SUMMARY OF CHANGES

SEPTEMBER 7, 2016

1. Edits to the Section 1.1 Schedule of Items

(a) Changed Title from “Required” to “Proposed” number/type of Instructors. Added a blank where

Offerors shall include the number of instructors that they will provide for the given line items.

(b) Added “Maximum” to Price per Course, and further defined the title with asterisk that references pricing section.

(c) Combined line items 0003 and 0004 from original solicitation into one line item, adjusting the numbering of the line items accordingly.

(d) Deleted Line Items 0006‐0007 Additional instructors.

2. Edits to the Definitions found after the Base Year pricing table.

(a) Line items 0001‐0005: Offerors may choose to provide prices for those line items (0001‐0005) that they would like to be considered for. It is acceptable to provide pricing for one, some, or for all line items. Offerors shall also specify the standard compliment of Unit Instructors and Lead Instructors provided by filling in the blanks included in each line item. Pricing shall represent the Maximum Price for the stated number of instructors. The price of Additional Instructors will be negotiated and ordered at the Task Order level.

(b) Additional Instructors: Deleted

(c) Line item 0006 Travel: Changed Language

Awardees shall provide a travel cost estimate at the time of the Task Announcement when asked for a Request for Quote. Travel reimbursement will be authorized for the numbers of instructors specified on each line item. Authorization for travel reimbursement above and beyond the number of Instructors provided in the Schedule will be negotiated at the Task Order level. Travel will be directly reimbursed as stated in Section 3.14.

(d) Line item 0007 Miscellaneous: Added language to Miscellaneous to address role players & additional

Instructors.

Miscellaneous: Unforeseen cost for logistical needs, approved in advance by the Contracting

Officer (CO) or Administrative Contract Officer (ACO). (May include role players and additional instructors as negotiated at the Task Order level.)

4. Section 3.5 Student/Instructor Ratio: Edited the following language.

3.5(c) Minimum requirement of Instructors based on class size.

≤24 Students (1 lead, 2 instructors)

25‐32 Students (1 lead, 3 instructors)

33‐48 Students (2 leads, 4 instructors)

49‐56 Students (2 leads, 5 instructors)

57‐64 Students (2 leads, 6 instructors)

3. Section 3.8 Government Responsibilities: added the following language.

3.8 (d) Assist contractor with the coordination of offsite/outdoor spaces in support of simulation exercises.

4. Section 3.9 Government Provided: edited the following language.

3.9(b) If the Government determines it is to their advantage to provide an Agency Unit Instructor (AUI), Subject Matter Expert (SME), or role player, the Government will provide one. This AUI, SME or role player is not intended to augment the contractor’s required staffing.

5. Section 3.12 Ordering Procedures: edited the following language.

3.12(a)(ii) At a minimum, task announcements shall include specifics such as the period of performance, place of performance, the number of students in a given academy and travel details.

3.12(a)(iii) Task Orders will be issued no later than 30 Days prior to the day the services are required. Oral orders are not authorized.

6. Section 3.13 through 3.14.

(a) Sections were renumbered.
