B.3 NOTE
This solicitation, AG-0116-S-11-0084_FP, is being issued concurrently with AG-0116-S-11-0084_TM.
The difference between these two solicitations is that this solicitation has no Time & Material elements as pay items, which require the government representative to direct work, and the other does. In the past, Tongass National Forest has issued multiple solicitations with Time & Material elements.
The reason that these two solicitations have been issued concurrently is that federal policy proscribes Time & Material contracts unless no other type of contract vehicle is appropriate. Issuing these together will allow the government to determine if it is possible to award a contract of this type as a firm fixed price contract.
The responses to these two solicitations will be evaluated separately, and the type of solicitation that is more beneficial to the government will be awarded upon final review by the Regional Chief of the
Sitkoh River Restoration
Contracting Office. Therefore, offerors are encouraged to provide responses to both solicitations in the event that the Time & Material version is disallowed.
Ensure that responses are sent separately, and identified accurately with the “TM” or “FP” extension.
SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 Scope of Work:
Background: Currently, the stream at this area has diverted from its original channel, flooded over its banks and is running along the road. Water frequently jumps the riverbank due to poor road placement and too low of an elevation next to the river.
Project Goals:
The overall goal of this project is to reinforce the riverbank, plug the hole where the water overflows the bank, restore the course to its natural run, and improve fish habitat.
Work includes furnishing all materials, equipment, and labor required to rehabilitate 1 mile of stream corridor and the adjoining floodplain. Work includes clearing, excavation of material (rock, logs, rootwads, etc.) gathering, material haul, reconstruction of roads, construction of access roads, installation and removal of drainage structures, hauling, placement of borrow materials, and dewatering.
To achieve these goals, base bid work includes construction of approximately 10 log and rock structures; and excavation of approximately 1,200 cubic yards of material from the abandoned river.
Option item work includes construction of approximately 10 additional log structures and placement of approximately 100 logs over about 1 mile for floodplain rehabilitation.
C.2 Location of Work:
The Sitkoh River Restoration project is located on the Sitka Ranger District on Chichagof Island along the False Island Road System in Southeast Alaska.
Primary construction and work activities take place along the Sitkoh River and the adjacent roadways.
Material gathering sites are located along FDR 7540 and its adjacent spurs within 1 mile of their junction with FDR 7540 from approximately MP 8 to MP 14 Materials will also be gathered along FDR 7553 and its adjacent spurs within 1 mile of their junction with FDR 7553 between approximately MP
0.0 to MP 2on FDR 7553. Existing log stockpile is located adjacent to the False Island sort yard near the marine facility
Instream work will occur in and along the Sitkoh River adjacent to FDR 7553 from MP 0 to MP 1 (upper Sitkoh River, diversion site, base bid work) and FDR 7540 between MP 8 to MP 13.5 ( Middle Sitkoh River, option item work)
The False Island road system on Chichagof Island is remote and has no local services available. The False Island road system is accessible only by marine or charter air transportation. The nearest full service community is Sitka Alaska approximately 32 air miles southwest.
C.3 Description of Work:
Total work for the Sitkoh River Restoration project will construct approximately 20 engineered log jams along river banks an along FDR 7553 and place 100 trees along the floodplain on approximately 1 mile of the Sitkoh River. Approximately 0.1 miles of historic Sitkoh river channel, as staked by the COTR, Sitkoh River Restoration will also be reconstructed. This work includes install and removing a contractor furnished temporary equipment crossing at MP 0.3 on FDR 7553 to access the site, gathering trees (falling, excavating, haul, and stockpiling) for log jams and log structures, constructing and rehabilitating approximately 1 mile of spur access roads off of FDR 7553 (base bid) and FDR 7540FI (option items) to get materials to the river, mobilizing gathered materials to the work sites, Reconstructing and storing existing roads to obtain and mobilize materials; from borrow sources identified by the COR, and decommissioning 0.25 miles of FDR 7553 which has captured and diverted the Sitkoh River.
The following work will be performed: channel construction (all associated clearing, grubbing, excavation, endhaul and stockpiling excavated channel materials), install and remove a temporary crossing (with contractor and government furnished structures), construction and storage of access / spur road to work sites, tree and stream material gathering and hauling to work sites for the construction of wood and rock instream, bank, and floodplain structures.
