Summary The Forest Service is in the pre-solicitation phase for the award of a contract to support the new Interagency Resource Ordering Capability (IROC) web-based system. The U.S. Forest Service seeks information technology (IT) expertise to develop IROC using agile development processes. IROC will replace the Resource Ordering and Status System (ROSS) that has been in use since 2003. Agile development services include data integration with multiple federal, state and local applications, software releases in accordance with the sprint cycle, and Operations and Maintenance (O&M).

Request for Information Details Introduction The Resource Ordering and Status System (ROSS) has been in use since 2003. ROSS will be retired and replaced with a new web-based system, the Interagency Resource Ordering Capability (IROC), which will transform how the U.S. Forest Service and the interagency wildland fire community order, track and manage resources to fight wildland fires and respond to all-hazard incidents. Through this Statement of Objectives (SOO), the U.S. Forest Service seeks information technology (IT) expertise to develop the IROC.

Background The Resource Ordering and Status System (ROSS) is an application to mobilize and deploy a multitude of resources, including qualified individuals, teams, aircraft, equipment and supplies in place to fight wildland fires and respond to all-hazard incidents. FS is the managing agency for ROSS. The application is used to ensure that the limited number of resources available are deployed to where they are needed most to protect people and property. It is also used to support the basic needs of the first responders and support personnel at an incident location by processing orders and replenishing everything from supplies to sanitation and catering. ROSS continues to be the main tool for placing and tracking orders of resources and supplies.

As mentioned in the introduction, ROSS has been in use since 2003. It is currently a software package that must be downloaded to individual computers rather than a modern, web-based tool. ROSS is currently in steady state maintenance and is not undergoing further design efforts. The U.S. Forest Service and the interagency fire community agreed that a newly developed Interagency Resource Ordering Capability (IROC) should replace ROSS.

Place of Performance Contractor shall perform the services at its facilities. It is preferred but not required that the Contractor’s project team be located in Boise, Idaho to facilitate frequent meetings with the Forest Service. The majority of meetings will occur virtually via teleconference or videoconference. Some meetings will require in-person attendance in Boise, Idaho. If a meeting must be in-person, the Contractor shall receive advance approval from the COR. All travel costs shall comply with the Federal Travel Regulation.

Acquisition Strategy The acquisition strategy for the design, development, and implementation contract will be determined by the Government after analyzing RFI responses and completion of adequate market research. Services will be firm fixed price. The government anticipates a best value tradeoff evaluation process.

Classification Code: D399 IT and Telecom - Other IT and Telecommunications

NAICS Code: 541 - Professional, Scientific, and Technical Services / 541512 - Information management computer systems integration design services.

The Government anticipates issuing a solicitation for this requirement not later than December 31, 2015.

52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997)

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

(b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.

(c) This solicitation is issued for the purpose of: Market Research and planning to support solicitation preparation for the Interagency Resource Ordering Capability (IROC) web-based system.

(End of provision)

Requested Information The Forest Service is not seeking elaborate responses, but rather concise, meaningful responses from vendors with agile development expertise.

Responses received are considered procurement sensitive information. Responses will not be returned and the Government reserves the right to use the responses to this RFI to amend the SOO, acquisition strategy and associated documents or approaches for this project.

8. To your knowledge, is or has the off-the-shelf product been hosted in a FedRAMP-certified data center?

9. Based on the information provided in this RFI, how many agile sprints would be required to complete this project?

10. Based on the information provided in this RFI, what duration of time would you expect is needed to adequately complete the work?

11. What additional data elements does the government need to provide in order to allow offerors to develop accurate firm fixed prices for these types of services?

12. Any additional information or comments that may be helpful to the Forest Service in finalizing the strategy and requirements for this project.

13. List questions or comments regarding the draft documents.
