Vision and Approach

The Interagency Resource Ordering Capability (IROC) will provide updated, reliable, and automated capabilities to reduce duplication, increase efficiency, and effectively order, manage, track, analyze and report on resources associated with interagency wildland fire and all hazard incidents throughout their complete lifecycle.

The new Interagency Resource Ordering Capability is intended to increase access to accurate, reliable, and timely data for enhanced decision-making and planning capabilities. Investigate and improve all processes affected by the IROC project resulting in fewer errors, reduced business risk and cost savings. The system provides executives, users, and resources with direct access to appropriate information to meet state and federal reporting requirements.

Stakeholders interviewed expressed that the Interagency Resource Ordering Capability must provide an integrated solution to the many information systems currently used to support the collection and reporting, decision support, planning, and financial management of Wildland fire incident information. Incident information is used extensively for historical reporting. Requests for Incident data from Congress and other Intelligence teams from multiple agencies are a regular occurrence. The new system must provide the ability to have a full picture of previous incidents. The ability to provide easy, standard reporting and flexible, ad-hoc reporting for full analysis is essential.

The approach taken to gather business requirements and identify user specific needs included:

Interviews conducted with over 210 Stakeholders including, but not limited to, Executives, GACC Coordinators, Dispatchers, Cache Personnel, Subject Matter Experts, Buyers, Data Warehouse Personnel, and State Compact Representatives.

Online request for feedback was sent to over 14,000 ROSS users with excellent response rate over the 4 week period:

o Overall more than 20% response rate.

o Of the 2,732 responses, 58% were Active users.

Conducted review on the existing 3.0 reports with priority given to areas where there were gaps.

Conducted interviews with Intel personnel and gathered copies of most requested reports.

Reports and screen shots below are mock-ups and may change during the design phase. Forest Service Senior

Management ultimately decides what will go forward and be implemented. Budget availability, acquisition cycles and the amount of work to be performed will determine when the capability will be developed and fielded.

Introduction

The purpose of the Interagency Resource Ordering Capability (IROC) is to enable effective management of an incident and the ordering of resources needed for managing the incident. Throughout the life of an incident, including after it is over, real time reporting is needed to produce a complete and accurate view of events associated with an incident.

The goal is to provide consistent and accurate real time reporting to produce a complete and accurate view of events associated with an incident for strategic decision making and predictive modeling.

Implementing a reporting dashboard will achieve increased operational effectiveness and efficiencies in business processes that will benefit users in the following ways:

Provide the community with the ability to expedite and efficiently manage the execution of incident reporting.

Provide timely and accurate information to the interagency wildland fire management community.

Provide accurate data reporting for analyses of the facts to make informed decisions based on empirical evidence.

Provide a complete view of an incident throughout its complete lifecycle; initial attack through disposition of final resources.

Provide improved business intelligence and knowledge management.

Provide historical data for analysis and predictive modeling.

Provide operational data for real-time tactical and strategic decisions.

Provide "real-time" availability of resource throughout the nation.

Provide system intelligence to aid in mobilizing resources (e.g., calculations and recommendations on the most cost effective assets to mobilize).

Provide the insights needed into successes and opportunities in the organization as a whole or broken into parts, by incidents, ordering, vendor(s), resource items, etc.

Provide unified reports which join different views of the organization(s) in one place.

Provide exception and override reports.

Provide a solution that allows for the importing, sorting, and formatting data in an organized fashion to answer specific business question(s)/need(s).

Provide a process for querying data sources with different logical models to produce custom report(s).

Provide a single user interface regardless of organizational membership or computer system used.

The vision for the reporting dashboard is a technical environment that is always available, secure, highly responsive, flexible in configuration, easy to maintain, enhance, and upgrade, and, above all, one that provides the information and analysis tools to support the user in fulfilling the mission and goals of the agencies.

Reports Mock-up

Reports are an important tool to visually represent data, ideally in a way that aids the end-user in strategic and tactical decisions. Reports in IROC are expected to be used in many ways, including, but not limited to:

Allowing for analysis of real-time and historical data.

Visual representation trends.

Providing accurate and clear detailed records.

The Report Mock-ups provided in this deliverable are intended to provide a high-level view of content in IROC.

Additionally, these Mock-ups provide suggestions for visually representing the data.

While these Mock-ups are not in themselves 508 Compliant, IROC is required to be 508 Compliance. Because 508 Compliance is such a critical requirement, a Mock-up is included (Ralph Responder: 508 View) to illustrate options for more comprehensive 508 Compliance.

Repeatedly during interviews and in the online feedback request responses, it was made clear that the current content of reports is not the problem. The problem was reported to be the difficulty is getting to the data and in creating and maintaining reports. There were also numerous concerns about the accuracy of the data.

Data accuracy will be addressed with SDMT either as a stand-alone tool or as an integrated tool within IROC.

The Mock-ups represent recommended solutions for ease of use of reports and data access in general. These Mock-ups should be considered a starting point for the Design and Implementation Phase of IROC. Focus of the Mock-ups is on dashboard and summary views. In the next phase it is advisable that experts in the field of User Experience be consulted to finalize design.

This deliverable focused on making the data for the most common reports easy to understand and actionable.

There are COTS products (i.e. Dundas) that provide a single framework for developing and delivering visual dashboards with data-driven drilldown report capabilities. This is critical for making data actionable.

The Mock-ups are presented on the following pages as screenshots. There is an interactive .pdf version that can be found at Attachment 6, IROC_Interactive Mock-ups.