The Contract is composed of base bid items and option items. Work associated with the base bid and options are described below.
C.3.1 FY 2011 Work Commencement
Work will be conducted during FY 2011. Field operations will commence around 7/7/2011 pending issuance of the Notice to Proceed. Instream work can proceed on the same date and terminate on the Sitkoh River by 7/31/2011. The proposed work schedules submitted by offerors based on alternate award dates will be reviewed for probability of successful completion by the termination date.
C.3.2 FY 2011 Work Work involves tasks covered under AQ, lump sum and equipment rental pay items. Specific pay item details are listed in the specifications, H section, drawings, and SCHEDULE of ITEMS.
Table 1 is the estimated number of hours for 2011 for the Upper and Middle Sitkoh River work sites to construct wood and rock instream, bank, and floodplain structures. Bid items are broken out into 2 primary work areas. The Base Bid Items are intended for the Upper Sitkoh River, the area upstream of the temporary road at FDR 7553 MP 0.3. C.4 General Conditions
Equipment will at times be working within or around live or dry streambeds and floodplains. Some work will require operation in or around flowing or ponded water up to five feet in depth. Equipment will transport large boulders up to 2 CY each, cobble and gravel, trees and brush and large wood (up to but not limited to, 48” DBH, 60 ft. in length, approximately 30% or more with rootwads attached) from harvest location to designated stockpile sites and finally to the desired locations (restoration sites). Excavators will excavate trenches, contour banks and stream channels, fall and place native materials (trees/logs, woody debris, boulders, cobble and gravel) in the stream channel and within the stream banks. Excavators will also be used to move and sort rock materials, load trucks and stockpile materials, place dewatering and erosion control measures. Laborers and fallers will be used to cut trees, choke trees for picking and moving by heavy equipment, assist in constuction of log stuctures, install and monitor dewatering structures and erosion control devices. The contractor will determine what equipment and methods will be used for gathering and hauling materials to the work sites and moving heavy equipment, though the COTR and Inspectors will provide clarifications to ambiguities in the contract and suggestions that may aid the contractor.
C.5 General Description of Work Units
C.5.1 Alignments, Grades, Designated Materials, and Stockpile Locations
The Government will stake construction limits, channel centerline, cut and fill elevations, catch points, and set reference stakes, designate sources, materials to be moved, establish stockpile locations and flag access roads for the project area. The Government will adjust grades and final structure location as required based on field conditions as construction progresses.
C.5.2 Access Road Reconstruction and Storage / Obliteration (Lump Sum)
Approximately 0.25 miles of FDR 7553 will be reconstructed to the lowest minimum standards to safely and adequately get materials and necessary equipment to the channel diversion site at MP 0.7. This section of road has a portion of the Sitkoh River flowing over it with average depths of approximately 0.5ft with occasional pools or holes 1 to 1.5ft deep. It is anticipated a large excavator will prep the remaining road bed for access to the diversion site to install an aqua dam or other equivalent coffer dam (approved by the CO) diverting all flow into the left bank side channel. Once the water is diverted off the roadway; minimal leveling, smoothing of the road and channel excavation will commence in the old historic channel and a 6WD articulated rock truck will be used to endhaul the excavated streambed materials and stockpile where needed for a bulldozer or excavator to improve road surface conditions.
The roadway will only be conditioned (smoothed and leveled) to the bare minimum for safe operations of equipment operating and performing tasks along its length. The contractor should anticipating operating the equipment along the rough roadway to haul / drag / carry in logs from the temporary crossing at FDR 7553 – MP 0.3 to designated stockpile sites.
Sitkoh River Restoration
Minor sections of additional roadway may need to be reconstructed mainly by placing adjacent log materials in removed culvert sites and backfilling with the adjacent stockpiled materials. An estimated seven crossings need to be reconstructed to get access to material gathering locations and the quarry site up road from the diversion channel work on FDR 7553.
After instream work is completed the roadway will be decommissioned and log structures (wing jams) constructed and backed with end-hauled streambed materials.
C.5.3 Access Spur Road Construction
An estimated minimum of 4 access spur roads will be constructed to haul logs and rootwads to the river and excess channel excavation away from the River for total project work.
Base bid work includes one 300ft access spur to be constructed on the upper Sitkoh River for access off of FDR 7553. Excavated streambed materials will be used to make a road bed for improved truck end haul to get the remaining excavation out of the channel.
