cancel the course within 30 days of execution.
See FAR 52.1212-4 Contract Terms and Conditions – Commercial Items (May 2015), (l) Termination for the Government’s Convenience.
3. On page 20, section 3.3, Course Delivery: Please define what "minimal" means. The addition of "minimal" is a difference in language from the RFI. We are seeking clarity why that change was made and how it might impact our curriculum delivery.

4. On page 21, section 3.4, Class Size: Please clarify the class size as it relates to the tentative schedule in section 3.11 (c). Specifically, does each date range have 2 classes (4 total classes for first date range), or does each date range have 1 class (2 total classes for first date range)?

5. On page 21, section 3.6 (a) (2), Certification Requirements: Who is the contact at NWCG to submit curriculum delivery changes?

6. What is the timeline for submitting these changes and what is the timeline for approval? If approval of new material cannot be obtained before the Aug. 19th deadline for Offers, can Offerers still be considered for a contract contingent on the approval of the material updates?
Please submit your request as soon as possible. Reviews of submitted changes will be completed at the earliest convenience, in regards to the anticipated award dates of the solicitation. Offers will be considered contingent on approval of changes.
7. On page 25, section 3.13 (c), Travel Expenses: If our program design demands some setup time greater than 2 days prior to the start date, can travel be arranged earlier? What is the process for requesting extra set-up time?

8. Are Agency Unit Instructors (content experts) available for the delivery of these L-380 courses?

9. If awarded a contract, can third party instructors eat the food prepared by caterers for the firefighters at the WFAP facility?

10. When will the contracts be awarded?
We anticipate award being made on or around September 8, 2016.
11. If critical to the curriculum delivery, will the WFAP be able to secure permission to operate in the out-of-doors space on McClellan Business Park property?
The out-of-doors space at the McClellan Business Park is common use, therefore it is on a first come, first served basis. There are several parks in the area that the contractor can reserve on their own for the outdoor simulations.