Option item work includes three access spurs (~5000 Feet total length) to be constructed to access the Middle Sitkoh River sites off of FDR 7540 at locations approximated on the vicinity map (Sheet 2) at locations approximated on the vicinity map (Sheet 2). These routes will have puncheon placed (logs and brush) that is obtained within and adjacent to the spur road clearing limits to improve access by tracked vehicles. Actual locations will be agreed to in the field by the Contractor and the COTR. To the greatest extent possible, routes will utilize old skid trails to minimize disturbance to the surrounding terrain and soils.
Only the bare minimum clearing will be allowed to safely transport the necessary equipment and logs / rootwad logs to the designated work sites. After instream work is completed the spurs will be rehabilitated and put to bed. Rehabilitation will include ‘fluffing’ matted puncheon material and recontouring any cut/fill slopes.
C.5.4 Log and Log with Rootwad Harvest, Transport and Mobilization (Lump Sum)
Harvest and mobilization of wood materials are covered by Lump Sum pay items and equipment rental. An existing stockpile of logs will be moved from the Ocean Boulevard stockpile site at FDR 7540 – 0.5 MP to the temporary crossing at FDR 7553 – 0.3 MP (217 logs – base bid) and the spur access junctions with FDR 7540 between approximate MP 12.00 to 13.25 (~176 logs – option item).
Numbers of logs required are designated on sheet 2 of the plans. Log sizes vary from approximately 12 to 24” DBH with the predominace of trees less than 16” DBH. Sizes are measured 4.5ft above the butt of the cut tree. Log lengths will vary from 30ft to 60ft. The trees to be hauled from the sort yard will be marked and designated on the ground by the COTR. Work for this haul includes the direct load, unloading, haul and stockpiling at the above mentioned locations.
Harvesting young and old growth rootwads with trees attached, harvesting old growth logs and mobilizing the rootwad trees and logs, old growth trees, and young growth trees from the above listed stockpile loactions to the instream work sites will be by equipment rental. Live and standing dead harvest trees will be marked and designated on the ground by the COTR. It is anticipated to use the 6WD rock truck to haul short length logs and rootwad trees (~30ft in length) to the beginning of the
Sitkoh River Restoration spur road on FDR 7553 (Upper Sitkoh only) and then use excavators and or a dozer to move materials to the instream work sites. Option Item rootwads will be mobilized to the Middle Sitkoh River spur roads off FDR 7540 utilizing a 6WD rock truck. Logs and rootwad trees will then be mobilized down the spur road with excavators to instream work sites. As seen on sheet 2, Local Vicinity Map, base bid harvest trees are located along FDR 7553 and the rock pit spur road. Option item harvest tree source areas are located along FDR 7540FI and access spurs.
All mobilization of materials along constructed access spurs will minimize disturbance. Any puncheon failure in soft ground will be repaired immediately with additional puncheon developed from locations along the spur and road routes as identified by the COTR.
C.5.5 Tree Extraction and Stockpiling
The majority of log materials will be stockpiled at the False Island sort yard for the contractor to mobilize. There will be rootwad trees and some additional logs that will be developed for the project work. All tree harvest will be felled with the excavator and/or a qualified timber faller provided by the Contractor. This phase of the project will be started before and possibly continue during instream activities.
Trees designated for extraction and stockpiling will be marked by the COTR in the field. See Sheet 2 for approximate timber harvest areas. The extraction, mobilization and stockpiling of rootwad trees and logs in the adjacent work areas and from designated sources will be considered incidental.
C.5.6 Dewatering and Water Quality Maintenance (Lump Sum)
Dewatering and water quality maintenance will be performed under pay item 15722 for pump rental, dewatering material supplies, installing, maintaining and removing dewatering facilities. The requirements of the pumps and other dewatering materials are listed in section H.17. The fueling and any maintenance on pumps is incidental to pay item 15722. All operations and set up for dewatering (coffer dam, moving facilities, etc) are incidental to this pay item. The contractor will submit a dewatering plan to the CO for approval prior to installing dewatering facilities.
C.5.7 Channel Construction (Lump Sum)
Channel construction work includes clearing downed logs, grubbing brush and trees in channel limits and gravel stockpile areas, excavation, hauling and stockpiling river gravel, and shaping and contouring the channel banks.
There is approximately 1300 CY (in- place quantity) of excavation in the historic channel. This material will be moved and stockpiled at 6 different locations associated with the lower cross channel jam ( 150 CY in-place) at station 10+66.57 on sheet 5 of the drawings, diversion crib jam (~400 CY in-place) at ~ Sta. 6+60, and at 4 wing jam sites along a ~1/3 mile stretch (the washed out section of FDR 7553) of road paralleling the historic channel (100 CY each site) as staked by the CO. The remaining excavated materials can be utilized by the contractor to improve the washed out road way to improve haul or spread out to the elevation of the floodplain along this same portion of the road.
C.5.8 Instream, Log Jam/Crib Structures, and Floodplain Construction (Equipment Rental)
Sitkoh River Restoration
After materials are stockpiled for all work sites, Log jam construction and floodplain wood will be placed. Log structures will be constructed with excavator. All machines shall have qualified operators with past experience with restoration construction of log structures or logging experience that includes moving, decking, handling logs and road construction.
All equipment working within the high water mark of the channel will be power spray washed to remove excess oil and grease before acceptance of equipment (see H.13) Engineered Log Jams “Formidable, Multi-faceted Frames” and other instream structures (See Sheets 4, 5, 6 and Attachments A, B, and C) will be constructed of rock and trees. The principal of these structures is based on a triangle frame which is keyed into the banks and / or buried in substrate. Depending on the objective, the size of these structures can vary from 6 trees to more than 25+ trees with associated boulders and stream materials. The location of FMF’s and other instream or floodplain structures will be staked and/or flagged on the ground by the COTR. Galvanized cable, log staples, silt fencing and other associated materials identified on the sheets and drawings will be furnished by the contractor.
Conceptual designs have been generated for typical site conditions and then will be field engineered to adapt for varying site conditions (See Attachment A, B and C and Sheet 4). The upper Sitkoh River sites have associated log crib jams and wing jams that use cable due to the lack of available large old growth trees.
C.5.9 Temporary Sitkoh River Crossing Construction and Removal (Lump Sum)
A temporary crossing is required across the Sitkoh River and an associated tributary. The crossing is shown on the drawings on Sheet 3. The design consists of multiple culvert installations with Contractor and Government furnished materials. The intent is to provide a safe crossing to minimum standards that will facilitate repetitive equipment access. Approximately 205LF of 36” CMP and 40LF of 24” CMP of Contractor furnished materials, and 40LF of 103” x 71” pipe arch of Government furnished materials will be installed in 3 channels of the Sitkoh River and 1 tributary stream as staked by the COTR. The crossing has stockpiled materials and existing deep fills. The minimum cover requirement of 2ft over the structures allow for existing road fills to be cut down for use as embankment. Additional embankment materials can be obtained from existing quarries near the crossing. Some fill may be developed from the road prism of the first spur road on the right past the FDR 7540FI and FDR 7553 road junction at approximately MP 13.5 on FDR 7540FI.
The Contractor may use an alternative method of crossing such as a Contractor furnished bridge and 3 culverts to cross the Sitkoh River and the associated tributary. Alternative proposal will be submitted a minimum of 7 calendar days in advance of mobilizing to False Island and will be approved in writing by the CO. After instream work is completed, all embankment fill and structures will be removed from the river and stockpiled off the floodplain at a location designated near the crossing. Damaged culverts will become the property of the Contractor and removed and disposed of off NFS lands in accordance with State and Federal regulations. Culverts that are in satisfactory condition will remain the property of the government and be stockpiled at the FDR 7540 and FDR 7553 road junction.
C.5.10 Mobilization and Option Items (Lump Sum and AQ days)
The mobilization is intended to cover all labor, materials, incidentals and equipment rental costs, transportation and freight, per diem, mobilization and demobilization to and from False Island, associated flights, and any other expenses necessary to complete all aspects of the project. Similar
Sitkoh River Restoration projects on the Tongass involving construction and completion of this type of work included in the base bid estimate this project will take up to 4 weeks to construct. This 4 week figure is based on a minimum 60 hour work week (6 days per week) with a 4 person crew. Allowance for weather days may require changing the days of the week or hours scheduled for work.
No additional mobilization costs will be authorized beyond those stated in the schedule of items.
Option items will be awarded before mobilization to the site and no later than 7/15/11
